其中明确，促进新能源高质量开发消纳。全力打造东、西、南三条外送输电通道，实现电力外送能力由540万千瓦提升至1700万千瓦以上。同时明确“十五五”建成东部清洁能源基地特高压电力外送通道、东北松辽清洁能源基地送电华北工程及林海~平安第二回500千伏线路工程。

It is clearly stated that efforts will be made to promote the high-quality development and utilization of new energy. The three major power transmission channels in the east, west and south will be fully developed to enhance the power transmission capacity from 540 million watts to over 1700 million watts. At the same time, it is clearly defined that by the "14th Five-Year Plan" period, the ultra-high voltage power transmission channel for eastern clean energy bases, the power transmission project from the northeastern Songliao clean energy base to North China, and the 500-kilovolt line project from Linhai to Ping'an will be completed.

据了解，东部清洁能源基地电力外送通道已纳入全国中长期电力流向优化布局总体规划，并有望纳入国家“十五五”电力发展规划。

It is known that the power transmission channel of the eastern clean energy base has been included in the overall planning for optimizing the long-term and medium-term power flow direction in the country, and is expected to be incorporated into the national power development plan for the "15th Five-Year Plan".

该项目有望成为东北地区第三条特高压外送通道，建成后将大幅提升黑龙江东部清洁能源的跨区外送能力，助力全省新能源装机实现跨越式增长，进一步优化“东电西送、北电南送”的电网格局。

This project is expected to become the third ultra-high voltage power transmission channel in the northeastern region. Once completed, it will significantly enhance the cross-regional power transmission capacity of clean energy in the eastern part of Heilongjiang Province, facilitating a leapfrog growth in the province's new energy installed capacity and further optimizing the power grid layout of "power transmission from the east to the west and from the north to the south".

目前，东北地区已有两条特高压外送通道。第一条是已投运的扎鲁特—青州±800千伏特高压直流输电工程（鲁固直流工程），为东北首个特高压外送项目。

At present, there are two ultra-high voltage transmission channels in the northeastern region. The first one is the Zhaluotai - Qingzhou ±800 kilovolt ultra-high voltage direct current transmission project (LuGu Direct Current Project), which has been put into operation and is the first ultra-high voltage transmission project in the northeastern region.

第二条是正在建设中的东北松辽清洁能源基地送电华北工程（吉电入京工程），该工程已进入可行性研究收口阶段，计划于2029年建成投产。

The second item is the power transmission project from the Northeast Songliao Clean Energy Base to North China (the project for transmitting Jilin power to Beijing). This project is currently in the final stage of feasibility study and is scheduled to be completed and put into operation in 2029.
