总体要求：聚焦违法违规作业、隐患整改流于形式、安全责任层层悬空、事故教训汲取不深、现场管理失管失控等突出顽疾。

Overall requirement: Focus on prominent and persistent problems such as illegal and non-compliant operations, superficial rectification of hazards, absence of safety responsibilities at all levels, insufficient absorption of accident lessons, and loss of control over on-site management.

第一阶段:企业自查(8月13日一8月22日)

Phase 1: Self-inspection by the enterprise (August 13th - August 22nd)

全区洗选煤企业即日起全面停产，并同步开展自查自纠工作。各企业须针对排查出的问题建立专项整改台账，明确整改措施、完成时限及具体责任人。自查期间，企业仅允许销售库存煤，不得进煤。

All coal washing enterprises in the region have been ordered to completely cease operations from now on, and at the same time, they are required to carry out self-examination and self-correction work. Each enterprise must establish a special rectification ledger for the identified problems, clearly defining the rectification measures, completion deadlines, and specific responsible persons. During the self-examination period, enterprises are only allowed to sell their inventory coal and are not allowed to receive any new coal.

第二阶段:区级大检查(8月23日一9月1日)

Phase Two: District-wide Inspection (August 23rd - September 1st)

第三阶段:验收评估(9月2日一9月12日)

Phase 3: Acceptance eva luation (September 2nd - September 12th)

对整改达标的企业，由检查组汇总上报区政府，经区级验收合格后，方可恢复生产经营;对整改未达标的企业，依法依规责令停产整顿。

For enterprises that have achieved compliance with the rectification requirements, the inspection team will summarize the information and report it to the district government. After the district-level inspection and verification is successful, the enterprises can resume their production and business operations. For those enterprises that fail to meet the rectification standards, they will be ordered to suspend production for rectification in accordance with the law and regulations.
