宝泰隆公告称，公司所属宝泰隆三矿收到七台河市新兴区人民政府下发的《新兴区人民政府关于准予宝泰隆新材料股份有限公司三矿复产的通知》，经新兴区地方煤矿复产验收领导小组组织验收，认定宝泰隆三矿符合复产条件，现准予复产。

Baoteliang announced that its subsidiary Baoteliang Sanmin Mine received the "Notice from the Xinxing District People's Government of Heihe City Approving the Resumption of Production at Baoteliang New Materials Co., Ltd.'s Sanmin Mine" issued by the Xinxing District Local Coal Mine Resumption Acceptance Leading Group. After the Xinxing District Local Coal Mine Resumption Acceptance Leading Group conducted the acceptance inspection, it was determined that Baoteliang Sanmin Mine met the conditions for resumption of production, and it is now permitted to resume production.

公司表示，宝泰隆三矿转为正式生产矿井后，将增加公司原煤自供能力，降低原材料成本，进一步提升公司的生产能力，有望提高公司未来盈利水平，对公司可持续性发展和经营业绩将带来积极影响。

The company stated that after Baoteliang No.3 Mine was transformed into a formal production mine, it would enhance the company's self-supply capacity of raw coal, reduce raw material costs, further increase the company's production capacity, and is expected to improve the company's future profit level, bringing positive impacts on the company's sustainable development and operating performance.

宝泰隆三矿于2020年10月‌取得黑龙江省自然资源厅下发的采矿许可证，有效期10年(2020.10.29-2030.10.28)。随后黑龙江省发改委确认该项目30万吨/年产能置换方案合规。2021年4月宝泰隆三矿获黑龙江省发改委项目核准批复，正式拿到项目建设许可。

Baotelang No.3 Mine obtained the mining license issued by the Heilongjiang Provincial Department of Natural Resources in October 2020, with a validity period of 10 years (from October 29, 2020 to October 28, 2030). Subsequently, the Heilongjiang Provincial Development and Reform Commission confirmed that the 300,000 tons/year capacity replacement plan of this project was compliant. In April 2021, Baotelang No.3 Mine received the project approval reply from the Heilongjiang Provincial Development and Reform Commission, and officially obtained the construction permit for the project.

2022年，该项目被纳入宝泰隆非公开发行募集资金投资计划，正式启动资金投入建设。2024年9月，获七台河市新兴区政府复工批复，完成复工验收后全面恢复施工。同时，项目重新报批的环境影响评价文件进入公示环节，后续顺利通过环保审批。

In 2022, this project was included in Baotelang's non-public offering fundraising investment plan and the construction was officially initiated with the injection of funds. In September 2024, it received the resumption approval from the Xinxing District Government of Jituhe City, and after completing the resumption acceptance, the construction was fully resumed. Meanwhile, the environmental impact assessment document for the project's re-application entered the public announcement stage, and it successfully passed the environmental protection approval subsequently.

2026年6月，七台河市生态环境局仅用5个工作日完成该项目排污许可证核发，扫清试运转前置障碍。同月进入联合试运转，期限为2026年6月4日至2026年12月3日。

In June 2026, the Environmental Protection Bureau of Qitaihe City completed the issuance of the discharge permit for this project within just 5 working days, removing the preconditions for the trial operation. In the same month, the joint trial operation began, with the duration from June 4, 2026 to December 3, 2026.

宝泰隆三矿建设规模为30万吨/年，矿井开采的煤种以贫煤、无烟煤为主，主要为宝泰隆自身的稳定轻烃项目供应原料煤，补齐公司原煤自给能力短板。

The construction scale of Baoteliang No.3 Mine is 300,000 tons per year. The coal types mined in the mine are mainly lean coal and anthracite. It mainly supplies raw coal for Baoteliang's stable light hydrocarbon project, filling the gap in the company's self-supply capacity of raw coal.

As of now, Baotelang Group has four production mines under its umbrella: Baotelang No.1 Mine, Baotelang No.5 Mine, Baozhong Coal Mine, and Baotelang No.3 Mine. In addition, there is a joint trial operation mine at Da Yan Coal Mine, with a total annual production capacity of 2.1 million tons.

另据2025年年报披露，宝泰隆二矿正在建设中，东辉煤矿正在进行开工建设前的准备工作。

According to the 2025 annual report, Baotelang No.2 Mine is under construction, and Donghui Coal Mine is currently making preparations before commencing construction.

最新发布的经营数据公告显示，今年上半年，宝泰隆原煤产量49.14万吨，同比下降12.21%;精煤产量5.27万吨，同比下降42.88%;沫煤产量4.10万吨，同比下降58.96%。宝泰隆在半年报中表示，上半年受煤炭市场影响，价格和产量同比下降。

The latest operating data announcement shows that in the first half of this year, Baotelang's raw coal production was 491,400 tons, a decrease of 12.21% compared to the same period last year; the production of refined coal was 52,700 tons, a decrease of 42.88% compared to the same period last year; the production of slime coal was 41,000 tons, a decrease of 58.96% compared to the same period last year. In its semi-annual report, Baotelang stated that in the first half of the year, due to the impact of the coal market, both the price and production volume decreased compared to the same period last year.
