全国 7月9日，国务院印发《“十五五”碳达峰行动方案》，对“十五五”时期碳达峰工作作出部署。《行动方案》提出，到2030年，我国单位国内生产总值二氧化碳排放比2025年降低17%，非化石能源消费占比达到25%，确保如期实现碳达峰目标，为实现2035年国家自主贡献目标、推进碳中和奠定坚实基础。

近日，自然资源部发布《关于做好建设项目压覆矿产资源管理工作的通知》。《通知》按照新矿产资源法及其实施条例有关规定，在137号文基础上，结合近年压覆管理工作实际起草制定。《通知》坚持保障国家矿产资源特别是战略性矿产资源供应安全，统筹资源安全和经济社会发展，做好新旧制度衔接，精简审批要件，优化审批流程，提升审批效率。

7月10日，国家能源局发布《能源领域节能降碳行动计划（2026—2028年）》。行动计划提出，到2028年，非化石能源消费比重年均提升约1个百分点；合理控制煤电机组供电煤耗，达到现行能效标杆水平的煤电产能比例力争提高15个百分点；建成一批零碳低碳煤炭矿区、油区；支持建成一批零碳园区，重点行业节能降碳取得显著进展，绿色用能水平不断提升。

7月9日，2026年夏季全国煤炭交易会在新疆乌鲁木齐开幕。此次交易会以“强化煤炭兜底保障作用，提高煤炭安全保障水平"为主题，由中国煤炭工业协会、中国煤炭运销协会主办。据介绍，此次交易会为期2天，同期召开上半年煤炭经济运行分析座谈会，举办煤化工、疆煤外运、煤炭清洁高效利用、煤炭物流等专题会议。来自煤炭产运销上下游企业，以及相关部门、行业协会、金融机构、媒体的代表参会。开幕式上，多家企业进行煤炭购销签约。

7月6日，郑州商品交易所发布《关于动力煤期货2707合约有关事项的公告》，经研究决定，调整动力煤期货2707合约的交易保证金标准为50%，涨跌停板幅度为10%。非期货公司会员或者客户单日开仓交易的最大数量为20手。

陕西 据商务部重要生产资料市场监测系统显示，6月20日-26日，陕西省煤炭均价1190.0元/吨，环比上涨0.3%，同比上涨20.9%。其中，炼焦煤1360.0元/吨，环比上涨0.7%，同比上涨39.6%；动力煤790.0元/吨，环比下跌1.1%，同比上涨18.5%；无烟煤1420.0元/吨，环比上涨0.7%，同比上涨8.2%。

山东 近日，山东省能源局发布的公告显示，截至2026年6月30日，山东省有依法生产建设煤矿76处，产能规模11357万吨/年。其中，建设煤矿1处，建设规模45万吨/年；生产煤矿75处，登记生产能力11312万吨/年。

Shandong Province Recently, the announcement released by the Shandong Provincial Energy Bureau showed that as of June 30, 2026, there were 76 legally operating coal mines in Shandong Province, with a production capacity of 113.57 million tons per year. Among them, there was 1 construction coal mine with a construction capacity of 450,000 tons per year; and 75 production coal mines with a registered production capacity of 113.12 million tons per year.

天津 5月份，煤炭市场整体呈现偏强走势。5月份天津市煤炭均价为700元/吨，环比上涨1.1%，同比上涨4.3%。随着传统需求旺季支撑作用开始逐步显现，叠加产地供给收缩预期减弱，保供力度加强和水电出力提升影响，预计短期煤炭市场价格将继续偏强震荡运行。

河南 据河南省商务厅监测，6月22日-28日，河南省煤炭均价为858.3元/吨，较前一周下降0.4%。分品种看，烟煤均价659.9元/吨、无烟煤均价1056.7元/吨，较前一周分别下降0.4%、0.3%。

Henan Province: According to the monitoring by the Commerce Department of Henan Province, from June 22nd to 28th, the average price of coal in Henan Province was 858.3 yuan per ton, a decrease of 0.4% compared to the previous week. By type, the average price of bituminous coal was 659.9 yuan per ton and that of anthracite was 1056.7 yuan per ton, both showing a decrease of 0.4% and 0.3% respectively compared to the previous week.

Heilongjiang Province Recently, the Technical Center of Harbin Customs completed the coal type identification work for the coal samples sent for inspection at Dongning Port. This achievement filled a technological gap in the relevant field and marked that the Technical Center of Harbin Customs has become the first unit in Heilongjiang Province with the full set of detection capabilities for coal type identification. 吉林 近日，吉林省能源局发布关于2026年上半年煤矿产能情况的通告，截至2026年6月30日，吉林省有生产煤矿17处。其中，重新公告1处，涉及产能120万吨/年；首次公告1处，涉及产能30万吨/年；继续保留通告15处，涉及产能1184万吨/年。建设煤矿7处，涉及产能225万吨/年。

云南 据商务部重要生产资料市场监测系统显示，6月8日-14日，云南省煤炭批发均价为1111.2元/吨，环比上涨0.3%。其中，动力煤批发均价为743.5元/吨，环比上涨1.2%；炼焦煤批发均价为1590元/吨，无烟煤批发均价为1000元/吨，环比持平。

7月7日，经专家组全面核查评审，兖矿能源万福能源顺利通过山东省煤矿智能化建设验收，标志着万福能源智能化、数字化、现代化矿山建设取得关键性突破。万福煤矿位于中国山东省菏泽市巨野县柳林镇吕坑村西，隶属于兖矿能源集团旗下兖煤万福能源有限公司。该矿于2010年8月‌获国家发展改革委核准，采矿许可证首发于‌2015年7月，有效期至2045年，规模180万吨/年，计划服务年限为61.7年。

Wanfu Coal Mine is located in Luqin Village, Liulin Town, Juye County, Heze City, Shandong Province, and is under the jurisdiction of Yankuang Energy Group's Yankuang Wanfu Energy Co., Ltd. The mine was approved by the National Development and Reform Commission in August 2010, and its mining license was issued in July 2015, valid until 2045, with a production capacity of 1.8 million tons per year and a planned service life of 61.7 years.
