8月27日，深化中央企业与重庆市合作座谈会在北京举行。会议深入学习贯彻党的二十大和二十届历次全会精神，深化落实习近平总书记视察重庆重要讲话重要指示精神，聚焦做实“两大定位”、发挥“三个作用”，进一步推动中央企业和重庆放大优势、携手同行，奋力开创合作共赢新局面，为服务新时代西部大开发和全国发展大局作出新贡献。

On August 27, a symposium on deepening cooperation between central enterprises and Chongqing was held in Beijing. The meeting thoroughly studied and implemented the spirit of the 20th National Congress of the Communist Party of China and its plenary sessions, as well as the important instructions given by General Secretary Xi Jinping during his inspection of Chongqing. It focused on solidifying the "Two Major Orientations" and leveraging the "Three Roles," further promoting the advantages of central enterprises and Chongqing to forge ahead together and strive to create a new phase of win-win cooperation, making new contributions to serving the Western Development Strategy and the overall development of the country in the new era.

In his speech, Yuan Jiajun, on behalf of the municipal Party committee, municipal government, and the people of Chongqing, expressed heartfelt gratitude to the central enterprises for their long-term strong support for the city's economic and social development. Yuan noted that since the 20th National Congress of the Communist Party of China, central enterprises have thoroughly implemented major decisions and plans of the Party Central Committee and the State Council, fully played the role of "national teams," actively fulfilled strategic missions, and effectively supported Chongqing in building a modern industrial system, creating the "33618" modern manufacturing cluster system, improving the "416" scientific and technological innovation layout, and fostering new productive forces. They have also strongly supported Chongqing in accelerating the construction of a modern people-oriented city, deeply participated in major infrastructure projects, urban renewal, and the digital Chongqing initiative, and actively explored new approaches to modern urban governance for megacities. Additionally, they have supported Chongqing in advancing the reform of state-owned enterprises, actively participated in breakthrough reforms such as the "Three Breakthroughs and One Revitalization," and continuously enhanced the innovation, control, and competitiveness of state-owned enterprises. Moreover, they have supported Chongqing in accelerating the development of an inland open hub, promoted the expansion and quality improvement of the Western Land-Sea New Channel and the China-Singapore Interconnectivity Project, built logistics hub economies, modernized freight and distribution systems, and comprehensive service systems, collectively serving the national agenda of opening up toward the west and south. They have also supported Chongqing in integrating urban and rural areas and achieving comprehensive rural revitalization, participated in building a "2-hour Chongqing" transportation network, promoted prosperity for mountainous and reservoir counties, consolidated and expanded poverty alleviation achievements, and facilitated coordinated urban-rural and regional development. Furthermore, they have supported Chongqing in achieving a comprehensive green and low-carbon transition, advanced ecological conservation and restoration, addressed hazardous rock formations in the Three Gorges reservoir area, constructed a new energy system, and accelerated the development of a beautiful China pilot zone at the provincial level. The unwavering support of these central enterprises has injected strong momentum and made outstanding contributions to Chongqing's successful conclusion of the 14th Five-Year Plan and the smooth start of the 15th Five-Year Plan.

袁家军指出，当前，重庆正深化落实习近平总书记视察重庆重要讲话重要指示精神，聚焦做实“两大定位”、发挥“三个作用”，扎实推进“六区一高地”建设，全力推动“十五五”开好局起好步，奋力谱写中国式现代化重庆篇章，以实干实绩实效坚定拥护“两个确立”、坚决做到“两个维护”。

温枢刚表示，重庆是西部大开发重要战略支点，是长江上游地区经济中心，也是中国华能一直以来在西部地区布局的重要战略高地、发展要地、投资重地。近年来，重庆市充分利用成渝地区双城经济圈建设等国家重大战略优势，全力打造“33618”现代制造业集群体系，各项工作不断迈向新台阶，经济社会发展呈现良好势头，进一步增强了我们扎根重庆、投资重庆、服务重庆的信心和决心。

Wen Shugang stated that Chongqing is an important strategic pivot for the development of the western region, an economic center in the upper reaches of the Yangtze River, and an important strategic highland, development site, and investment hub for China Huaneng's layout in the western region. In recent years, Chongqing has fully utilized major national strategic advantages such as the construction of the Chengdu Chongqing Economic Circle, and made every effort to build a "33618" modern manufacturing cluster system. All work has continuously reached new heights, and the economic and social development has shown a good momentum, further enhancing our confidence and determination to root in Chongqing, invest in Chongqing, and serve Chongqing.

作为最早入渝的发电央企，中国华能围绕能源保供、绿色转型、乡村振兴等方面，为重庆市高质量发展作出积极贡献。面向“十五五”，中国华能将牢记习近平总书记在中国华能考察时的殷殷嘱托，坚决扛牢电力能源保供政治责任，锚定绿色发展目标，积极融入区域发展大局，持续加大在渝投资，创新布局科技含量高、绿色低碳的战略性新兴产业，坚定打造区域清洁低碳能源新格局，以实际行动服务地方经济建设，为谱写中国式现代化重庆篇章贡献华能更大力量。

Facing the "15th Five Year Plan", China Huaneng will bear in mind General Secretary Xi Jinping's earnest instructions during his inspection of China Huaneng, firmly shoulder the political responsibility of ensuring power and energy supply, anchor the goal of green development, actively integrate into the overall regional development, continue to increase investment in Chongqing, innovate and layout strategic emerging industries with high technological content and green low-carbon, firmly create a new pattern of regional clean and low-carbon energy, serve local economic construction with practical actions, and contribute greater strength of Huaneng to writing a chapter of Chinese style modernization in Chongqing.

会上，还举行了重大合作项目签约。中国华能与重庆市政府签署投资协议，涵盖珞璜电厂“上大压小”两台百万千瓦清洁高效燃煤机组、巴南区绿色能源等项目。

At the meeting, a major cooperation project signing ceremony was also held. China Huaneng signed an investment agreement with the Chongqing Municipal Government, covering projects such as the "upgrading and reducing capacity" of two 100-megawatt clean and efficient coal-fired power plants at Luohuang Power Plant and green energy in Bantan District.
