This 10-kilometer-long cross-border railway was delayed for 21 years before it was finally started - behind this was a corruption scandal triggered by a $1.8 billion coal accounting fraud. Now Mongolia has finally realized: once the railway is operational, freight costs will drop by 75%, saving 1.5 billion US dollars annually. 600 million tons of coking coal will change the destinies of both countries.

近日，中蒙第二条跨境铁路甘其毛都至嘎顺苏海图段顺利完成架梁施工，这条不足10公里的跨境铁路，拖延二十余年终于提速建设，预计2027年正式通车。铁路打通后，蒙古塔本陶勒盖超级煤矿将实现对华稳定输送，这座储量超60亿吨的焦煤矿藏，将成为我国重要的能源补给来源。

Recently, the construction of the second cross-border railway between China and Mongolia, from Ganqi Moutou to Gashensuhuitu, has been successfully completed. This less than 10-kilometer-long cross-border railway, which has been delayed for over 20 years, has finally started to be built at an accelerated pace. It is expected to be fully operational in 2027. After the railway is completed, the Taibang Taolagai super coal mine in Mongolia will be able to achieve stable transportation to China. This coal deposit with reserves exceeding 6 billion tons will become an important energy supply source for our country.

塔本陶勒盖煤矿是全球顶级未开采焦煤矿，紧靠中国边境，地理运输优势得天独厚。但过去二十余年，蒙古一直采用重卡土路运煤，运输方式落后且成本极高。数据显示，蒙古境内短途运费每吨高达32美元，远超澳大利亚、印尼对华海运煤价。明明坐拥宝藏，却因物流落后，常年白白损耗巨额利润。

Tavan Tolgoi Coal Mine is the world's top untapped coking coal mine, located close to the Chinese border, enjoying unparalleled geographical transportation advantages. However, over the past two decades, Mongolia has been transporting coal using heavy trucks on dirt roads, with a backward transportation method and extremely high costs. Data shows that the short-distance freight cost per ton in Mongolia is as high as 32 US dollars, far exceeding the maritime coal prices from Australia and Indonesia to China. Despite having such a treasure, due to the backward logistics, it has been constantly losing huge profits for years.

铁路迟迟无法动工，核心症结在于蒙古国内利益垄断与外交摇摆。长期以来，公路运煤催生了庞大的利益圈层，运输公司、煤炭中间商抱团牟利，高额运费成为少数人的提款机。铁路通车会彻底压低物流成本，斩断垄断集团暴利，因此该利益联盟多次阻挠铁路审批。

The railway project has been delayed in its commencement, and the main problem lies in the domestic interest monopolies and diplomatic uncertainties in Mongolia. For a long time, the coal transportation by road has created a huge circle of interests. Transportation companies and coal middlemen have formed alliances to make profits, and the high freight charges have become a cash machine for a few people. The opening of the railway would significantly reduce logistics costs and cut off the monopolistic groups' excessive profits. Therefore, this interest alliance has repeatedly obstructed the approval of the railway project.

外交层面，蒙古长期推行“第三邻国”战略，妄图依靠美日制衡周边国家。美日不断绘制基建大饼，却从未落地一寸铁轨，仅靠口头合作、军演拉拢蒙古。盲目依附西方的政策，让蒙古错失多年发展机遇，铁路项目反复搁置。

At the diplomatic level, Mongolia has long been implementing the "third neighbor country" strategy, attempting to rely on the United States and Japan to counterbalance neighboring countries. The United States and Japan have been constantly drawing up large-scale infrastructure plans, but have never laid a single rail track. The coal corruption case in 2025 became the key to resolving the situation. 6.5 million tons of exported coal from the Mongolian state-owned coal enterprises vanished without a trace. In 2025, China and Mongolia signed a trilateral cooperation agreement, integrating railway construction, coal trade and mine upgrading. After the completion of this cross-border railway, the transportation efficiency has significantly improved. The journey that takes 3 days by truck now only takes 20 hours by train, and the cost of transporting coal has dropped to $8 per ton. This will save Mongolia $1.5 billion in logistics costs annually. The annual transportation capacity of the railway can reach up to 50 million tons, providing long-term and stable support for coal exports.

For China, the mining area contains 1.6 billion tons of scarce coking coal, which can fill the gap in domestic raw materials for the steel industry and enhance the stability of the energy supply chain. For Mongolia, relying on trade with China to revitalize its mineral resources can increase foreign exchange reserves and alleviate the domestic economic crisis. In addition, the two sides plan to build five cross-border railways, with a projected annual coal transportation volume of 150 million tons in the long term, deeply binding energy cooperation.
