作为中国石油首家试行碳资产内部交易的油气田企业，塔里木油田大胆探索，对各油气生产单位历年碳排放水平进行核查，摸清“碳家底”。在此基础上，建立规范的内部碳交易机制，各单位根据自身减排需求与产能实际，自主协商碳资产交易数量。

As the first oil and gas field enterprise in China to pilot internal carbon asset trading, Tarim Oilfield has taken bold steps to verify the carbon emission levels of each oil and gas production unit over the years, and to clarify the "carbon inventory". Based on this, a standardized internal carbon trading mechanism has been established. Each unit independently negotiates the quantity of carbon assets trading according to its own emission reduction needs and actual production capacity.

碳市场交易绝非纸上推演，考核约束实打实落地。塔里木油田将碳排放核算结果直接纳入各单位年度成本效益考核体系，年末统一完成碳配额核算与清缴工作，指标完成情况直接与绩效考核深度挂钩。

Carbon market transactions are not just theoretical planning; the assessment and constraints are truly implemented. The Tarim Oilfield directly incorporates the carbon emission accounting results into the annual cost-benefit assessment system of each unit. At the end of the year, the carbon quota accounting and settlement work is completed uniformly, and the completion of the indicators is directly and deeply linked to the performance assessment.

截至7月，塔里木油田自主搭建的内部碳市场已运行3年，累计对未完成碳履约目标的单位执行成本考核429万元。

As of July, the internal carbon market independently established by the Tarim Oilfield has been in operation for three years. A total of 4.29 million yuan has been used for cost assessment of units that failed to meet their carbon compliance targets.

排碳有成本，减碳却有收益。2025年5月，塔里木油田碳资产登上国际市场，富满油田24兆瓦配套光伏发电项目顺利完成碳减排量交易，碳收益近千万元，推动国际碳资产业务实现“从0到1”的关键性突破。

Carbon emissions entail costs, while carbon reduction brings benefits. In May 2025, the carbon assets of the Tarim Oilfield were listed on the international market. The 24-megawatt photovoltaic power generation project of Fumian Oilfield successfully completed the carbon emission reduction trading, generating a carbon income of nearly 10 million yuan, facilitating a crucial breakthrough in the international carbon asset business from "0" to "1".

“搭建内部碳市场，核心就是用好市场化手段，倒逼各生产单元加速绿色转型，整体提升全油田碳资产规范化管理运营水平，让大家认识到绿电、碳减排皆是可运营的资产。”塔里木油田新能源事业部新能源发展部副主任林国强介绍。

"Establishing an internal carbon market essentially involves making full use of market-based approaches to force each production unit to accelerate the green transformation process, thereby overall enhancing the standardized management and operation level of carbon assets across the entire oilfield. It also enables everyone to recognize that green electricity and carbon reduction are both operational assets." Lin Guoqiang, deputy director of the New Energy Development Department of the New Energy Division of Tarim Oilfield, explained.

从初期试点破冰，到如今主要用能单位全覆盖，塔里木油田这场内部碳资产交易改革，已从单点创新突破，升级为覆盖生产、管理、考核全维度的系统性绿色变革。

Starting from the initial pilot projects to now covering all major energy-consuming units, the internal carbon asset trading reform in Tarim Oilfield has evolved from a single-point innovation breakthrough to a systematic green transformation that encompasses all dimensions of production, management and assessment.

新疆太阳能资源技术可开发量排全国第一。借助得天独厚的优势，2025年新疆光伏装机规模同比增长57%。但供给端激增的同时，用电端却增长乏力。数据显示：新疆全社会用电量仅增长3.23%。

The technical exploitable solar energy resources in Xinjiang rank first in the country. Taking advantage of its unique advantages, the installed capacity of photovoltaic power in Xinjiang is expected to increase by 57% compared to the previous year in 2025. However, while the supply side has seen a significant increase, the demand side has shown weak growth. Data shows that the total electricity consumption of Xinjiang only increased by 3.23%.

供需失衡的市场局面，直接造成光伏现货电价持续走低。目前，塔里木油田集中式光伏总装机规模达260万千瓦，绿电年生产能力达44亿千瓦时。坐拥庞大的绿电产能，如何破解新能源“发得出、送不走”的尴尬？

The imbalance between supply and demand in the market has directly led to the continuous decline of the spot electricity price for photovoltaic power. Currently, the total installed capacity of centralized photovoltaic power generation in the Tarim Oilfield reaches 260 million watts, and the annual green electricity production capacity is 4.4 billion kilowatt-hours. With such a large green electricity production capacity, how can we solve the dilemma of "being able to generate but unable to transmit" in new energy?

“一分一厘的绿色收益，都要靠主动拓市场、精细抓管理抢出来。”新能源事业部经理梁玉磊道出破局思路。

"Even the slightest gains in green energy must be achieved through proactive market expansion and meticulous management." Liang Yulei, the manager of the New Energy Division, explained the strategy for breaking through the current predicament.

On the trading side of the market, the Tarim Oilfield has closely analyzed market trends and dynamically optimized the trading strategies for peak and off-peak electricity periods. It has customized marketing plans based on "one site, one strategy". Leveraging the flexible peak-shaving and rapid response capabilities of energy storage, it fully generates electricity during peak demand periods and reserves electricity during off-peak periods. It exploits the full-time operational value of the energy storage system through the significant price difference between peak and off-peak periods.

在市场拓展端，塔里木油田跳出本地消纳局限，打通跨省外送通道，系统梳理全国各省电价标准、交易规则，联动省间售电服务商搭建产销桥梁，拓宽绿电消纳边界。当前，塔里木油田已与上海、江苏等地达成绿电合作协议，让2.2亿千瓦时沙漠绿电走出新疆、赋能东部市场。

In the aspect of market expansion, the Tarim Oilfield has broken through the local consumption limitations and established cross-provincial transmission channels. It has systematically sorted out the electricity price standards and trading rules of all provinces across the country, and cooperated with provincial power sales service providers to build a bridge between production and sales, expanding the boundaries for green electricity consumption. Currently, the Tarim Oilfield has reached green electricity cooperation agreements with places like Shanghai and Jiangsu, enabling 220 million kilowatt-hours of desert green electricity to leave Xinjiang and empower the eastern market.

如果说绿电交易是即时收益的“活水”，那绿证出让就是长效增值的“蓄水池”。在深耕绿电营销的同时，塔里木油田积极探索绿证赛道，已累计申领绿证428万张，出售绿证280万张。

If green electricity trading is like "running water" providing immediate benefits, then the sale of green certificates is like a "storage tank" for long-term value appreciation. While focusing on the marketing of green electricity, Tarim Oilfield has been actively exploring the green certificate sector. So far, it has applied for 4.28 million green certificates and sold 2.8 million of them.

作为国家唯一认可的绿色电力生产、消费凭证，1张绿证对应1000千瓦时可再生能源电量。280万张绿证，相当于28亿千瓦时绿色电能，可累计抵消超164万吨碳排放。

As the only nationally recognized certificate for green electricity production and consumption, one green certificate corresponds to 1,000 kilowatt-hours of renewable energy. 2.8 million green certificates amount to 2.8 billion kilowatt-hours of green electricity, which can cumulatively offset over 1.64 million tons of carbon emissions.

为抓住绿证市场的发展先机，塔里木油田在发电运维、市场营销两方面同步发力，既保障绿电足额产出，又全力打通绿证稳定外销渠道。

To seize the development opportunities in the green certificate market, the Tarim Oilfield has simultaneously strengthened efforts in power generation operation and marketing. 聚焦光伏场站精细化管理，塔里木油田建立“无人值班、少人值守、区域巡操”的运维管理模式，配套部署智能巡检设备，强化远程监控、数据分析以及光功率预测管理，全力提升发电效率。上半年，油田创下历史同期最高发电量纪录。

Focusing on the refined management of photovoltaic power stations, the Tarim Oilfield has established an operation and maintenance management model of "unmanned operation, few personnel on duty, and regional patrol operation". It has also deployed intelligent inspection equipment and strengthened remote monitoring, data analysis, and light power prediction management, striving to enhance the power generation efficiency. In the first half of the year, the oilfield achieved the highest power generation record for the same period in history.

The Tarim Oilfield, relying on the unified power purchase and sale platform of the group company, explores the internal demand for green electricity and green certificates, and actively connects with external refining and chemical enterprises to establish a regular trading mechanism, continuously expanding the sales scale of green certificates. Currently, the Tarim Oilfield has reached green electricity and green certificate purchase cooperation with many units such as Dushanzi Petrochemical and Tahe Petrochemical.
