全国 国务院总理李强日前签署国务院令，公布《中华人民共和国矿产资源法实施条例》，自2026年6月15日起施行。《条例》共8章79条，旨在保障修订后的矿产资源法有效实施，促进矿产资源合理开发利用，加强矿产资源和生态环境保护，推动矿业高质量发展，保障矿产资源安全。

国家发改委22日举行5月份新闻发布会。国家发改委政策研究室副主任、新闻发言人李超表示，针对今夏需求增长和极端天气可能多发频发的形势，我们将充分发挥煤电油气运保障工作部际协调机制作用，会同有关方面扎实做好能源电力保供各项准备工作。一是大力推进电源建设投产，1-4月，全国新增发电装机容量约1亿千瓦。二是加强电煤储备和水电蓄能，截至4月底，全国统调电厂存煤达到2亿吨左右、可用天数超过30天；水电蓄能超过800亿千瓦时，处于历史较好水平。三是推动电力、电煤中长期合同高比例签约和有效履约，夯实能源中长期合同保供稳价“压舱石”作用。四是做好跨省跨区电力互济工作，必要时将做好应急调度，通过全国统一电力市场加强供需调节，提升全国整体保供能力。五是扎实做好应急预案，针对部分供需平衡偏紧的省份，“一省一策”制定应急预案。

In the first four months, the national newly added power generation capacity was approximately 100 million kilowatts. Second, we will strengthen coal reserves for electricity and hydropower storage. As of the end of April, the national grid-connected power plants' coal reserves reached about 200 million tons, with a usable duration of over 30 days; hydropower storage exceeded 80 billion kilowatt-hours, at a historically favorable level. Third, we will promote the signing of high proportions of long-term contracts for electricity and coal, and ensure their effective fulfillment, to consolidate the role of energy long-term contracts as a "ballast stone" for ensuring supply and stabilizing prices. Fourth, we will do a good job in cross-provincial and cross-regional power mutual assistance. In necessary cases, we will carry out emergency dispatching and strengthen supply-demand regulation through the unified national electricity market to enhance the overall supply capacity across the country. Fifth, we will do a solid job in emergency plans. For some provinces with relatively tight supply and demand balance, we will formulate emergency plans on a "one-province-one-plan" basis.

国家统计局18日发布数据显示，4月份，全国规上工业原煤产量3.9亿吨，同比下降1.0%，3月份为同比持平；日均产量1285万吨。1-4月份，全国规上工业原煤产量15.8亿吨，同比下降0.1%。

海关总署最新数据显示，4月份，中国进口动力煤（非炼焦煤）2178.28万吨，同比下降24.71%，环比下降18.22%。1-4月份，中国累计进口动力煤10581.36万吨，同比下降9.06%。4月份，中国进口炼焦煤1130.0万吨，同比增长27.1%，环比下降9.0%。1-4月份，中国累计进口炼焦煤4355.1万吨，同比增长19.9%。

The latest data from the General Administration of Customs shows that in April, China imported 217.828 million tons of thermal coal (non-coal for coal mining), a year-on-year decrease of 24.71% and a month-on-month decrease of 18.22%. From January to April, China cumulatively imported 105.8136 million tons of thermal coal, a year-on-year decrease of 9.06%. In April, China imported 11.3 million tons of coking coal, a year-on-year increase of 27.1% and a month-on-month decrease of 9.0%. From January to April, China cumulatively imported 43.551 million tons of coking coal, a year-on-year increase of 19.9%.

近日，工业和信息化部公布2025年先进计算赋能新质生产力典型应用案例名单，确定59个先进计算赋能新质生产力典型应用案例，要求各地结合本地区实际，在技术创新、应用落地、政府服务等方面对入选案例加大支持力度，推动优秀成果规模化应用。其中，煤炭行业1个案例入选，为福建省推荐的、易控智驾科技股份有限公司申报的露天矿无人驾驶运输智能机器人案例。

近日，自然资源部官网发布《2025年全国非油气地质勘查统计年报》（以下简称《年报》）。《年报》显示，2025年煤炭勘查总投入19.55亿元，同比增长47.4%；新发现煤炭矿产地9处。

山西 近日，山西省人民政府印发《山西省国民经济和社会发展第十五个五年规划纲要》，提出要推动能源转型，建设能源强省。《纲要》提出，保障国家煤炭供应安全。坚持产能优化、智能开采、绿色开发主攻方向，一体建设煤炭产供储销体系。依托动力煤、炼焦煤、无烟煤三大优势煤种，优化煤炭产业布局，进一步提高煤矿单井规模和产业集中度，到2030年煤炭产量根据国家保供需要保持在合理水平。

Shanxi Province Recently, the People's Government of Shanxi Province issued the "15th Five-Year Plan Outline for the National Economic and Social Development of Shanxi Province", proposing to promote energy transformation and build an energy-strong province. The outline states that it is necessary to ensure the security of national coal supply. 云南 5月20日，云南省发展和改革委员会 云南省能源局发布《云南省推进“人工智能+”能源高质量发展实施方案(2026—2030年)》。方案提出，力争到2030年，形成面向全能源品种智能调度集群，建成覆盖能源产供储销智能体体系。“人工智能+能源”产业融合发展对能源行业提质增效作用充分显现。针对云南煤炭资源赋存条件复杂的特点，推动人工智能与煤炭勘探、开采、洗选、储运全链条深度融合。

铁路 从国家铁路局获悉，今年前4个月，全国铁路累计完成货运发送量17.27亿吨，同比增长2.8%；完成货物周转量12274.27亿吨公里，同比增长5.4%。分品类运输情况看，前4个月，全国铁路累计发送煤炭9.2亿吨、集装箱3.49亿吨、化肥及农药2115万吨，同比分别增长3.4%、9.1%、14.6%，重点物资运输保障有力。
