大连8月24日电 24日从庄河市委宣传部获悉，辽宁庄河核电项目近日进入施工准备阶段。

Dalian, August 24th - According to the Publicity Department of Zhuanghe Municipal Committee, the Liaoning Zhuanghe Nuclear Power Project has recently entered the construction preparation stage.

辽宁庄河核电项目位于辽宁省庄河市栗子房镇，是东北地区首个采用我国自主三代核电技术“华龙一号”的核电项目。项目整体规划建设6台百万千瓦级核电机组，总投资约1250亿元，分三期建设。其中，一期工程将建设2台机组，总投资约445.6亿元，于7月31日经国务院常务会议核准，8月13日取得国家发改委正式核准批复，8月20日取得辽宁省自然资源厅先行用地批复，具备了合法用地施工条件。

The Liaoning Zhuanghe Nuclear Power Project is located in Liziawan Town, Zhuanghe City, Liaoning Province. It is the first nuclear power project in Northeast China to adopt China's own third-generation nuclear power technology "Hualong One". The project is planned to build 6 units of 100-megawatt nuclear power plants. The total investment is approximately 125 billion yuan and it will be constructed in three phases. Among them, the first phase will build 2 units, with a total investment of approximately 44.56 billion yuan. It was approved by the State Council's executive meeting on July 31st, received the official approval and reply from the National Development and Reform Commission on August 13th, and obtained the prior land use approval from the Liaoning Provincial Natural Resources Department on August 20th. This means that it has obtained the legal land use conditions for construction.

该核电项目主要分为施工准备阶段、土建施工阶段、设备安装阶段、系统调试阶段、装料阶段、并网试运行阶段、商业运行阶段。8月22日，施工单位组织85台轻重型工程机械同时进场，对17.9万平方米土地开展表土清理工作，标志着该项目正式进入施工准备阶段。

The nuclear power project is primarily divided into the following phases: construction preparation, civil engineering construction, equipment installation, system commissioning, fuel loading, grid connection trial operation, and commercial operation. On August 22, the construction unit mobilized 85 light and heavy construction machines simultaneously to commence topsoil clearance work on a 179,000-square-meter site, marking the official entry into the construction preparation phase.

据悉，预计到年底，一期工程可完成1号机组核岛的正负挖工作，1号核岛基坑具备验槽条件，完成土石方施工200万方，达到施工准备阶段30%的工程量，再完成投资13亿元，累计完成项目投资20亿元。

It is reported that by the end of the year, the first-phase project is expected to complete the positive and negative excavation work for Unit 1's nuclear island, with the foundation pit of Unit 1's nuclear island meeting the conditions for inspection. Additionally, 2 million cubic meters of earth and rock excavation will be completed, achieving 30% of the project volume in the construction preparation phase. With an additional investment of 1.3 billion yuan, the cumulative project investment will reach 2 billion yuan.

项目建成投产后，综合效益突出、带动作用强劲。在清洁能源保供方面，每年可稳定提供170亿千瓦时清洁电能，大幅提升东北地区清洁电力供给能力，优化区域电源结构。在绿色低碳方面，每年可减少燃烧标准煤604万吨，减少二氧化碳排放1785万吨，将为辽宁省、大连市如期实现“双碳”目标、推进生态文明建设提供重要支撑。

Upon completion and operation, the project will deliver outstanding comprehensive benefits and strong driving effects. In terms of clean energy supply, it will stably provide 17 billion kilowatt-hours of clean electricity annually, significantly enhancing the clean power supply capacity in Northeast China and optimizing the regional power structure. Regarding green and low-carbon development, it will reduce the combustion of standard coal by 6.04 million tons and cut carbon dioxide emissions by 17.85 million tons annually, providing crucial support for Liaoning Province and Dalian City to achieve their "dual carbon" goals on schedule and advance ecological civilization construction.
