“沙戈荒”新能源基地建设，源于国家能源结构转型的现实需求。加快主体能源由化石能源向非化石能源转变，“沙戈荒”地区成为新能源开发的重要空间。从2021年第一批项目清单印发至今，全国三批“沙戈荒”基地建设接续推进。根据《可再生能源发展“十五五”规划》，“十五五”时期，“三北”风电光伏基地将新增装机3.7亿千瓦以上。

According to the "13th Five-Year Plan" for the development of renewable energy, during the "13th Five-Year Plan" period, the wind and photovoltaic bases in the "Three North" regions will add more than 370 million kilowatts of installed capacity.

高质量建设，首在系统规划。“沙戈荒”基地单体规模大、涉及环节多，规划先行、统筹推进是鲜明特征。在新疆，哈密至重庆±800千伏特高压直流输电工程，配套电源里新能源占比超70%，通道与电源建设一体推进。实践证明，一开始就把规划做实做细，将通道建设与电源布局统筹规划，大规模绿电消纳就有了坚实支撑。

In Xinjiang, the ±800 kV ultra-high voltage direct current transmission project from Hami to Chongqing has a proportion of over 70% of new energy in its supporting power sources. Practice has proved that if the planning is done thoroughly and meticulously from the very beginning, and the channel construction and power source layout are planned in a coordinated manner, there will be a solid foundation for large-scale green power consumption.

高质量建设，要在技术创新。“沙戈荒”地区高寒、高热、风沙大，没有过硬的技术保障，设备就难以在极端环境中“站稳脚跟”。近年来，从可变角度光伏支架到“风光火储”一体化智慧联合调度，从无人机巡检到人工智能运维，一批适应极端环境的国产化技术和装备在大漠戈壁得到应用，为“沙戈荒”基地高质量建设提供硬核支撑。

In recent years, from variable-angle photovoltaic supports to the integrated smart joint dispatching of "wind, solar, fire and storage", from unmanned aerial vehicle inspections to artificial intelligence operation and maintenance, a number of domestically produced technologies and equipment that are suitable for extreme environments have been applied in the desert and steppe regions, providing strong support for the high-quality construction of the "Sahara Desert" base.

高质量建设，贵在生态协同。国家林草局近日发布的数据显示，“三北”地区有序推进“光伏+治沙”，已带动治沙530万亩。当曾经的风沙之地长出绿植、产出绿电、带来收益，这是能源转型的不断提速，更是发展理念的深刻重塑。“沙戈荒”基地是能源工程，也是生态工程。把绿色化为基地建设的底色，定能推动能源转型与生态文明建设同频共振。

Data released recently by the National Forestry and Grassland Administration shows that the "Three North" region has been actively promoting "photovoltaic + sand control" projects, which have led to the protection of 5.3 million acres of land. The "Shagaozang" base is an energy project as well as an ecological project.
