《石油天然气发展“十五五”规划》（以下简称《规划》）明确，到2030年全国油气长输管网规模达到22万公里，油气“全国一张网”更加贯通高效。

The "15-16 Oil and Gas Development Plan" (hereinafter referred to as the "Plan") clearly states that by 2030, the length of the national long-distance oil and gas pipelines will reach 220,000 kilometers, and the "national network" for oil and gas will be more fully connected and efficient.

With the issuance of the ventilation command, clean natural gas began to flow along the pipeline. The pipeline natural gas in Changshun County has recently been officially put into operation. Thus, all six branch lines of natural gas in the Qiannan Buyi and Miao Autonomous Prefecture of Guizhou Province have been fully connected, and the last section of the pipeline network has been connected to the main national natural gas network.

Zhang Xikai, the manager of the Guiyang East Operation Area of Guizhou Pipeline Network Co., Ltd. of National Pipeline Group, introduced that the Changshun Branch Line is an important node for the in-depth extension of the pipeline natural gas distribution network in Guizhou Province. Its completion and operation have filled the gap in gas supply in the county areas.

“以前做饭全靠煤气罐，扛罐换气费力气，心里还总绷着安全这根弦。”长顺县天灯坡商业街小区居民寇金星说，过去家中厨房角落总要腾出位置，堆放沉甸甸的煤气罐，用气告急时得跑网点换气，逢年过节用气高峰还要排队等气。

"Previously, cooking was all done using gas cylinders. Carrying the cylinders was very tiring and there was always a sense of concern about safety in my mind." Kou Jinxing, a resident of Tianlingpo Commercial Street Community in Changshun County, said, "In the past, there was always a need to reserve space in the corner of the kitchen to store the heavy gas cylinders. When the gas supply was running low, I had to go to the gas station to refill them. During festivals and peak gas usage periods, I also had to wait in line to get gas."

Nowadays, with the installation of natural gas pipelines in residential areas, the problem has been solved. Entering Kou Jinxing's home, the kitchen is clean and bright. The gas stove and water heater are connected to the pipeline, providing 24-hour gas supply. By simply turning the switch, the flame rises, and the cooking process is stable. Hot water flows continuously, making daily life convenient and comfortable.

“开关一拧就有火，做饭洗澡都方便，日常开销也省了不少。”寇金星笑着说，告别了煤烟与钢瓶，居家环境焕然一新。

"Just turn the switch and there's heat. It's convenient for cooking and bathing. And it saves a lot of daily expenses." Kou Jinxing said with a smile. After saying goodbye to coal smoke and gas cylinders, the living environment has been completely transformed.

从扛罐换气到管道供气，变化的不只是做饭洗澡的方式，更是群众实实在在的获得感。目前，长顺县支线天然气管道已覆盖周边乡镇，具备开户使用条件的用户达2.8万余户，已覆盖3500多户。

From manually pumping gas for ventilation to using pipeline gas supply, the change is not only in the way of cooking and bathing, but also in the tangible sense of gain for the people. Currently, the branch natural gas pipeline in Changshun County has covered the surrounding towns, and there are 28,000 users who are eligible to open accounts and use the gas, with over 3,500 households already covered.

《规划》明确，有序推进省级管网和直供管道建设。加强国家干线、省级及以下管网规划衔接，提升管网供气覆盖范围，增强重点城市供气保障能力。

The plan clearly states that we will proceed with the construction of provincial pipelines and direct supply pipelines in an orderly manner. We will enhance the coordination between national trunk lines, provincial and lower-level pipelines, expand the coverage of pipeline gas supply, and improve the gas supply guarantee capabilities for key cities.

国家管网集团战略与执行部副总经理李建康认为，奋进“十五五”，油气“全国一张网”将从注重“新建”转向“新建+改造+互联”并重，既要补短板建设必要干线，也要推进省际、省内管网互联互通，更好打通管网断点堵点，让更多清洁能源惠及千家万户。

Li Jiankang, the deputy general manager of the Strategy and Execution Department of National Pipeline Group, believes that in the "15th Five-Year Plan" period, the "national unified pipeline network" for oil and gas will shift from focusing on "new construction" to emphasizing "new construction + renovation + interconnection". Not only will necessary trunk lines be built to address shortcomings, but also interconnection of provincial and intra-provincial pipelines will be promoted to better resolve pipeline breakage and blockage issues, so that more clean energy can reach thousands of households.

福建省福州市连江经济开发区可门园区，福建瑞玻玻璃有限公司车间里忙中有序——天然气通过管道自可门高中压调压站输送进厂，经二次减压，顺着内部管线输送至气柜，再喷射注入浮法玻璃生产线的窑炉内持续燃烧，维持窑内恒定高温环境，使玻璃液始终保持液态。

In the workshop of Fujian Ruibo Glass Co., Ltd. in the Keman Industrial Zone of Linjiang Economic Development Zone in Fuzhou City, Fujian Province, everything is in orderly motion - natural gas is transported into the factory through pipelines from the Keman High and Medium Pressure Pressure Regulating Station. After being further reduced in pressure, it is conveyed along the internal pipelines to the gas storage tank, and then sprayed and injected into the kiln of the float glass production line for continuous combustion, maintaining a constant high temperature environment inside the kiln and keeping the glass liquid in a liquid state at all times.

“往年这时候，我们都要联系气化站，反复核实天然气储备情况。”福建瑞玻玻璃有限公司董事长特别助理刘杏福介绍，浮法生产线窑炉一旦停炉，窑内玻璃液冷却凝固，整座窑炉将直接报废。过去，可门园区内企业用气长期依靠槽车外运LNG（液化天然气），运抵气化站完成气化后，再通过管道供给各企业生产。

"During this time of the year in previous years, we would contact the gasification station and repeatedly verify the gas reserves." Liu Xingfu, the special assistant to the chairman of Fujian Ruibao Glass Co., Ltd., explained. Once the float glass production line furnace stops operating, the molten glass inside the furnace cools and solidifies, and the entire furnace will be directly scrapped. In the past, enterprises in the Kefeng Industrial Park relied on tanker trucks to transport LNG (liquefied natural gas) from outside for their gas supply. The LNG would be processed at the gasification station and then supplied to each enterprise through pipelines for production.

“槽车运输‘看天吃饭’。每到台风这类恶劣天气来临前，气化站总会预留一辆槽车充当临时储备，保障供气。”刘杏福说。

"Tanker transportation is subject to weather conditions. Before the arrival of severe weather like typhoons, the gasification station always reserves one tanker as a temporary reserve to ensure gas supply," said Liu Xingfu.

今年3月，全长33公里的可门园区次高压燃气管道线全面贯通，自福州连江江南门站一路延伸至可门LNG气化站，打通国家干线与可门园区间的“最后一公里”。

In March this year, the 33-kilometer-long secondary high-pressure gas pipeline in the Kaimen Industrial Zone was fully completed. It extended from Jiangnanmen Station in Linjiang, Fuzhou all the way to the Kaimen LNG Gasification Station, bridging the "last mile" between the national trunk line and the Kaimen Industrial Zone.

于企业而言，用上“管输气”，供气稳定性明显提升，用能也更经济。“天然气成本占我们企业生产成本的40%以上，一条600吨的生产线一个月用气量在340万立方米。”刘杏福介绍，相比槽车外运LNG而言，管输气源实行全年一口价结算，短期内规避市场价格波动干扰，“按目前的天然气价格测算，我们一个月仅用能成本就省下400多万元。”

For enterprises, the use of "pipeline gas supply" significantly improves the stability of gas supply and makes energy usage more economical. "The cost of natural gas accounts for over 40% of our production costs. A 600-ton production line consumes 3.4 million cubic meters of gas per month," Liu Xingfu explained. Compared to transporting LNG by tanker trucks, the pipeline gas supply source implements a fixed annual price settlement, which helps avoid the interference of market price fluctuations in the short term. "Based on the current natural gas price, we can save over 4 million yuan in energy costs per month," he said.

当前，可门区域管输气源每日新增管输提取气量13万立方米，实现“管道输送为主、槽车应急为辅”的双气源互补保障。

Currently, the Keman area's pipeline gas supply source has an additional daily gas extraction capacity of 130,000 cubic meters. This achieves a dual-gas-source complementary guarantee model of "mainly pipeline transportation, with emergency transportation by tankers as a backup."

根据《规划》，“十五五”时期，将加强燃气发电、大型工业项目与国家干线、省级管网规划协同布局，在优先利用城镇燃气等既有设施前提下，支持对重点工业园区、大型企业和燃气电厂等大用户实施直供直销，压缩供气层级，降低用气成本。

According to the "Plan", during the "14th Five-Year Plan" period, efforts will be made to enhance the coordinated planning of gas power generation, large-scale industrial projects and national trunk lines, as well as provincial gas distribution networks. Under the premise of giving priority to the utilization of existing facilities such as urban gas, support will be provided for direct supply and sales to key industrial parks, large enterprises and gas power plants, etc., to reduce the levels of gas distribution and lower the cost of gas usage.

“供气基础配套的完善增强了园区招商的竞争力。”可门园区服务中心副主任林浔必介绍，管输气源的接入，补足了园区内天然气供应稳定性不足、成本偏高等短板，不仅为园区内化工、纺织、新材料等产业提供了稳定可靠的能源保障，也为园区后续开发创造了有利条件。

"The improvement of the basic infrastructure for gas supply has enhanced the competitiveness of the park's investment promotion efforts." Lin Xunbi, the deputy director of the Kaimen Park Service Center, explained that the connection of the pipeline gas source has addressed the shortcomings of insufficient stability and high costs of natural gas supply within the park, providing a stable and reliable energy guarantee for industries such as chemicals, textiles, and new materials within the park. This has also created favorable conditions for the subsequent development of the park.

“该目标不是简单的规模扩张，而是我国油气基础设施提质扩容、高质量发展的量化锚点。”李建康说。

油气管道，一头连着供给，一头连着消费。

向内，要适配油气增储上产。我国加大油气勘探开发和增储上产力度，2030年国内油气供应量将达4.4亿吨油当量。随着国内油气产能的不断释放，需要新建管道把资源从产地输送到消费市场。

Inwardly, it is necessary to adapt to the increase in oil and gas reserves and production. China has intensified its efforts in oil and gas exploration, development, and reserve expansion and production. By 2030, the domestic supply of oil and gas will reach 440 million tons of oil equivalent. As the domestic oil and gas production capacity continues to increase, new pipelines are needed to transport the resources from the production areas to the consumption markets.

同时，要保障国内油气消费增长需求。“十五五”时期，随着新能源快速发展，成品油消费将快速下降，但我国城镇燃气、工业燃料、航空煤油和化工轻油消费需求持续提升，需要新建油气基础设施匹配新的消费需求，保障油气供应安全。

At the same time, it is necessary to ensure the growth of domestic oil and gas consumption. During the "14th Five-Year Plan" period, with the rapid development of new energy, the consumption of refined oil products will decline rapidly. However, the demand for urban gas, industrial fuel, aviation kerosene and chemical light oil in China continues to increase. New oil and gas infrastructure needs to be built to match the new consumption demands and ensure the security of oil and gas supply.

向外，要衔接进口战略通道。我国不断加强油气国际合作，持续完善多元进口体系，新增油气陆上进口、沿海LNG资源，需要依托“全国一张网”实现跨区域调配。

Outwardly, it is necessary to connect with the import strategic channels. Our country has been continuously strengthening international cooperation in oil and gas, continuously improving the diversified import system, and adding new onshore oil and gas imports and coastal LNG resources. It is necessary to rely on the "national network" to achieve cross-regional allocation.

围绕这些目标，《规划》作了大量部署。比如，巩固油气战略通道。建成黑河—大庆—长岭、虎林—长春—石家庄、川气东送二线等重大工程；适时启动西气东输四线乌恰—吐鲁番段、西气东输五线建设，谋划川气南下新通道，增强跨区域资源调配和应急互济能力。

Based on these goals, the plan has made numerous arrangements. For instance, efforts will be made to consolidate the strategic oil and gas transportation routes. Major projects such as the Black River - Daqing - Changling, Hulín - Changchun - Shijiazhuang, and the Second Branch of the West-to-East Gas Pipeline will be completed; the construction of the West-to-East Gas Pipeline Fourth Line (from Uqqa to Turpan) and the West-to-East Gas Pipeline Fifth Line will be initiated at an appropriate time, and plans will be made for a new southward gas pipeline from Sichuan to enhance cross-regional resource allocation and emergency mutual assistance capabilities.

又如，有序推进省级管网建设。国家干线管网负责把资源输送到各省份，省级管网承接国家干线气源，向省内各地市、县域辐射，补齐省内输送短板，解决省内地市供气不均衡问题。

For instance, the construction of provincial gas pipelines is being carried out in an orderly manner. The national trunk gas pipeline is responsible for transporting resources to various provinces. The provincial gas pipelines then receive the gas sources from the national trunk pipeline and extend them to various cities and counties within the province, filling the gaps in gas transportation within the province and addressing the imbalance in gas supply among different cities and regions within the province.

李建康表示，总体上，战略通道抓源头、国家干线跨区域调配、省级管网做省内枢纽、直供管道直达重点用户，形成完整的输送链条，多源互补、多级调度，遇到冬季保供、极端天气、供需波动时，能够快速跨区域调剂资源，更好保障我国油气安全。

Li Jiankang stated that, in general, the strategic pipeline focuses on the source, the national trunk lines conduct cross-regional distribution, provincial pipelines serve as regional hubs within the province, and direct supply pipelines reach key users directly. This forms a complete transportation chain. With multiple sources of supply and multi-level scheduling, in cases of winter supply assurance, extreme weather, or fluctuations in supply and demand, resources can be quickly redistributed across regions, thereby better ensuring the security of China's oil and gas supply.
