证件到期+罚款停产!山西三个知名大矿遭"双重封杀"!7月28号晚上，山西焦煤集团发了一则公告。西曲矿、镇城底矿、马兰矿，三座矿井因采矿许可证和安全生产许可证到期，同时停产。

Expired certificates + fines lead to production suspension! Three well-known major mines in Shanxi have been subject to "double bans"! On the evening of July 28th, Shanxi Coking Coal Group issued a notice. The Xiqu Mine, Zhenciyi Mine, and Malan Mine have all suspended production due to the expiration of their mining licenses and safety production licenses.

三个矿加起来年核定产能820万吨，占公司总产能的17.23%。公司说正在全力办理证照延期，证办完就复产。

The combined annual approved production capacity of the three mines is 8.2 million tons, accounting for 17.23% of the company's total production capacity. The company stated that it is fully engaged in processing the extension of licenses and permits, and will resume production once the procedures are completed.

更戏剧性的是镇城底矿。7月22号，这家矿刚被太原市应急管理局罚了77.5万元，原因是瓦斯巡检不到位、违规使用起吊设备，被责令停产整顿，安全生产许可证也被暂扣。结果整顿还没完，采矿证又到期了——等于"行政停产"叠加上"证照停产"，双重封杀。同日，西铭矿被罚86.5万，屯兰煤矿被罚77万，三个矿一天之内罚了241万。

What's even more dramatic is the bottom mine in the town. On July 22nd, this mine was fined 775,000 yuan by the Taiyuan Emergency Management Bureau for inadequate gas inspection and the illegal use of lifting equipment. It was ordered to suspend production for rectification and its safety production license was temporarily withheld. But before the rectification was completed, the mining license of this mine expired - it was equivalent to "administrative suspension" combined with "license and certificate suspension", resulting in a double blockade. On the same day, Ximing Mine was fined 865,000 yuan, Tunlan Coal Mine was fined 770,000 yuan, and these three mines were fined a total of 2.41 million yuan in one day.

我跟一个在山西做煤矿设备的朋友通电话，他说：这事并不算意外。全省现在57处煤矿在停产，长治23处最多，太原11处，晋中10处。

I talked on the phone with a friend who works in the coal mining equipment industry in Shanxi. He said: This is not really a surprise. Currently, there are 57 coal mines in the province that have suspended operations. Among them, Changzhi has the most with 23, Taiyuan has 11, and Jinzhong has 10.

这背后的数字更扎眼：6月山西原煤产量7801万吨，同比暴跌31.5%，环比少了2441万吨，是2019年以来的最低水平。上半年累计产量61673万吨，同比下降5.5%。山西一个省的产量下滑，直接把全国原煤产量拖进负增长——6月全国原煤产量同比降9.7%。

The underlying figures are even more striking: In June, Shanxi's coal output was 78.01 million tons, a staggering 31.5% drop compared to the previous year, and 24.41 million tons less than the previous month. This was the lowest level since 2019. The cumulative output for the first half of the year was 616.73 million tons, a 5.5% decline compared to the same period last year. The decline in output in Shanxi Province directly pushed the national coal output into negative growth - in June, the national coal output dropped by 9.7% year-on-year.

山西焦煤集团在公告里说"正在积极办理证照延期手续"。但问题是，全省57处停产矿，不是一家两家的事。7月25号省里开会说要"一矿一策"推进复产，可从实际情况看，有些矿井复产之后又再次停产。

Shanxi Coking Coal Group stated in the announcement that "we are actively handling the procedures for extending the licenses and certificates." However, the problem is that there are 57 suspended mines across the province, and it's not just the responsibility of a few companies. On July 25th, the provincial government held a meeting and said that they would "adopt a strategy for each mine" to promote resumption of production. But from the actual situation, some mines resumed production only to go back into suspension again.

煤炭宝的判断是：山西这波产能收缩，短期内很难快速修复。安监高压叠加证照问题，复产节奏注定不会快，矿安77号文件落地：谁出钱谁拍板谁扛责对煤炭行业杀伤力极大。这对全国煤炭供给的影响，还会持续发酵。
