黑龙江省政府近日印发《黑龙江省国民经济和社会发展第十五个五年规划纲要》（以下简称《纲要》），提出打造现代化煤炭供应链。

The government of Heilongjiang Province recently issued the "15th Five-Year Plan Outline for the National Economy and Social Development of Heilongjiang Province" (hereinafter referred to as the "Outline"), proposing to build a modern coal supply chain.

《纲要》提出，打造现代化煤炭供应链，有序淘汰落后煤炭产能，新建东辉、合作等大型煤矿，持续提升煤炭资源集约化、规模化开发水平，分类分级开展智能化煤矿建设，推进人工智能技术在煤矿安全监管领域的应用，安全有序释放先进煤炭产能。落实新一代煤电升级专项行动，扎实推进“煤头电尾”高质量发展。有序推动煤电、煤炭、油气开采与新能源融合发展。

The "Outline" states that the goal is to build a modern coal supply chain, orderly eliminate outdated coal production capacity, build large-scale coal mines such as Donghui and Hezuo, continuously enhance the intensive and large-scale development level of coal resources, carry out intelligent coal mine construction in a classified and graded manner, promote the application of artificial intelligence technology in coal mine safety supervision, and safely and orderly release advanced coal production capacity. Implement the new-generation coal power upgrade action plan, and steadily promote the high-quality development of "coal at the beginning and electricity at the end". Progressively promote the integration and development of coal power, coal, oil and gas extraction with new energy.

聚焦发展“煤头化尾”，推进四煤城等地培育壮大“煤—合成氨”“煤—醋酸衍生品”等产业链，推进宝清化工示范园区加快建设，打造“煤—腐植酸”“煤—褐煤蜡”等产业链，培育具有特色优势的煤化工产业园区。

Focus on developing the "coal at the beginning, chemical at the end" model, and promote the cultivation and expansion of industrial chains such as "coal - synthetic ammonia" and "coal - derivatives of acetic acid" in places like the Four Coal Cities. Accelerate the construction of Baicheng Chemical Demonstration Zone, and create industrial chains such as "coal - humic acid" and "coal - lignite wax". Cultivate coal chemical industrial parks with unique advantages.

《纲要》要求，加快推进传统产业安全化水平提升，推动新一代信息技术、人工智能与安全生产融合应用，加强重要安全生产装备关键核心技术攻关，推进危化品、矿山等行业设备更新和“机械化换人、自动化减人”，提升行业本质安全水平。实施“人工智能+”行动。推进人工智能在龙煤集团等企业开展资源勘探、采掘、运输、安全监测预警等场景创新应用，推广无人掘进机、智能采煤机等高风险作业场景智能装备。

The "Outline" stipulates that we should accelerate the improvement of the safety level of traditional industries, promote the integration and application of new-generation information technology, artificial intelligence and safety production, strengthen the research on key core technologies for important safety production equipment, and promote the renewal of equipment in industries such as hazardous chemicals and mines, as well as the "machine replacement of humans and automation of reducing personnel" in these industries, to enhance the inherent safety level of the industries. Implement the "Artificial Intelligence +" initiative. Promote the innovative application of artificial intelligence in scenarios such as resource exploration, mining, transportation, and safety monitoring and early warning in enterprises like Longmei Group, and popularize intelligent equipment for high-risk operations such as unmanned tunneling machines and intelligent coal mining machines.

　　加强化石能源清洁高效利用。聚焦“煤头电尾”，推动煤电向基础保障性和系统调节性电源并重转型，进一步支撑构建新型电力系统。加快超超临界煤电机组规划建设，建成投产国能哈热、华电哈三、大唐哈一热等66万千瓦及以上超超临界煤电机组，加速淘汰老旧小煤电机组400万千瓦，实现30万千瓦及以上煤电机组占煤电总装机比重达到85%。

Strengthen the clean and efficient utilization of fossil energy. Focus on the "coal at the beginning and electricity at the end" model, promote the transformation of coal-fired power to be a combination of basic guarantee power and system regulation power, further supporting the construction of a new power system. Accelerate the planning and construction of ultra-ultra-supercritical coal-fired power plants, complete the commissioning of 66,000 kilowatts and above ultra-ultra-supercritical coal-fired power plants such as Guoye Haire, Huadian Haisan, and Datang Haiyi, and accelerate the elimination of 40 million kilowatts of outdated small coal-fired power plants, achieving that the proportion of 30,000 kilowatts and above coal-fired power plants in the total coal-fired power capacity reaches 85%.

　　加快建设资源型地区转型发展区，推动煤城、油城由资源型经济向多元经济转变，加强采煤沉陷区综合治理和独立工矿区改造提升。

Accelerate the construction of transformation zones in resource-based regions, promote the transition of coal cities and oil cities from resource-based economies to diversified economies, and strengthen comprehensive management of coal mining subsidence areas and the renovation and upgrading of independent industrial zones.

　　《纲要》要求，加大煤矿瓦斯抽采利用力度，加强煤炭清洁高效利用，合理调控石油消费，推动实现煤炭和石油消费达峰，到“十五五”末，力争年度新增清洁能源覆盖全社会新增用电量，单位GDP能耗累计下降10%左右。实施固体废物综合治理行动。提升资源化利用水平，加强煤矸石等大宗固体废物综合利用能力。推进七台河煤矸石综合利用项目和友谊县、讷河市等垃圾转运、处置设施建设项目。加快推进历史遗留矿山生态修复，推动具备条件的市县历史遗留矿山存量清零。加强煤矸石综合利用，推动矿区生态系统稳定性显著增强。

The "Outline" stipulates that efforts should be intensified to extract and utilize coal mine gas, enhance the clean and efficient utilization of coal, properly regulate oil consumption, and promote the attainment of peak consumption for both coal and oil. By the end of the "14th Five-Year Plan", it is aimed to strive for an increase in the annual coverage of clean energy in the total electricity consumption of society, and to achieve a cumulative reduction of about 10% in energy consumption per unit of GDP. A comprehensive action for the Comprehensive management and governance of solid waste will be implemented. The level of resource utilization will be enhanced， and the capacity for comprehensive utilization of large-scale solid wastes such as coal gangue will be strengthened. Projects for the comprehensive utilization of coal gangue in Qitaihe and the construction of waste transfer and disposal facilities in Yifeng County and Nehe City will be advanced. The ecological restoration of historical abandoned mines will be accelerated， and the existing stockpile of historical abandoned mines in qualified counties and cities will be cleared. The comprehensive utilization of coal gangue will be strengthened， and the stability of the ecosystem in mining areas will be significantly enhanced.

　　《纲要》明确，深化国资国企改革，深化龙煤集团等重点国企改革攻坚，推进龙煤集团持续优化企业组织架构，持续提高企业经营管理水平。完善煤电、抽水蓄能、新型储能等调节性资源容量电价机制。深化对俄能源资源合作，有序进口俄煤、合理安排储备。深入实施能源安全新战略，健全完善煤炭储备机制。

The "Outline" clearly states that we will deepen the reform of state-owned enterprises and key state-owned enterprises such as Longmei Group. We will intensify efforts to improve the reform of these key enterprises, and promote the continuous optimization of the organizational structure of Longmei Group and the continuous improvement of its management level. We will improve the capacity-based electricity price mechanism for coal power, pumped storage, and new energy storage resources. We will deepen cooperation in energy resources with Russia, orderly import Russian coal, and reasonably arrange reserves. We will thoroughly implement the new energy security strategy and improve the coal reserve mechanism.
