近日，在中国人民银行昌吉回族自治州分行指导推动下，工商银行昌吉州分行为某公司20亿立方米/年煤制天然气项目投放9.47亿元转型贷款。该笔贷款为新疆首单符合标准的煤化工领域转型金融项目，标志着转型金融在昌吉州煤化工行业精准赋能、标准落地方面取得标志性突破。

Recently, under the guidance and promotion of the People's Bank of China's Changji Uyghur Autonomous Prefecture Branch, the Industrial and Commercial Bank of China's Changji Branch provided 947 million yuan of transformation loans for a company's 200 million cubic meters per year coal-to-gasification project. This loan is the first in Xinjiang that meets the standards for transformation finance in the coal chemical industry, marking a landmark breakthrough in the precise empowerment and standard implementation of transformation finance in the coal chemical industry in Changji Prefecture.

据悉，该煤制天然气项目严格遵循现代煤化工高端化、多元化、低碳化发展方向，采用国内领先的大型先进煤气化、半废锅流程气化、高效合成气制备与净化等技术，符合《转型金融支持经济活动实施指南(煤化工行业)》(T/XJJRXH 001-2026新疆金融学会团体标准)中有关技术路径。项目建成后，单位产品能耗将优于现行行业标杆水平，短期内可显著提升能效、降低碳排放。

It is known that this coal-to-gasification natural gas project strictly follows the development directions of modern coal chemical industry towards high-end, diversification and low-carbonization. It adopts advanced domestic technologies such as large-scale advanced gasification, semi-boiler process gasification, efficient synthesis gas preparation and purification, etc., which comply with the relevant technical paths stipulated in the "Implementation Guidelines for Transformation Finance to Support Economic Activities (Coal Chemical Industry)" (T/XJJRXH 001-2026, Group Standard of Xinjiang Finance Society). After the project is completed, the energy consumption per unit product will be better than the current industry benchmark level, and it can significantly improve energy efficiency and reduce carbon emissions in the short term.

为保障项目高效落地，中国人民银行昌吉回族自治州分行全程靠前指导。一方面，辅导企业制定全周期转型方案，精准对接企业转型规划与融资需求。另一方面，引入专业机构，开展技术路线的符合性分析，确保项目转型效果可量化、可核查、可预期。

To ensure the smooth implementation of the project, the People's Bank of China's Changji Uyghur Autonomous Prefecture Branch provided continuous and proactive guidance throughout the process. On one hand, they assisted enterprises in formulating comprehensive transformation plans, accurately aligning the transformation plans with the financing needs of the enterprises. On the other hand, they introduced professional institutions to conduct compliance analyses of the technical routes, ensuring that the transformation effects of the project could be quantified, verified, and anticipated.

该笔贷款的投放，不仅为新疆煤化工行业绿色低碳转型提供了可复制、可推广的金融实践样本，更拓宽了金融服务实体经济绿色转型的覆盖面，有效提升了区域金融体系气候风险管理能力，为完善绿色金融与转型金融融合发展体系、服务国家“双碳”目标注入强劲动力。

The disbursement of this loan not only provided a replicable and scalable financial practice model for the green and low-carbon transformation of the coal chemical industry in Xinjiang, but also expanded the coverage of financial services for the green transformation of the real economy, effectively enhancing the climate risk management capabilities of the regional financial system, and injecting strong impetus into the improvement of the integrated development system of green finance and transformation finance and the service of the country's "carbon neutrality" goals.
