日前，山西省召开全省煤炭安全稳产稳供工作推进会，提出在严守安全底线前提下，全力推动煤矿复工复产、稳产稳供，加速扭转产量下滑趋势，加快重塑煤炭产业生态，为确保国家能源安全、满足民生用能需求贡献山西力量。

Recently, Shanxi Province held a provincial meeting to promote the safe and stable production and supply of coal. It was proposed that, under the premise of strictly adhering to the safety bottom line, efforts should be made to fully resume coal mine operations, maintain stable production and supply, accelerate the reversal of the production decline trend, and accelerate the reshaping of the coal industry ecosystem. This is to contribute Shanxi's strength to ensuring national energy security and meeting the energy demands of the people.

“5·22”留神峪煤矿事故以来，山西深入开展全省煤矿安全风险隐患专项整治，一批存在安全隐患的矿井停产整顿，全省原煤产量明显回落。据国家统计局数据，1月至8月，山西原煤产量75568.1万吨，同比下降12.5%;6月、7月、8月原煤产量同比降幅均超30%。

Since the "May 22" accident at Liangshengyu Coal Mine, Shanxi Province has carried out a comprehensive safety risk and hidden danger rectification campaign for all coal mines across the province. A number of coal mines with safety hazards have been ordered to suspend production for rectification. The total output of raw coal in the province has significantly decreased. According to data from the National Bureau of Statistics, from January to August, the output of raw coal in Shanxi Province was 755,681 tons, a year-on-year decrease of 12.5%; the year-on-year decline in raw coal output in June, July and August was all over 30%.

山西省要求，坚持分级分类施策，在保证安全的基础上，推动煤矿企业有序复产达产，有安全风险隐患的煤矿要加快完成整改、尽早验收复工，生产矿井要优化生产组织、尽快达产满产，建设矿井要紧盯工程节点、抓紧投产达效。精准把握、用足用好国家政策，坚持上大压小、增安减危，加紧煤炭矿区总体规划修编和前期手续办理，加速接续产能资源市场化出让配置，抓实电煤中长期合同签订履约，依法合规释放和核增先进产能。

Shanxi Province requires that differentiated and categorized measures be adopted to ensure safety while promoting the orderly resumption and full production of coal mining enterprises. Coal mines with safety risks and hazards should accelerate the completion of rectification and complete the acceptance process for resumption of production as soon as possible. Producing mines should optimize production organization and achieve full production as soon as possible. Construction mines should closely monitor project milestones and accelerate the commissioning and effectiveness attainment. Precise interpretation and full utilization of national policies should be ensured. Measures such as expanding large-scale mines and reducing small-scale ones, enhancing safety and reducing risks should be implemented. The overall planning of coal mining areas should be expedited for revision and preliminary procedures should be completed. The market-based allocation of existing production capacity resources should be accelerated. The signing and fulfillment of medium- and long-term electricity purchase contracts should be strengthened. The release and increase of advanced production capacity should be carried out in accordance with laws and regulations.

持续推动《山西省统筹煤炭行业发展和安全新规十七条》落地，深入做好“煤科学”大文章，加快智能化煤矿升级，全面抓好产业布局和结构优化，不断提高优质产能供给和本质安全水平，促进煤炭产业高质量发展。

Continue to implement the "Seventeen New Regulations for Coordinating the Development and Safety of the Coal Industry in Shanxi Province", deeply carry out the "scientific coal" project, accelerate the upgrading of intelligent coal mines, comprehensively promote the optimization of industrial layout and structure, continuously enhance the supply of high-quality production capacity and the level of intrinsic safety, and promote the high-quality development of the coal industry.

目前，山西省能源局会同山西省应急管理厅、国家矿山安全监察局山西局，组织开展煤矿稳产稳供安全评估工作。对通过安全评估的煤矿，在严守安全生产底线、隐患排查治理全部到位、煤矿安全监管监察部门已对2026年以来超能力生产行为依法实施行政处罚处理的前提下，12月底前，单月可按照不高于设计(核定)能力的1/12组织剩余月份生产，初步测算可增加产量3100万吨。

Currently, the Energy Bureau of Shanxi Province, in collaboration with the Shanxi Provincial Emergency Management Department and the Shanxi Bureau of the National Mine Safety Supervision Administration, is conducting a safety assessment of coal mines to ensure stable production and supply. For coal mines that have passed the safety assessment, provided that the safety production bottom line is strictly adhered to, all hidden danger investigations and rectifications are fully implemented, and the coal mine safety supervision and inspection departments have lawfully imposed administrative penalties for any over-capacity production behavior since 2026, by the end of December, the remaining months of production can be organized in a single month at no more than 1/12 of the designed (approved) capacity. Preliminary estimates suggest that this could increase production by 31 million tons.
