Over the past 20 years, China National Petroleum Corporation has taken root in Niger and worked together with its partners to build a complete petroleum industrial system covering oil and gas exploration and development, pipeline transportation, and refining and chemical production. This has helped Niger achieve a historic leap in crude oil exports. 尼日尔的油气勘探开发可追溯至20世纪50年代，但曾长期鲜有突破性的油气发现，尼日尔多年面临能源短缺和石油工业基础设施不足的双重困境。

The exploration and development of oil and gas in Niger can be traced back to the 1950s. However, there were few breakthrough discoveries of oil and gas for a long time, and Niger has faced the dual challenges of energy shortage and inadequate infrastructure for the petroleum industry for many years.

自2003年参与尼日尔油气合作以来，中国石油以先进适用技术和高效管理方法，携手合作伙伴在尼日尔初步建成涵盖油气勘探开发、管输和炼化的上下游一体化完整产业链，促进了尼日尔现代石油工业体系的建立与发展。

Since participating in the oil and gas cooperation in Niger in 2003, China National Petroleum Corporation has, through advanced and applicable technologies and efficient management methods, jointly with its partners, initially established a complete upstream-downstream integrated industrial chain covering oil and gas exploration and development, pipeline transportation and refining in Niger, promoting the establishment and development of the modern petroleum industrial system in Niger.

阿加德姆区块位于撒哈拉沙漠腹地，终年酷热难耐，周边少有基础设施。中国石油尼日尔公司与合作伙伴成功建成阿加德姆油田，这个油田已成为尼日尔的重要油气资源基地。阿加德姆一期油田于2011年11月投产，连续稳产超过14年；阿加德姆二期油田于2024年3月实现全面投产，历史性打通了尼日尔成品油和原油出口的双通道。

The Agadem block is located in the heart of the Sahara Desert, where the climate is extremely hot throughout the year and there are few infrastructure facilities nearby. The China National Petroleum Corporation Niger Company and its partners successfully built the Agadem oilfield, which has become an important oil and gas resource base for Niger. The Agadem Phase I oilfield was put into production in November 2011 and has maintained stable production for over 14 years; the Agadem Phase II oilfield achieved full production in March 2024, historically opening up two channels for the export of refined oil and crude oil from Niger.

为配合阿加德姆油田开发，尼日尔公司与合作伙伴建设了总长462.5千米的一期管道工程，将阿加德姆油田的原油输送至津德尔炼油厂进行加工，大大提高了石油运输效率。然而，尼日尔是内陆国家，原油出口受到地理条件的限制。为突破这一瓶颈，尼日尔公司建设了尼日尔—贝宁原油外输管道。2024年3月，该管道正式建成并启泵外输原油；5月，首艘油轮顺利完成装载清关并出海，标志着尼日尔原油正式进入国际市场。

To support the development of the Agadem oil field, the Niger Company and its partners constructed a 462.5-kilometer first-phase pipeline project, which transported the crude oil from the Agadem oil field to the Zinder refinery for processing, significantly improving the efficiency of oil transportation. However, Niger is an inland country, and the export of crude oil is restricted by geographical conditions. To break through this bottleneck, the Niger Company built the Niger-Benin crude oil export pipeline. In March 2024, this pipeline was officially completed and started pumping crude oil; in May, the first oil tanker successfully completed loading, customs clearance, and set sail, marking that Niger's crude oil officially entered the international market.

在阿加德姆一期油田项目开发的同时，尼日尔公司与合作伙伴克服重重困难，建设了现代化的津德尔炼油厂。2011年11月，津德尔炼油厂正式投产，标志着尼日尔从此拥有了自己的石油加工能力。

While developing the Agadem Phase I oilfield project, the Niger Company and its partners overcame numerous challenges and constructed the modern Zinder Refinery. In November 2011, the Zinder Refinery officially went into operation, marking that Niger has since acquired its own oil processing capability.

这些涵盖上中下游的油气合作项目，为尼日尔的能源安全和经济发展奠定了坚实的基础，使尼日尔拥有了负担得起、可靠、可持续的现代能源。例如，津德尔炼油厂投产后，本土生产的液化气价格显著下降，极大地减轻了普通家庭的能源支出负担。

These oil and gas cooperation projects covering the upstream, midstream and downstream sectors have laid a solid foundation for Niger's energy security and economic development, enabling Niger to have affordable, reliable and sustainable modern energy. For instance, after the Zinder refinery was put into operation, the price of locally produced liquefied gas significantly decreased, greatly reducing the energy expenditure burden for ordinary households.

在能源合作中，尼日尔公司还积极推动行业标准与技术转移。尼贝管道项目累计应用中国标准达583项，并成功推动尼日尔、贝宁两国政府分批发布或审议转化相关中国标准。这一举措不仅保障了项目的高效安全运营，而且系统带动了中国装备、技术和服务“走出去”，产生了显著的经济与社会效益，为深化中非技术合作与标准互联互通树立了典范。

In terms of energy cooperation, the Nigerian company has also actively promoted the adoption of industry standards and technology transfer. The Nabati Pipeline project has cumulatively applied 583 Chinese standards, and successfully facilitated the release or review of the conversion of relevant Chinese standards by the governments of Niger and Benin. This initiative not only ensured the efficient and safe operation of the project, but also systematically promoted the "going global" of Chinese equipment, technology and services, generating significant economic and social benefits, and setting a model for deepening technical cooperation between China and Africa and enhancing standard connectivity.

尼日尔大部分国土位于气候干旱、生态脆弱的撒哈拉沙漠。中国石油将绿色低碳理念贯穿项目建设运营全过程，推动生产运营与自然生态和谐共生。

Most of Niger's territory is located in the arid and ecologically fragile Sahara Desert. China National Petroleum Corporation integrates the green and low-carbon concepts throughout the entire process of project construction and operation, promoting the harmonious coexistence of production and operation with the natural ecosystem.

作为负责任的企业，尼日尔公司全面强化环境合规管理与污染防控。严格遵守尼日尔、贝宁的环境保护法律法规，主动对标ISO14001等国际环境管理标准，按期完成各项法定的环境与社会影响审计，并获得合规证书。建立了完善的废水、废气、固体废物全生命周期监测与管控体系，确保所有排放物达标。在钻井作业中，全面推广“泥浆不落地”、废液随钻无害化处理等绿色技术，最大程度降低了对地下水和土壤的潜在影响。

As a responsible company, Niger Company has comprehensively strengthened its environmental compliance management and pollution prevention and control measures. It strictly adheres to the environmental protection laws and regulations of Niger and Benin, actively benchmarks against international environmental management standards such as ISO14001, and completes all legally required environmental and social impact audits on schedule, obtaining compliance certificates. It has established a complete monitoring and control system for the full life cycle of wastewater, exhaust gas, and solid waste to ensure that all emissions meet standards. In drilling operations, it has fully promoted green technologies such as "no mud landing" and harmless treatment of waste fluids during drilling, minimizing the potential impact on groundwater and soil to the greatest extent.

为顺应能源转型趋势，更好地保护当地生态环境，尼日尔公司规模化应用清洁能源与节能技术。充分利用尼日尔丰富的太阳能资源，尼日尔公司在阿加德姆油田成功投运“光伏+储能”离网型电站，在尼贝管道沿线7个泵站全部采用“光伏+储能+柴油发电机”的微电网方案。2025年全年，这些绿色能源项目实现减碳约1.5万吨，显著减少了项目的碳足迹，降低了运营成本，为尼日尔能源结构的绿色转型提供了实践范例。

To adapt to the trend of energy transition and better protect the local ecological environment, the Niger Company has scaled up the application of clean energy and energy-saving technologies. By fully utilizing the abundant solar energy resources in Niger, the Niger Company successfully launched a "photovoltaic + energy storage" off-grid power station in the Agadem Oilfield. In addition, all 7 pumping stations along the Nibe pipeline adopted the "photovoltaic + energy storage + diesel generator" micro-grid solution. In 2025, these green energy projects achieved a carbon reduction of approximately 15,000 tons, significantly reducing the carbon footprint of the projects and lowering operational costs. This provides a practical example for the green transformation of Niger's energy structure.

此外，尼日尔公司还积极开展生物多样性保护与生态修复。尼日尔公司坚持生态优先，将环境保护纳入制度化管控，发布并严格执行《环境保护十条禁令》。在项目建设中主动践行承诺。尼贝管道项目为避让一片拥有120余株特有珍稀植物的森林保护区，将管线延长310米绕行。同时，系统推进土地绿化与生态修复，通过实施“管道沿线社区发展计划”，在贝宁一侧种植树木4000棵，并持续在油田、炼厂区域大规模植树造林。截至2025年，累计植树已超过60万棵，在撒哈拉沙漠中构建起一道坚实的绿色屏障。

In addition, the Niger Company has also actively carried out biodiversity conservation and ecological restoration. The Niger Company adheres to ecological priority and incorporates environmental protection into institutionalized management. It has issued and strictly implemented the "Ten Prohibitions for Environmental Protection". During project construction, it actively fulfilled its commitments. The Nibe Pipeline Project, to avoid a forest reserve with over 120 unique and rare plant species, extended the pipeline by 310 meters to take a detour. At the same time, it systematically promoted land greening and ecological restoration. Through the implementation of the "Community Development Plan along the Pipeline Route", 4,000 trees were planted on the Benin side, and large-scale tree planting was also carried out in the oilfield and refinery areas. By 2025, the cumulative number of trees planted has exceeded 600,000, forming a solid green barrier in the Sahara Desert.

In terms of talent cultivation and industry development, the Niger Company has firmly implemented the localization development strategy. By the end of 2025, the local employment rate of the company's staff has increased to 80%. For local employees, the company has invested a large amount of funds to establish a three-dimensional training model covering "one mentor and one apprentice" mentoring and guidance, combination of classroom and field training, overseas further education and specialized training. This has strongly driven the development of the local industrial chain and the growth of suppliers, achieving 100% localization in multiple service and procurement fields such as security, transportation, and general materials. It is estimated that the entire industrial chain of the Niger Company has created nearly 25,000 direct and indirect jobs for Niger, effectively stimulating the local economic vitality.

在教育事业方面，尼日尔公司投入大量资金，共修建教室140余间，惠及学生逾万名。2025年，炼厂项目通过集装箱改造，在员工生活区建成配有200套课桌椅的中学教室，并捐赠大量文具；上游项目则向周边小学捐赠学习用品，并提供期末考试交通保障服务，切实解决了偏远地区学生的实际困难。

In the field of education, the Niger Company has invested a large amount of funds, building over 140 classrooms and benefiting more than 10,000 students. In 2025, the refinery project, through container renovation, built a middle school classroom with 200 sets of desks and chairs in the staff living area and donated a large number of stationery; the upstream project donated learning supplies to nearby primary schools and provided transportation services for the final exams, effectively solving the actual difficulties of students in remote areas.

在改善医疗卫生条件方面，尼日尔公司在油田和炼厂周边社区援建了多所诊所、诊疗室及住院中心，并捐赠了大量药品与医疗设备。派驻的医疗团队定期深入偏远村庄开展巡回义诊，2025年仅上游项目就完成免费义诊10次，紧急医疗转运13人次。尼贝管道项目构建的沿线医疗诊所网络已获得官方许可，成为保障员工及社区居民健康的重要支点。

In terms of improving healthcare conditions, the Niger Company has built numerous clinics, treatment rooms and inpatient centers in the surrounding communities of oil fields and refineries, and has donated a large amount of medicines and medical equipment. The dispatched medical teams conduct regular mobile medical check-ups in remote villages. In 2025, the upstream project alone completed 10 free medical check-ups and 13 emergency medical transports. The medical clinic network along the Nibe pipeline project has obtained official approval and has become an important support point for ensuring the health of employees and community residents.

在保障饮水方面，针对撒哈拉地区水资源极度匮乏的民生痛点，尼日尔公司将打井供水列为公益重点。2025年，上游项目经科学规划，新建了13口生活水井，并对已建成的马兰迪村太阳能水井进行了全面扩容升级改造。截至目前，累计打井150余口，设立取水点近40个，有效解决了数万居民的饮水难题。

In terms of ensuring access to drinking water, in response to the pressing social issue of severe water scarcity in the Sahara region, the Niger Company has prioritized well-drilling for water supply as a public welfare initiative. By 2025, through scientific planning, the upstream project has built 13 new domestic water wells and comprehensively expanded and upgraded the solar water wells in the Malandi Village. As of now, more than 150 wells have been drilled, and nearly 40 water collection points have been established, effectively solving the drinking water problems for tens of thousands of residents.
