从国家管网集团获悉，8月13日，国家石油天然气基础设施重点项目——连云港至仪征原油管道工程连云港至淮安段(以下简称“连仪管道连淮段”)成功投产。作为我国“十五五”开局投产的首条千万吨级原油管道，其对优化我国中东部地区供能结构、完善油气“全国一张网”布局具有重要意义。

It has been learned from the National Pipeline Group that on August 13th, the Lianyungang to Yizheng crude oil pipeline project, a key national petroleum and natural gas infrastructure project, successfully went into operation. The Lianyungang to Huai'an section of this pipeline (hereinafter referred to as the "Lianyuan Pipeline Lianhuai Section") is the first million-ton crude oil pipeline to be put into operation in the early stage of the "14th Five-Year Plan" in China. It is of great significance for optimizing the energy supply structure in the central and eastern regions of China and improving the "national network" layout of oil and gas.

连仪管道连淮段于2024年10月开工建设，今年6月实现全线贯通。管道起自连云港市徐圩新区首站，终至淮安市淮阴区日仪管道淮安输油站，全长143.8公里，设计年输油量1850万吨。该段管道与已投运的日仪管道连通，可将原油最终输送至我国东部核心原油枢纽——仪征站。

The Lianyi Pipeline's Lianhuai section began construction in October 2024 and was fully completed in June this year. The pipeline starts from the first station in Xupu New District, Lianyungang City, and ends at the Huaiyin District Yiji Pipeline Oil Transportation Station in Huai'an City. It is 143.8 kilometers long and is designed to transport 185 million tons of oil per year. This section of the pipeline is connected with the already operational Yiji Pipeline, enabling the final transportation of crude oil to the core crude oil hub in eastern China - Yizheng Station.

“连仪管道连淮段投产后，日最高输油量可达7万吨，将有效提升长江沿线用户多通道资源保障能力，对我国长三角区域油气管网布局优化、进口原油资源统一调配等具有重要意义。”国家管网集团东部原油储运有限公司生产部经理郁振华表示。

After the completion of the Lianyi Pipeline's Lianhu section, the daily maximum oil transportation capacity can reach 70,000 tons. This will significantly enhance the multi-channel resource guarantee capabilities for users along the Yangtze River, and is of great significance for optimizing the oil pipeline layout in the Yangtze River Delta region and for the unified allocation of imported crude oil resources in China. This was stated by Yu Zhenhua, the production department manager of the Eastern Crude Oil Storage and Transportation Company of the National Pipeline Group.

该段管道途经连云港东南部及淮安东北部平原，沿线河道、沟渠、水田、鱼塘等水网密布，水网线路138公里，占比超95%。管道穿越大中型河流9条、铁路公路14处，穿越小型河流439处。

This pipeline passes through the southeastern part of Lianyungang and the northeastern part of Huai'an plains. Along the route, there are numerous water networks including rivers, ditches, paddy fields and fish ponds, with a total length of 138 kilometers, accounting for over 95%. The pipeline crosses 9 major rivers, 14 railway and road sections, and 439 small rivers.

“为最大限度减少对地表生态、水系环境的影响，项目全线优先采用定向钻方式穿越水体，累计实施69条定向钻作业，穿越总里程达47.68公里。”国家管网集团建设项目管理公司江苏项目分部经理文运明介绍。

"To minimize the impact on the surface ecology and water system environment, the entire project prioritized the use of directional drilling to cross water bodies. A total of 69 directional drilling operations were carried out, covering a total distance of 47.68 kilometers." Wen Yunming, the manager of the Jiangsu project division of the National Pipeline Group's Project Management Company, explained.

近日，国家发展改革委、国家能源局印发的《新型能源体系建设“十五五”规划》明确，我国将持续完善油气“全国一张网”，加强干线管道及互联互通工程建设，2030年天然气管网一次管输能力达到5000亿立方米/年，全国油气管网总里程新增2万公里。

Recently, the "15th Five-Year Plan for the Construction of New Energy Systems" issued by the National Development and Reform Commission and the National Energy Administration clearly states that China will continue to improve the "national unified pipeline network" for oil and gas, strengthen the construction of trunk pipelines and interconnection projects, and by 2030, the primary pipeline transportation capacity of the natural gas network will reach 500 billion cubic meters per year, and the total mileage of the national oil and gas pipeline network will increase by 20,000 kilometers.

了解到，针对我国原油进口规模大、沿海接卸集中的特点，未来5年，国家管网集团将围绕炼化基地与港口布局、海陆外运和内陆输送，优化完善原油管道布局和流向，加强与沿海港口相连的原油管网互联互通，保障资源进口到炼油炼化企业通道畅通和稳定运行，全面增强区域间应急互济能力和统筹调配能力。

It is understood that, given the large scale of China's crude oil imports and the concentrated loading and unloading at coastal ports, in the next five years, the National Pipeline Group will focus on the layout of refining and petrochemical bases and ports, as well as sea and land transportation and inland delivery. It will optimize and improve the layout and flow direction of crude oil pipelines, strengthen the interconnection of crude oil pipelines connected with coastal ports, ensure the smooth and stable operation of the channels for resource imports to refining and petrochemical enterprises, and comprehensively enhance the emergency mutual assistance capabilities and overall coordination and allocation capabilities among regions.
