从天津东疆海事局获悉，25日下午，在渤海西部海域，“三鼎长春”轮完成约5.7万吨原油装载后，安全驶离“海洋石油112”浮式生产储卸油装置作业水域。至此，“海洋石油112”FPSO(浮式生产储卸油装置)第1000艘次原油外输作业完成。

It was learned from the Tianjin Dongjiang Maritime Safety Administration that on the afternoon of the 25th, after the "San Ding Changchun" vessel completed the loading of approximately 57,000 tons of crude oil, it safely left the operation area of the "Ocean Oil 112" floating production, storage and offloading unit. Thus, the 1,000th crude oil export operation of the "Ocean Oil 112" FPSO (floating production, storage and offloading unit) was completed.

据介绍，“海洋石油112”FPSO自2004年开展首船原油外输以来，已连续作业22年，累计外输原油逾4800万吨。

It is introduced that since the "Ocean Oil 112" FPSO began transporting its first batch of crude oil in 2004, it has been continuously operating for 22 years, and has cumulatively transported over 48 million tons of crude oil.

天津海事局辖区海上油田群位于渤海西部海域，区域内分布着海上油气开采的中心平台、井口平台、浮式生产储卸油装置等海上设施。水下铺设着连接各设施的海底输油、输电、输水等管线。

The offshore oilfield cluster within the jurisdiction of the Tianjin Maritime Safety Administration is located in the western part of the Bohai Sea. Within this area, there are central platforms, wellhead platforms, floating production, storage and offloading units and other offshore facilities for offshore oil and gas extraction. Underwater, there are pipelines for oil, electricity and water transmission connecting these facilities.

日常生产中，提油轮开展原油外输作业，施工船进行水上水下作业，油田工作船穿梭各设施间运送人员物资。而油田水域外，又紧邻渤海湾中部船舶定线制、曹妃甸水域船舶定线制等多个重要海上交通功能区，通航环境复杂，安全和防污染形势严峻。

In daily production, oil transfer vessels undertake the operation of transporting crude oil, construction ships carry out both on-water and under-water operations, and oilfield work vessels shuttle between various facilities to transport personnel and materials. Beyond the oilfield waters, there are also several important maritime transportation functional areas such as the ship routing system in the central part of the Bohai Bay and the ship routing system in the Caofeidian waters, with complex navigation environments and severe safety and pollution prevention challenges.

面对复杂的“海上棋盘”，多年来，天津海事局以保障海上油田生产作业安全、服务国家能源战略为出发点，探索出一套“1531”工作机制——“1”个中心：以海上原油外输作业安全监管为中心；“5步工作法”：估(安全风险评估)、查(现场检查)、审(许可审批)、盯(全过程记录)、核(通关核查)，环环相扣；“3”个基本点：船舶监督、巡航管理、应急处置；“1”个服务平台：油田作业监管综合服务平台，实现“一站式”监管与服务。

Facing the complex "sea chessboard", over the years, the Tianjin Maritime Administration has taken ensuring the safety of offshore oilfield production operations and serving the national energy strategy as its starting point, and has explored a "1531" working mechanism - "1" center: centered on the safety supervision of offshore crude oil export operations; "5-step working method": estimate (safety risk assessment), inspect (on-site inspection), review (licensing approval), monitor (full-process recording), and verify (customs clearance verification), closely linked; "3" basic points: vessel supervision, patrol management, and emergency response; "1" service platform: the comprehensive service platform for offshore operations supervision, achieving "one-stop" supervision and service.

“千艘次不是终点，而是新起点。”天津海事局一线执法人员李宁表示，“我们将持续优化海上油田监管和服务保障工作，不断助力渤海油田开发建设，为保障国家能源安全注入稳健动力。”
