中国石油网消息：9月10日，中非能源合作重点项目——乌干达翠鸟油田地面工程顺利通过机械完工验收。这标志着乌干达首个商业油田核心工程全面建成，正式进入投产准备阶段。该项目投产后，高峰原油产量预计将达4万桶/日，助力乌干达正式迈入产油国行列。

China Oil News: On September 10th, the ground engineering of the Turaco Oilfield, a key project of China-Africa energy cooperation, successfully passed the mechanical completion acceptance. This marks the completion of the core project of Uganda's first commercial oilfield and its official entry into the production preparation stage. After the project goes into production, the peak crude oil output is expected to reach 40,000 barrels per day, helping Uganda officially enter the ranks of oil-producing countries.

翠鸟油田位于乌干达西部艾伯特盆地。核心地面工程由工程建设有限公司（CPECC）与联合体伙伴共同承建，包括年处理能力200万吨的中央处理厂（CPF）、4座丛式井场、取水站、站间管线及千人营地等核心配套设施。

The Turquoise Oilfield is located in the Albert Basin in the western part of Uganda. The core ground engineering was jointly constructed by the Engineering Construction Company Limited (CPECC) and its consortium partners, including a central processing plant (CPF) with an annual processing capacity of 2 million tons, four cluster well sites, water intake stations, inter-station pipelines, and a thousand-person camp, among other core supporting facilities.

项目地处东非大裂谷艾伯特湖畔，地表覆盖大面积柔软土层，施工难度堪比在“海绵”上建工厂。面对特殊地质、长距离海陆联运、雨季施工等多重挑战，项目部依托专业工程技术与全球资源统筹能力，创新采用“国内工厂化深度预制+现场车间预制”模式，成功攻克软土大规模换填、大型设备安装等难题；自主研发跨公司、跨时区智能化管理平台，累计铺设管线83公里、电缆超过700公里，安装设备300余台（套），安全跨境运输物资4.3万吨。在湖中取水管线施工中，面对浪大流急、浮筒脱落等险情，技术团队利用自制浮箱型驳船，成功敷设193米水下管线，填补了大型湖泊复杂水下施工的经验空白。

The project is located on the shores of Lake Albert in the Great Rift Valley of East Africa. The surface is covered with a large area of soft soil, making the construction extremely challenging, comparable to building a factory on a "sponge". Facing multiple challenges such as special geology, long-distance sea-land transportation, and rainy season construction, the project team relied on professional engineering technology and global resource coordination capabilities, innovatively adopting the "domestic factory deep prefabrication + on-site workshop prefabrication" model, successfully overcoming problems such as large-scale replacement of soft soil and installation of large equipment; independently developed an intelligent management platform across companies and time zones, with a cumulative total of 83 kilometers of pipelines laid, over 700 kilometers of cables installed, and more than 300 sets of equipment installed. In the construction of the water pipeline in the lake, in the face of dangerous situations such as strong waves and floating cylinder detachment, the technical team used a self-made floating box-type barge, successfully laying 193 meters of underwater pipeline, filling the experience gap in complex underwater construction of large lakes.

建设过程中，项目部践行绿色发展理念，打造“中非能源合作绿色名片”。中央处理厂伴生气全回收，用于发电和液化石油气生产；处理合格的采出水100%回注地层，实现了废气与生产污水“零排放”；通过对高噪声设备进行降噪减震处理、在营地规模化植树等举措，多次高标准通过环保审计。

During the construction process, the project team implemented the concept of green development and created a "green brand for China-Africa energy cooperation". The associated gas from the central processing plant is fully recycled and used for power generation and the production of liquefied petroleum gas; 100% of the qualified produced water is reinjected into the formation, achieving "zero emissions" of waste gas and production wastewater; through measures such as noise reduction and vibration reduction for high-noise equipment, and large-scale tree planting in the camp, they have passed environmental protection audits multiple times at high standards.

项目部深入推进海外本土化战略，践行“总包管理到班组”，赋能本地分包商，累计为当地创造就业岗位超1500个；与京博哥大学、麦克雷雷大学等高校深化校企合作，实现了“零伤害、零污染、零事故、零社会安全责任事件”的HSE目标。

The project department has vigorously implemented the overseas localization strategy, adhering to the principle of "project management down to the team level", empowering local subcontractors, and creating over 1,500 job opportunities for the local community. It has also deepened cooperation with universities such as Jingbo College and McCray College, achieving the HSE goals of "zero injuries, zero pollution, zero accidents, and zero social safety liability incidents".
