美国《政治报》2日以知情外交官为消息源报道，欧盟不大可能彻底“封杀”俄罗斯石油，但可能在限价方面“动脑筋”。

The US "Politico" newspaper reported on the 2nd, citing an informed diplomat as its source, that the EU is unlikely to completely "ban" Russian oil, but might "think hard" about setting price limits.

If the price is adjusted according to the current market conditions, the price ceiling set by the EU for Russian oil will rise to at least $65.

Reuters and Bloomberg News reported that the European Commission proposed at a meeting held last weekend that the dynamic price cap mechanism be temporarily suspended and that the price cap for Russian oil be fixed at the current level. Other options under consideration also include: regardless of how high the international crude oil prices rise in the future, the price cap for Russian oil should not exceed $60 per barrel.

欧盟、七国集团和澳大利亚2022年开始实施针对俄罗斯石油的限价制裁措施。如果俄罗斯向第三方国家的售价高于上限水平，采取限价措施的国家将不再提供贸易、保险、金融和运输等方面服务，而西方企业恰恰控制全球大部分海上贸易保险等相关业务。大约三成俄罗斯海运石油受到限价令影响。

In 2022, the European Union, the Group of Seven (G7), and Australia began implementing price cap sanctions on Russian oil. If the selling price of Russian oil to a third country exceeds the upper limit, the countries implementing the price cap measures will no longer provide services such as trade, insurance, finance, and transportation. And Western enterprises precisely control most of the global maritime trade insurance and related businesses. Approximately 30% of Russian maritime oil is affected by the price cap measures.

对于上述制裁措施，俄方此前回应说，将不会向实施限价的国家供应石油和石油产品，限制从俄进口石油和对俄石油设置价格上限只能导致油价飙升。

Regarding the aforementioned sanctions, the Russian side previously responded that they would not supply oil and petroleum products to the countries implementing price caps. Imposing restrictions on oil imports from Russia and setting price ceilings on Russian oil would only lead to a sharp increase in oil prices.
