结合学习成效，同步下发年度节能节水指标，按责任部门、重要场站进行指标分解，细化责任分工、压实主体责任，每月通报指标完成情况、及时预警提醒，推动节能节水工作量化落地、闭环管理，切实把绿色发展理念转化为具体工作实践。

Based on the learning outcomes, annual energy and water conservation targets are simultaneously issued. The targets are decomposed by responsibility departments and key stations, and the responsibilities are further clarified and the main responsibilities are strengthened. The completion status of the targets is reported monthly, and timely warnings and reminders are given to promote the quantification and implementation of energy and water conservation work, as well as the implementation of closed-loop management. 狠抓循环利用，提升返排液综合处置效能。严守水资源开发利用三条红线，坚持以资源化利用为核心导向，将返排液综合处置作为水资源管控关键点，系统推进节水减排与生态保护。

Firmly promote recycling and utilization, and enhance the comprehensive disposal efficiency of flowback fluids. Strictly adhere to the three red lines for water resource development and utilization, and focus on resource utilization as the core orientation. Treat the comprehensive disposal of flowback fluids as a key point for water resource management, and systematically promote water conservation, emission reduction, and ecological protection.

一方面，依托加快泵站投运、优化管输方案、建立川渝页岩气转供水共建共享机制等举措，全力提升返排液回用效率；另一方面，加强返排液水质监测，保障返排液符合压裂回用标准，推动水资源高效循环利用，减少新鲜水消耗与返排液处置体量，最大限度降低水环境安全风险。

On one hand, by relying on measures such as accelerating the commissioning of pumping stations, optimizing pipeline transportation plans, and establishing a joint construction and sharing mechanism for shale gas and water supply in Sichuan and Chongqing, we strive to enhance the efficiency of reusing the flowback fluids. On the other hand, we strengthen the monitoring of the quality of the flowback fluids to ensure they meet the standards for fracturing reuse, promoting the efficient recycling of water resources, reducing fresh water consumption and the volume of flowback fluid disposal, and minimizing the risks to water environmental safety to the greatest extent.

细化常态监管，守护地下水资源生态安全。严格取用水合规手续，从源头规范用水行为，促进水资源的合理开发、利用、节约与保护。

Refine regular supervision to safeguard the ecological safety of groundwater resources. Enforce compliant procedures for water usage, regulate water usage behaviors at the source, and promote the rational development, utilization, conservation and protection of water resources.

科学制定并实施水质检测计划，按标准新增监测项目，对4口地下水监测井开展跟踪检测，并将监测数据与钻井、压裂等施工活动进行风险对比分析，及时发布预警提示。同时，深入开展返排液池专项隐患排查整治，完善防渗防护措施，全面筑牢地下水污染防控屏障。

Scientifically formulate and implement a water quality monitoring plan, add monitoring items according to standards, conduct follow-up testing on four groundwater monitoring wells, and perform risk comparative analysis between monitoring data and construction activities such as drilling and fracturing, promptly issuing early warning alerts. Meanwhile, conduct in-depth special inspections and rectifications for potential hazards in produced water ponds, improve anti-seepage measures, and comprehensively strengthen the barrier for groundwater pollution prevention and control.
