作为国家“十四五”重点能源工程、中国华电在东北布局的首个抽水蓄能项目，靖宇华电抽水蓄能电站项目自2025年8月开工以来，紧盯节点、倒排工期，全速推进隧洞开挖、配套设施建设。眼下项目各关键工序有序落地，建设进度超预期，一座集调峰储能、绿色低碳、富民增收于一体的巨型“电力充电宝”，正加速成型，为区域能源安全、绿色高质量发展筑牢硬核支撑。

As a key energy project of the "14th Five-Year Plan" of the country and the first pumped storage power station project that China Huadian has established in Northeast China, the Jingyu Huadian Pumped Storage Power Station Project has started construction in August 2025. It has been closely monitoring key milestones, arranging schedules in reverse order, and accelerating the excavation of tunnels and the construction of supporting facilities. Currently, all key processes of the project are in orderly progress, and the construction progress exceeds expectations. A giant "electricity charging station" integrating peak load regulation, green and low-carbon energy, and poverty alleviation and income increase is accelerating its formation, providing strong support for regional energy security and green high-quality development.

走进靖宇华电抽水蓄能电站施工现场，工程机械轰鸣作业，施工人员各司其职，进厂交通洞、通风洞等工程多点同步施工，一派热火朝天的建设景象。据了解，目前，在抓好现场施工的同时，项目公司正紧锣密鼓地推进主体工程开工筹备工作。

Entering the construction site of Jingyu Huadian Pumped Storage Power Station, the construction machinery is operating loudly, and the construction workers are performing their respective duties. Various projects such as the entrance transportation tunnel and ventilation tunnel are being constructed simultaneously. It presents a scene of intense construction activity. It is known that currently, while focusing on the on-site construction, the project company is also actively and meticulously preparing for the commencement of the main project.

自开工以来，建设单位团结协作，成功克服了冬季极端低温、工期紧任务重等诸多困难。并始终秉持“绿水青山就是金山银山”的环保理念，在推进工程建设的同时，不断提升工艺，切实保护好周边生态环境。

Since the project started, the construction unit has worked closely together and successfully overcame numerous difficulties such as extreme cold in winter, tight schedule and heavy workload. They have always adhered to the environmental protection concept that "green mountains and clear waters are as valuable as gold and silver", and while advancing the project construction, they have continuously improved the techniques and effectively protected the surrounding ecological environment.

据了解，该项目规划采用“三洞六机”核心技术，配套建设上、下两大水库与3485米输水系统，年均可发电14.81亿千瓦时，综合效率75%。投运后将接入吉林500千伏主干电网，承担电网调峰填谷、储能调频、应急备用等关键职能，每年节约标准煤132万吨，减排二氧化碳346万吨，大幅提升风电、光伏等新能源消纳能力，助力东北“双碳”目标落地。

It is understood that this project adopts the "three tunnels and six machines" core technology. It is also planned to build two major reservoirs, as well as a 3,485-meter water conveyance system. The project is expected to generate 1.481 billion kilowatt-hours of electricity annually, with an overall efficiency of 75%. After its operation, it will be connected to the 500-kilovolt main power grid in Jilin Province. It will undertake key functions such as peak load regulation, energy storage, frequency regulation, and emergency backup for the power grid. It will save 1.32 million tons of standard coal annually and reduce 3.46 million tons of carbon dioxide emissions. This will significantly enhance the capacity for the consumption of new energy sources such as wind power and photovoltaic power, and help implement the "carbon neutrality" goals in Northeast China.

同时，项目建设期可提供3000余个就业岗位，吸纳大量本地劳动力就近务工，全面投产后，每年可为当地贡献约1.5亿元税收，同时依托库区山水资源，探索“抽蓄+文旅”融合路径，把重大能源项目转化为兴边富民的长久动能。

At the same time, during the construction period, over 3,000 jobs can be provided, absorbing a large number of local workers to work nearby. After full production, it can contribute approximately 150 million yuan in taxes to the local area each year. At the same time, by leveraging the mountain and water resources in the reservoir area, it explores a "hydro storage + tourism" integration path, transforming the major energy project into a long-term driving force for promoting ethnic development and improving the livelihood of the local people.
