中国石油网消息：8月14日，云南石化首批3车共90吨催化油浆顺利进厂卸车，成功输送至中间罐区120储罐，标志着公司催化油浆接卸全流程正式贯通，配套卸车改造项目顺利投运。该项目落地后，有效补齐了公司高端石油焦生产原料缺口、拓宽了原料供应渠道，为企业优化产品结构、提质增效、夯实经营质效提供了有力支撑。

China Petroleum Network News: On August 14th, the first batch of 3 trucks carrying a total of 90 tons of catalytic oil slurry from Yunnan Petrochemical successfully arrived at the factory and were unloaded. They were successfully transported to the 120 storage tank in the intermediate tank area, marking the official completion of the company's full process of catalytic oil slurry receiving and unloading. The supporting unloading renovation project was successfully put into operation. After the project was implemented, it effectively filled the gap in the production raw materials for high-end petroleum coke of the company, expanded the raw material supply channels, and provided strong support for the enterprise to optimize product structure, improve efficiency, and enhance business quality and effectiveness.

Yunnan Petrochemical directly confronts the shortcomings in industrial upgrading. Considering the actual production conditions of the facilities, the self-produced catalytic oil slurry capacity is unable to meet the large-scale production requirements of high-grade petroleum coke, which has restricted the release of high value-added product capacity. To solve the problem of raw material supply, the Marketing and Transportation Department has coordinated with other units to establish a cross-enterprise collaborative supply guarantee mechanism, actively expanding stable external sources of catalytic oil slurry, and empowering the enterprise's efficiency upgrade through product structure optimization.

为适配外采油浆接卸条件、破解物料周转瓶颈，公司储运部启动油浆卸车专项改造项目。建设团队紧盯工期节点、压茬推进各项工作，高效完成立项、设计、采购、施工全流程工作，仅用时1个月便竣工投用，跑出了提质提速的“云南石化速度”。

To meet the requirements for receiving and discharging the externally purchased oil slurry and to break through the bottleneck in material circulation, the Storage and Transportation Department of the company initiated a special renovation project for oil slurry unloading. The construction team closely monitored the construction schedule and seamlessly advanced all tasks, efficiently completing the entire process of project approval, design, procurement, and construction. They completed the project and put it into operation in just one month, achieving the "Yunnan Petrochemical speed" of improving quality and increasing efficiency.

项目建设兼顾高效推进与降本提质。在前期筹备阶段，储运部提前对接设备厂商敲定供货方案，压缩物资采购周期，为施工建设争取充足时间。同时，部门践行精益管控理念，在严守施工标准和安全底线的前提下，有效压降建设成本，实现资源高效集约利用。

The project construction takes into account both efficient advancement and cost reduction as well as quality improvement. During the preparatory stage, the Storage and Transportation Department proactively communicated with equipment manufacturers to finalize the supply plan, shortening the procurement cycle of materials and securing sufficient time for the construction. At the same time, the department implemented the lean management concept, adhering to the construction standards and safety bottom lines while effectively reducing the construction costs and achieving efficient and intensive utilization of resources.

项目全程严守安全质量底线。储运部科学优化作业时序，实行错峰施工模式，将土建、设备安装等工序集中在白天开展，同时将油品装卸作业时间调整至18时至21时，有效规避交叉作业的安全风险。现场落实全员旁站监督制度，技术人员与班组员工全程在岗盯控，严把各环节质量安全关口，保障项目建设与安全生产同步有序推进。

The entire project strictly adhered to the safety and quality bottom line. The storage and transportation department scientifically optimized the operation sequence and implemented a staggered construction mode. They concentrated the construction of civil engineering and equipment installation during the day, while adjusting the oil loading and unloading operation time to 18:00 to 21:00, effectively avoiding the safety risks of cross-operation. On-site, the all-staff on-site supervision system was implemented. Technical personnel and team members were on duty throughout the process to closely monitor and strictly control each link of quality and safety, ensuring that the project construction and safety production were carried out synchronously and orderly.

多方协同联动为原料保供保驾护航。在常态化保供任务繁重的情况下，广西石化专项开展管线置换作业，打通油浆外送通道；昆仑物流优化运输方案，增配运力、实行单车双司机轮岗模式，保障物料安全准时送达。本次催化油浆接卸流程的顺利打通，是云南石化深耕提质增效、优化生产布局的重要举措，有效破解了高端石油焦生产原料受限的难题。

Multi-party collaboration and coordination have ensured the supply of raw materials. Under the circumstances where the regular supply tasks are extremely heavy, Guangxi Petrochemical has specially carried out pipeline replacement operations to open up the oil slurry transportation channel; Kunlun Logistics has optimized the transportation plan, increased transportation capacity, implemented the shift system of two drivers per vehicle, and ensured the safe and timely delivery of materials. The successful implementation of this catalytic oil slurry unloading process is an important measure taken by Yunnan Petrochemical to deepen quality improvement and efficiency enhancement, optimize production layout, and effectively solve the problem of restricted production raw materials for high-end petroleum coke.
