核心技术是海外油气业务稳产创效的根本支撑，是我们立足中东市场的核心底气。中东地区的油藏普遍以复杂碳酸盐岩为主，储层非均质性强、开发难度大，加之主力油田逐步进入开发中后期，稳产提采压力持续加大。多年的海外开发实践让我们深刻认识到，核心技术买不来、讨不来，没有适配区域地质特征的自主技术体系，就守不住产量基本盘、握不住效益主动权。我们将紧扣集团公司“加大勘探开发基础研究和关键瓶颈技术攻关，落实规模效益储量，提高探明储量动用率和油气采收率”的部署，依托中国石油迪拜研究院、中国石油勘探开发研究院的技术力量，聚焦中东复杂碳酸盐岩油藏高效开发、老油田稳产提采等关键瓶颈开展专项攻关，打造特色开发技术体系；加快智能完井、提高采收率等成熟技术规模化推广，深化产学研用协同创新，以技术突破支撑油田持续稳产创效。

Core technologies are the fundamental support for maintaining stable production and achieving economic benefits in overseas oil and gas operations, and they are the core strength that enables us to establish a foothold in the Middle East market. The oil reservoirs in the Middle East are predominantly composed of complex carbonate rocks, with strong heterogeneity of the reservoirs and high development difficulty. Moreover, the main oil fields are gradually entering the middle and late stages of development, resulting in increasing pressure to maintain stable production and improve recovery rates. Through years of overseas development practices, we have deeply realized that core technologies cannot be bought or negotiated for. Without an independent technical system that is adapted to the regional geological characteristics, we cannot hold onto the basic production volume or grasp the initiative for economic benefits. We will closely follow the deployment of the Group Company, which emphasizes "increasing basic research and key bottleneck technology breakthroughs in exploration and development, implementing large-scale and high-efficiency reserves, and improving the utilization rate of proven reserves and oil and gas recovery rates", and rely on the technical strength of China Petroleum Dubai Research Institute and China Petroleum Exploration and Development Research Institute. We will focus on conducting special research and development on efficient development of complex carbonate rock oil reservoirs in the Middle East and maintaining stable production and improving recovery rates in old oil fields, to create a characteristic development technology system. We will accelerate the large-scale promotion of mature technologies such as intelligent well completion and improving recovery rates, and deepen collaborative innovation between industry, academia, research institutions and enterprises to support the continuous stable production and economic benefits of the oil fields through technological breakthroughs.

绿色低碳是能源行业转型发展的大势所趋，也是培育海外业务新质生产力的关键赛道。当前，全球能源低碳转型加速推进，中东地区的新能源资源禀赋突出，低碳发展能力已成为国际能源合作的核心竞争力，并直接关系到项目的长期存续与品牌价值。这既是顺应全球能源变革的必然选择，也是我们深化属地合作、塑造负责任中资企业形象的重要抓手。我们将按照集团公司“清洁替代、战略接替、绿色转型”三步走总体部署，把低碳创新作为培育新质生产力的重要载体，深挖伴生气资源化利用潜力，巩固阿曼5区伴生气全利用、常规火炬全熄灭成果，稳步推进鲁迈拉光伏储能电站示范项目，探索“油气+风光储”多能互补模式，完善全生命周期低碳管理标准，持续提升海外项目ESG（环境、社会和公司治理）和CSR（企业社会责任）等方面的能力。

Green and low-carbon development is the inevitable trend for the transformation and development of the energy industry, and it is also a key area for cultivating new quality productive forces in overseas business. Currently, the global energy transition towards low-carbon is accelerating. The Middle East has outstanding natural resources for new energy, and its ability for low-carbon development has become the core competitiveness in international energy cooperation, directly affecting the long-term sustainability of projects and brand value. This is not only an inevitable choice to adapt to global energy changes, but also an important means for us to deepen local cooperation and shape a responsible Chinese enterprise image. We will follow the overall deployment of the group company's "clean substitution, strategic succession, and green transformation" in three steps, take low-carbon innovation as an important carrier for cultivating new quality productive forces, deeply explore the potential for resource utilization of associated gas, consolidate the achievements of full utilization of associated gas in Area 5 of Oman and complete combustion of conventional burners, steadily advance the demonstration project of Rumeila photovoltaic energy storage power station, explore the multi-energy complementary model of "oil and gas + wind and solar power + storage", improve the low-carbon management standards throughout the life cycle, and continuously enhance the capabilities in ESG (environment, society and corporate governance) and CSR (corporate social responsibility) aspects of overseas projects.

数智赋能是破解海外运营管理瓶颈、提升治理效能的必由之路。中东地区业务覆盖多个国家，运营管理半径大、协同难度高，传统管理模式已难以适应高质量发展要求。数智化不是简单的技术工具叠加，而是对传统运营模式的系统性重塑，是海外业务降本增效、提升决策精度的核心增量。我们将深入落实集团“人工智能+”专项行动的部署，推进信息化补强工程，依托昆仑大模型适配海外业务场景，推动人工智能（AI）在公文处理、应急信息报送等领域深度应用；构建区域统一信息填报与数据治理平台，着力培养复合型人才，推动管理模式向数智辅助决策转变，以数智创新赋能全链条运营升级。

Digital and intelligent empowerment is the inevitable path to breaking through the bottlenecks in overseas operation management and enhancing governance efficiency. The business in the Middle East covers multiple countries, with a large operational radius and high coordination difficulty. The traditional management model has become unable to meet the requirements of high-quality development. Digitalization is not simply the addition of technical tools, but a systematic reshaping of the traditional operation model. It is the core increment for reducing costs and increasing efficiency, as well as improving decision-making accuracy in overseas business. We will thoroughly implement the deployment of the Group's "Artificial Intelligence +" special action plan, promote the informatization reinforcement project, rely on the Kunlun large model to adapt to overseas business scenarios, and promote the deep application of artificial intelligence (AI) in document processing, emergency information reporting and other fields; build a unified regional information filling and data governance platform, focus on cultivating versatile talents, promote the management model to shift towards digital assistance decision-making, and empower the entire chain operation upgrade with digital innovation.
