5月2日,广州港出海航道42号浮以南航段,LNG(液化天然气)加注船“海洋石油301”号与一艘大型船舶相向安全驶过。这是国内首次实现LNG船舶与其他船舶正常双向进出港会遇,标志着广州在落实《广州南沙深化面向世界的粤港澳全面合作总体方案》(简称《南沙方案》)、建设国际航行船舶保税燃料加注中心进程中迈出关键一步。

On May 2, the LNG bunker vessel "Marine Petroleum 301" safely passed in opposite directions with a large vessel in the southern section of the No. 42 buoy of the outbound shipping channel at Guangzhou Port. This marks the first instance in China where LNG vessels and other ships have successfully navigated normal bidirectional port entries and exits, representing a crucial step in Guangzhou's efforts to implement the "Overall Plan for Deepening Comprehensive Guangdong-Hong Kong-Macao Cooperation in Guangzhou Nansha" (referred to as the "Nansha Plan") and establish a bonded fuel bunkering center for international navigation vessels.


此举由广州海事局联合广州市港务局、广州港集团等单位协同推动,彻底打破以往LNG船舶“特殊管制、单向通行”的局限,实现加注作业“零管制、零候泊、零待时”,为广州港打造国际航运枢纽核心承载区注入强劲动能。

This initiative was jointly promoted by the Guangzhou Maritime Safety Administration, the Guangzhou Port Administration, and the Guangzhou Port Group, among others. It completely broke the previous limitations of "special control and one-way passage" for LNG vessels, achieving "zero control, zero waiting berth, and zero waiting time" for refueling operations. This has injected strong momentum into the construction of Guangzhou Port as a core area for international shipping hubs.


LNG作为低碳清洁燃料,是航运业落实国际海事组织限硫令、实现“双碳”目标的重要选择。长期以来,由于LNG船舶载运危险品的特殊性,国际航运规则与惯例对其通航限制严格,我国港口普遍实施专属交通管制、单向通航及提前申报航行计划等措施,严禁与其他船舶随意会遇,一定程度上降低了LNG船舶进出港效率。船舶周转慢、加注成本高,成为制约国际LNG加注业务发展的瓶颈。

LNG, as a low-carbon and clean fuel, is an important choice for the shipping industry to comply with the international maritime organization's sulfur limit regulations and achieve the "dual carbon" goals. For a long time, due to the special nature of LNG vessels transporting dangerous goods, international shipping rules and practices have imposed strict restrictions on their navigation. In China, ports generally implement exclusive traffic control, one-way navigation, and advance declaration of navigation plans, strictly prohibiting the accidental meeting with other vessels, which to some extent has reduced the efficiency of LNG vessels' entry and exit from ports. The slow vessel turnover and high refueling costs have become the bottleneck restricting the development of international LNG refueling business.


为落实《南沙方案》关于“提升国际航运服务能级,发展保税燃料加注等高端航运服务业”的部署要求,广州海事局牵头组建专项工作组,联合广州市港务局、广州港集团、加注企业等多方力量,历时数月,深入研究国际航运规则与惯例,开展技术论证、风险评估、方案推演,结合广州港航道等级不断提升的现实,优化通航组织方案,创新安全监管模式,最终突破传统限制,推动实现LNG船舶与大型船舶正常双向会遇通航。

In order to implement the deployment requirements of the "Nansha Plan" regarding "enhancing the international shipping service level and developing high-end shipping services such as保税燃料加注", the Guangzhou Maritime Safety Administration led the establishment of a special working group, jointly with the Guangzhou Port Administration, Guangzhou Port Group, and fueling enterprises, etc., and spent several months conducting in-depth research on international shipping rules and practices, carrying out technical demonstrations, risk assessments, and scenario simulations. Taking into account the continuous improvement of the navigation channel grade of Guangzhou Port, they optimized the navigation organization plan and innovated the safety supervision model. Eventually, they broke through traditional limitations and successfully promoted the normal two-way meeting and navigation of LNG vessels and large vessels.


在海事、边检等部门的服务保障下,广州港此前已成功实现锚地LNG加注、码头LNG“船对船”加注,此次双向会遇进出港加注的落地,标志着广州港LNG加注“锚地+码头+航道”全链条正式盘活贯通,构建起全模式、全时段、高效率的LNG加注服务体系。

With the support of departments such as maritime affairs and border inspection, Guangzhou Port has previously successfully achieved LNG refueling at the anchorage and "ship-to-ship" LNG refueling at the wharf. The implementation of this two-way meeting and entry/exit port refueling marks the full activation and connection of the "anchorage + wharf + waterway" LNG refueling chain at Guangzhou Port, and has established a full-mode, all-time, and high-efficiency LNG refueling service system.


效率提升带来成本显著下降。据测算,LNG船舶双向会遇通航后,单船单航次可节约加注待泊时间2天,降低运营成本约61万元;按国际加注业务量预测,单船全年可为加注企业节省成本近3000万元。随着全链条降本增效优势持续释放,预计将吸引更多具备LNG加注资质的企业集聚发展,全年可增加船舶靠港作业千余艘次。

The improvement in efficiency has led to a significant reduction in costs. According to calculations, after the two-way navigation of LNG vessels becomes feasible, each vessel can save 2 days of refueling and berthing time per voyage, reducing operating costs by approximately 610,000 yuan. Based on the international refueling business volume forecast, each vessel can save nearly 30 million yuan in costs for the entire year for the refueling enterprises. With the continuous release of the advantages of full-chain cost reduction and efficiency improvement, it is expected that more enterprises with LNG refueling qualifications will gather and develop, and the number of ships docking for operations will increase by over 1,000 times throughout the year.
