The petrochemical industry, as a key link in the oil and gas industry chain that connects the upper and lower levels, its stable operation and transformation and upgrading directly affect the construction process of the modern oil and gas industry system. Under such circumstances, Ningxia Petrochemical must base itself on its actual conditions and find its position and clarify its path in the modern oil and gas industry system.

建设形成现代油气产业体系，离不开以下几个方面的内容。第一，安全保供是现代油气产业体系的根本底色。《规划》专门提出要保持适度富余炼油和石化产能，这充分说明炼化装置不只是生产经营单元，更是国家能源保供的重要载体，在极端条件下可以灵活调整生产组织，保障区域油品、化肥等关键物资稳定供给，筑牢产业链供应链韧性底座。第二，现代油气产业体系不再是简单的规模扩张，核心是存量的提质增效。过去，行业发展更多的是追求产能体量。“十五五”时期则更加看重加工利用的“高端高质”，要立足现有装置挖潜，走“减油增化、减油增特”路径，把每一分原料“吃干榨净”，从分子层面挖掘价值空间。第三，现代油气产业体系是安全与低碳的辩证统一。保障能源安全是前提，绿色低碳是转型方向，不能脱离保供谈降碳，也不能固守旧模式忽视转型，必须在保障生产安稳长满优运行的基础上有序推进绿色低碳升级。第四，现代油气产业体系强调产业链协同联动。炼化企业不是孤立的存在。上游资源供给、中游管网输配、下游市场应用环环相扣。炼化企业要主动融入区域产业布局，实现与地方产业、新能源资源耦合发展。
