打破国外垄断，项目国产化率达99%

近日，宁夏煤业400万吨煤制油项目完成37天大检修，项目智能化改造全部完成并投运。项目智能化改造投运后，装置自控率达99.8%，运营成本下降10%，全员劳动生产率提升51%，工艺平稳率从85%提升至99.5%以上。

Recently, the 4 million-ton coal-to-oil project of Ningxia Coal Industry completed a 37-day major overhaul. The project's intelligent transformation was fully completed and put into operation. “项目2016年建成投产时，实现37项重大技术、设备及关键材料的国产化，2020年前因处于‘磨合期’，项目基本每年都要检修一次，后来经过多年努力、上千次技改，2020年后项目打破惯例，实现三年一检修，为项目长周期稳定运行，提升生产效益打下坚实基础。”宁夏煤业煤制油分公司生产部副部长何鹏说。

When the project was completed and put into operation in 2016, it achieved the domestic production of 37 major technologies, equipment and key materials. Before 2020, due to being in the "acclimatization period", the project had to undergo maintenance every year. Later, through years of efforts and thousands of technological renovations, starting from 2020, the project broke the convention and implemented maintenance every three years, laying a solid foundation for the long-term stable operation of the project and the improvement of production efficiency. 10年间，宁夏煤业400万吨煤制油项目打破国外垄断，让中国的煤制油自己说了算，而这在以前是难以想象的。10年前，我国煤制油高端工艺、核心催化剂、特种化工材料长期依赖进口，技术壁垒高、国产化难度大。项目落地之初，面临关键技术空白、大型设备无参考、复杂集成无经验等多重考验。

Over the past 10 years, the 4 million-ton coal-to-oil project of Ningxia Coal Industry has broken the foreign monopoly and enabled China to control its own coal-to-oil production. This was something unimaginable before. Ten years ago, China relied on imports for advanced coal-to-oil technologies, core catalysts, and special chemical materials. 国外的技术买不来，那就自己造。2013年，在国家决策支持下，宁夏煤业400万吨煤制油项目在宁夏宁东能源化工基地的戈壁荒滩上开工建设，一线人员靠着拼搏精神，39个月完成原定5年的建设工期，在戈壁荒滩的沙丘上建起了占地560公顷的煤制油项目，时至今日，煤制油项目工作人员仍把到项目上班称呼为“上山”。

Foreign technologies cannot be purchased; therefore, we must build them ourselves. In 2013, with the guidance of national decision-making, the 4 million-ton coal-to-oil project of Ningxia Coal Industry was initiated on the barren desert in Ningdong Energy Chemical Base of Ningxia. The front-line workers relied on their hardworking spirit and completed the original five-year construction period within 39 months. They built a coal-to-oil project covering an area of 560 hectares on the sand dunes of the desert. To this day, the staff of the coal-to-oil project still refer to starting work at the project as "going to the mountains".

“项目超过10万台的仪表设备就像项目的‘眼睛’和‘大脑’，我国煤化工早期的阀门仪表主要靠进口，工人操作设备首先要把英文资料吃透，并且设备维修、更换还要看外企脸色。煤制油项目的国产化攻关，虽然很多工作要从零开始，一些设备连图纸都没有，都是在现场试验。现在，项目不仅国产化率高，随着智能化改造投运，我们实现电脑无报警不操作，有效减少工作量、提升管理效率、提高生产效率。”宁夏煤业煤制油分公司仪表管理中心副主任凤建刚说。

"Devices for over 100,000 units of the project are like the 'eyes' and 'brain' of the project. In the early days of China's coal chemical industry, valves and instruments were mainly imported. Workers had to thoroughly understand the English materials before operating the equipment, and equipment maintenance and replacement also depended on the attitude of foreign enterprises. The domesticization efforts for the coal-to-oil project were challenging, as many tasks had to be started from scratch and some equipment even had no drawings. However, with the implementation of intelligent transformation and operation, we can now operate the equipment without computer alarms, effectively reducing workload, improving management efficiency and increasing production efficiency." Feng Jiangang, the deputy director of the Instrument Management Center of Ningxia Coal Industry's Coal-to-Oil Branch, said.

10年来，宁夏煤业400万吨煤制油项目开展技术攻关603项，攻克37项“卡脖子”关键核心技术和设备难题，连续5年油化品产量超过400万吨，其中2025年年产463万吨。更关键的是，它形成了可复制、可推广的成套技术，成为保障国家能源安全的一张“底牌”。

平时能活急时保供，打破投产即亏损质疑

项目建设之初，受当时国际原油期货价格倒挂影响，既要承受国产化攻关带来的诸多挑战，还要面对项目能否算来“经济账”的质疑。

At the beginning of the project construction, due to the inverted price situation of international crude oil futures at that time, not only were there numerous challenges brought about by the domesticization research and development efforts, but also there were doubts about whether the project could be considered "economically viable".

“在当时的背景下，大家顶着巨大压力工作，并且对项目的未来感到迷茫，‘社会主义是干出来的’伟大号召，无疑是对大家莫大的鼓励，让大家吃上了‘定心丸’。”回想起10年前的场景，宁夏煤业煤制油分公司生产部副部长何鹏仍然十分激动。

10年来，宁夏煤业400万吨煤制油项目用实干打破质疑，把煤炭变成航天煤油、高端润滑油，裂解为聚烯烃塑料颗粒等等，上演煤炭“七十二变”。项目2021年实现全面达产以来，持续保持较好盈利水平，特别是在今年国际形势影响下，煤制油产品价格上涨，项目盈利能力得到进一步增强。

Over the past 10 years, the 4 million-ton coal-to-oil project of Ningxia Coal Industry has proven the doubters wrong through its hard work. It has transformed coal into aerospace kerosene, high-end lubricants, and cracked it into polyolefin plastic particles, etc., showcasing the "seventy-two transformations" of coal. Since the project achieved full production in 2021, it has maintained a relatively good profit level. Especially this year, under the influence of the international situation, the prices of coal-to-oil products have risen, and the project's profitability has been further enhanced.

目前，项目产品从设计的4种发展到目前的五大类40种产品集群，主要分为主链产品（即油品类）、特种化工原料、先进材料、特种油蜡、自研催化剂等。项目主链产品燃料油类主要包括柴油、石脑油、煤基航天煤油等，煤制油产品具有“纯净”等特质，助力“天龙二号”和“长征十二号”“长征八号”运载火箭飞天。

At present, the project's products have evolved from the original 4 types of design to the current 5 categories and 40 product clusters. The main categories include main chain products (such as oil-based products), special chemical raw materials, advanced materials, special oil waxes, self-developed catalysts, etc. The main chain products of the project, namely fuel oil types, mainly include diesel, naphtha, coal-based aerospace kerosene, etc. The coal-based oil products have characteristics such as "purity", which have contributed to the successful launch of the "Tianlong II" and "Long March XII" and "Long March Eight" carrier rockets.

除了将燃料油类高端化，项目所产石脑油还“裂解”为聚烯烃塑料颗粒等，广泛应用于农业、新能源、汽车、建材等行业，让煤制油项目的产品“飞入寻常百姓家”。

每年播种季，宁夏煤业7042、7047两款农膜专用料产销两旺：7042适配地膜生产，广泛用于北方农田播种保温；7047主打蔬菜大棚棚膜，韧性强、抗老化、透光性优异；FC5608三元共聚聚丙烯透明度高、密封性强，常用于食品包装、医用注射器等；透明专用料可生产医用耗材、家用保鲜盒……

“以前我们可能只卖初级油品，现在聚丙烯成了国内单项冠军产品，聚甲醛引领全国市场。我们开发了70多个新产品牌号，低VOC纺丝专用料、抗静电聚甲醛打破国外垄断；高纯度C12烷烃、轻质白油规模化生产，还攻克了长期被国外卡脖子的α-烯烃分离技术。如今，我们的产品远销44个国家和地区，吨煤的价值提升了7倍，彻底告别了‘挖煤卖煤’的老路子。”宁夏煤业煤制油分公司相关负责人说。

"Previously, we might have only sold basic oil products. Now, polypropylene has become a domestic single-category champion product, and polyoxymethylene leads the national market. We have developed over 70 new product grades. Low-VOC spinning special materials and anti-static polyoxymethylene have broken the foreign monopoly; high-purity C12 alkanes and light white oil have been produced on a large scale, and we have also overcome the α-olefin separation technology that was previously controlled by foreign countries. Today, our products are sold to 44 countries and regions, and the value per ton of coal has increased by 7 times. We have completely left behind the old path of 'digging coal and selling coal'." A relevant official from the Ningxia Coal Industry Coal-to-Oil Branch said.

通过“增效”“降耗”，宁夏煤业400万吨煤制油项目走出了一条“平时能活急时保供”的路子。10年来，项目装置运行水平越来越好，与设计值相比，综合能耗下降14.88%，原煤消耗下降7.53%，能源转化率提高22.75%，实现产值1814亿元、利税493亿元。

By implementing "efficiency improvement" and "cost reduction", the 4 million-ton coal-to-oil project of Ningxia Coal Industry has found a way to "survive in normal times and ensure supply in emergencies". Over the past 10 years, the operation level of the project's equipment has been continuously improving. Compared with the design values, the comprehensive energy consumption has decreased by 14.88%, the consumption of raw coal has dropped by 7.53%, the energy conversion rate has increased by 22.75%, and the output value has reached 181.4 billion yuan, with profits and taxes amounting to 49.3 billion yuan.

宁夏煤业400万吨煤制油项目建设前，部分国产装备因缺少实打实的业绩而屡受质疑，而项目则通过国产化攻关打破僵局，不仅“激活”了国内装备制造企业，还带动煤制油及现代煤化工国产装备水平的整体跃升。

“煤制油项目的装备、催化剂等如果依赖进口，国外厂商就会漫天要价，设备出现问题，或漂洋过海去维修，或按小时给国外工程师支付高额费用。而一旦实现国产替代，国外的装备、催化剂等就会大幅降价。除了价格更低，项目在运行过程中与国产装备持续磨合改进，实现互利共赢共同进步。”何鹏说。

If there are any problems with the equipment, they will either have to travel overseas for repairs or pay high hourly fees to foreign engineers. 借助项目国产化攻关，宁夏煤业的“科技含量”明显提升，其自主研发、获中国专利金奖的“神宁炉”便是典型代表。宁夏煤业煤制油分公司气化一厂二车间党支部书记武祥元说，气化炉是煤制油及现代煤化工的关键装备，过去国外进口的气化炉，专利费高，只能使用精煤，为此，公司研发了“不挑食”、日投煤量更高的“神宁炉”，尽管设备投运之初遇到了不少问题，他们通过不断技改，最终将设备运行负荷由90%提升至满负荷，啃下干煤粉气化炉长周期满负荷运行这块硬骨头，如今还实现了从点火到投煤自动化。公司还依托“神宁炉”成立了技术转让公司，一些宁夏及国内项目采用了“神宁炉”的技术。

Through the project's domestication efforts, the "scientific and technological content" of Ningxia Coal Industry has significantly improved. Its independently developed and awarded the Gold Medal for China Patent "Shenning Furnace" is a typical example. The Party branch secretary of the Gasification No.1 Plant II Workshop of Ningxia Coal Industry's Coal-to-Oil Branch Company, Wu Xiangyuan, said that the gasifier is a key equipment in coal-to-oil and modern coal chemical industries. In the past, the gasifiers imported from abroad had high patent fees and could only use fine coal. Therefore, the company developed the "Shenning Furnace", which is not picky about the type of coal and has a higher daily coal input. Although there were many problems when the equipment was put into operation initially, they continuously carried out technological renovations and eventually increased the equipment's operating load from 90% to full load. They overcame the difficult task of long-term full-load operation of dry coal powder gasifiers and now have achieved automation from ignition to coal feeding. The company also established a technology transfer company based on the "Shenning Furnace", and some Ningxia and domestic projects have adopted the technology of "Shenning Furnace".

在“双碳”背景下，煤制油及现代煤化工因碳排放问题而饱受诟病，乃至掣肘产业未来发展。为解决产业的“碳短板”，宁夏煤业400万吨煤制油项目踏上了“新示范”的新征程。

Under the backdrop of "carbon neutrality", coal-to-oil and modern coal chemical industries have been severely criticized due to carbon emission issues, and have even hindered the future development of the industry. To address the "carbon deficiency" of the industry, the 4 million-ton coal-to-oil project of Ningxia Coal Industry has embarked on a new "model demonstration" journey.

依托宁夏丰富的光伏资源，宁夏煤业联合国华投资清水营制氢厂，打造光伏制绿氢、绿氢入化工的全链条示范项目，填补国内光伏可再生氢耦合煤制合成氨技术空白。它将绿氢接入合成氨装置，替代传统灰氢比例超30%，截至今年6月30日，累计消纳绿氢超1916.2万立方米，等效减排二氧化碳3.41万吨，为传统煤化工低碳转型提供可复制、可推广的行业方案。

Relying on the abundant photovoltaic resources in Ningxia, Ningxia Coal Industry has collaborated with United China Investment to build the Qingshuiyuan Hydrogen Production Plant. This project aims to create a full-chain demonstration project for photovoltaic-based green hydrogen production and the integration of green hydrogen into the chemical industry, filling the domestic technological gap in the coupling of photovoltaic renewable hydrogen and coal-based synthesis ammonia. It will connect the green hydrogen to the synthesis ammonia plant, replacing the traditional gray hydrogen by over 30%. As of June 30 this year, a cumulative total of over 19.162 million cubic meters of green hydrogen has been consumed, equivalent to an emission reduction of 34,100 tons of carbon dioxide. This provides a replicable and scalable industry solution for the low-carbon transformation of traditional coal chemical industries.

据介绍，随着绿氢大规模制备，绿氢价格已明显下降，未来，随着绿氢的更大规模应用、配套建设储能等举措，将逐渐摊薄成本、实现全天稳定供应。何鹏说，绿氢和现代煤化工深度耦合目前仍处于示范阶段，绿氢占比依然偏低。未来，煤制油项目将达到20%的绿氢使用量，可实现每年减排二氧化碳500万吨左右，有效降低项目的碳排放。

It is reported that with the large-scale production of green hydrogen, the price of green hydrogen has significantly decreased. In the future, as green hydrogen is applied on a larger scale and measures such as the construction of energy storage facilities are implemented, costs will gradually be reduced and stable supply will be achieved throughout the day. He Peng said that the deep coupling of green hydrogen and modern coal chemical industry is still in the demonstration stage, and the proportion of green hydrogen is still relatively low. In the future, the coal-to-oil project will reach a 20% usage of green hydrogen, which can achieve an annual reduction of about 5 million tons of carbon dioxide emissions, effectively reducing the carbon emissions of the project.

同时，宁夏300万吨/年CCUS示范项目一期工程在宁夏煤业甲醇分公司落地投用，每年可捕集封存50万吨二氧化碳，等效植树近450万棵，捕集的二氧化碳用于油田驱油、矿井安全防护，实现废气资源化利用。

Meanwhile, the first phase of the 3 million ton/year CCUS demonstration project in Ningxia was put into operation at the Maotai Branch of Ningxia Coal Industry. It can capture and store 500,000 tons of carbon dioxide annually, equivalent to planting nearly 4.5 million trees. The captured carbon dioxide is used for oilfield drainage and mine safety protection, achieving the resource utilization of waste gas.
