中国石油网消息:4月26日，记者从塔里木油田获悉，该油田富源3-H7井用时63.28天完成7912米的钻探，创国内陆上7500米以深四开次超深井最快完钻纪录。

China Oil News: On April 26th, reporters from Tarim Oilfield learned that the Fu Yuan 3-H7 well of this oilfield completed a drilling depth of 7,912 meters in just 63.28 days, setting the fastest completion record for a four-stage ultra-deep well with a depth of 7,500 meters or deeper in the domestic onshore area.

今年年初以来，塔里木油田以权责、协同、激励、工艺“四重奏”推进钻井提质提效，在满深705-H28井、富源302-H13井等多个区块、多种井型中连续29次刷新纪录，为高质量建产提供了有力的工程技术保障。

Since the beginning of this year, the Tarim Oilfield has been promoting the improvement and efficiency enhancement of drilling through the "quartet" of authority and responsibility, collaboration, incentives, and technology. In multiple blocks and various well types such as Man Sheng 705-H28 and Fu Yuan 302-H13, it has continuously broken records for 29 times, providing strong technical engineering support for the high-quality production commencement.

“项目制”催生钻井效率质变。过去，单井管理存在责任分散、协调不畅等问题，影响钻井效率。今年一季度，塔里木油田正式推行“项目制”，明确井长为单井项目管理第一责任人，打破部门壁垒，选拔业务骨干担任井长，并配置地质、试油等专业副井长，组建“1+N”专业化管理团队。井长拥有从井位下达到投资决算的全生命周期现场决策权。承钻富源3-H7井的川庆钻探新疆分公司70584钻井队平台经理刘皓枫表示，责权对等带来了效率的快速提高。

The "project-based" system has led to a qualitative improvement in drilling efficiency. In the past, there were problems such as scattered responsibilities and poor coordination in single-well management, which affected drilling efficiency. In the first quarter of this year, the Tarim Oilfield officially implemented the "project-based" system, designating the well supervisor as the primary person responsible for single-well project management, breaking down departmental barriers, selecting business experts to serve as well supervisors, and allocating geological and well testing professionals as deputy well supervisors. A "1+N" specialized management team was formed. The well supervisor has the full life-cycle on-site decision-making power from well location to investment finalization. Liu Haofeng, the platform manager of the 70584 drilling team of Chuanqing Drilling Xinjiang Branch who is in charge of drilling the Fu Yuan 3-H7 well, said that the equalization of responsibilities and rights has led to a rapid improvement in efficiency.

构建“管理+技术”双引擎。为提升工程技术主导能力，塔里木油田持续深化“日费制”，着力打造甲乙协同“命运共同体”。在推进过程中，结合不同区块的地质特点，灵活采取“全井日费”“分开次日费”“技术服务日费”3种模式。通过优选承包商队伍、配套先进工具与技术，构建“管理+技术”双引擎，持续释放提速潜力。

To enhance the engineering and technical leadership capabilities, the Tarim Oilfield has continuously deepened the "daily fee system" and is striving to create a "fate共同体" of collaboration between Party A and Party B. During the implementation process， based on the geological characteristics of different blocks， three models of "full well daily fee"， "separate daily fee for each shift"， and "technical service daily fee" have been flexibly adopted. By selecting preferred contractor teams and equipping with advanced tools and technologies， a "management + technology" dual engine has been constructed to continuously unleash the potential for speed improvement.

“以前赶工期和控制成本两头为难，现在大家目标一致，干活更顺了。”在富满油田作业的西部钻探巴州分公司80017钻井队平台经理吴科感受到实实在在的变化。实行“日费制”后，该钻井队非生产时间平均缩短5%。

"Previously, we were caught between the pressure of meeting deadlines and the need to control costs. Now that everyone has a common goal, things are going more smoothly." Wu Ke, the platform manager of the 80017 drilling team of the Western Drilling Company in the Bazhou Branch, who is working in the Fu Man Oilfield, has felt the real changes. After implementing the "daily fee system", the non-production time of this drilling team has been shortened by an average of 5%.

创新考核模式筑防线。制度落地，考核是关键。塔里木油田建立涵盖工程井控、生产经营、QHSE及廉洁从业等方面的多维考核体系，将“钻井提速”作为核心指标，针对不同井型设定差异化目标。同时，严守安全红线，倒逼全员增强成本意识，坚持安全底线思维。

Innovative assessment model builds a defense line. The implementation of the system hinges on the assessment. Tarim Oilfield has established a multi-dimensional assessment system covering engineering well control, production and operation, QHSE, and integrity in business conduct. "Drilling speed improvement" is set as the core indicator, and differentiated targets are set for different well types. At the same time, the safety red line is strictly adhered to, compelling all employees to enhance cost awareness and uphold the bottom-line thinking of safety.

“这种‘正向激励+负面清单’的模式，让提速与安全不再是一道选择题。”塔里木油田开发事业部钻完井工程部主任汪鑫说。

This "positive incentives + negative list" model has made the issue of speed-up and safety no longer a matter of choice. Wang Xin, the director of the Drilling and Completion Engineering Department of the Tarim Oilfield Development Division, said.

在管理创新驱动下，技术也相继取得突破。2月19日，哈602-H7井二开钻进至5948米，起钻更换螺杆钻头，全程无挂卡显示，标志着钻井免划眼、免短起下、免通井“三免”取得新突破。

Under the management-driven innovation, technological breakthroughs have also been achieved successively. On February 19th, the second drilling of Well H602-H7 reached a depth of 5948 meters. During the process, the drill bit was replaced without any sticking incidents, indicating a new breakthrough in the "three-free" operation of drilling - no need for re-drilling eyes, no need for short lifting and lowering, and no need for well cleaning.

这是塔里木油田首次使用双微扩眼器组合，并在哈拉哈塘区块首次试验中取得显著效果。目前，“三免”工艺技术已在塔里木油田成功应用8井次。

This is the first time that the dual micro-expanding bit combination has been used in the Tarim Oilfield, and it achieved remarkable results in the first trial in the Harahatang Block. Currently, the "three-free" process technology has been successfully applied in 8 wells in the Tarim Oilfield.

如今，塔里木油田仍在持续深化“项目制+日费制”双制融合，加大新技术新工艺推广力度，推动超深层钻井提速提效从“点上突破”向“面上成势”迈进，为保障国家能源安全贡献更多“塔里木力量”。
