煤炭是我国能源安全的基石。今年以来，国际煤市局面持续复杂，主要进口煤来源国在产量、关税等方面的政策出现变化，同时，受国际局势影响，多国家都在提升煤电出力，国际煤炭采购需求不断增加，二者推动了国际煤炭价格不断上涨。我国进口煤价格倒挂现象持续出现。海关总署数据显示，今年一季度我国共进口动力煤8402.9万吨，同比下将3.78%，其中，3月份动力煤进口量同比下降11.5%。

According to data from the General Administration of Customs, in the first quarter of this year, China imported a total of 840.29 million tons of thermal coal, a decrease of 3.78% compared to the previous year. Among them, the import volume of thermal coal in March decreased by 11.5% compared to the previous month.

3月份以来，国家发改委、国家能源局、生态环境部等部门密集批复、核准一批大型现代化煤矿项目，同步推进存量合规产能核增，煤炭优质产能释放节奏明显加快，为国家能源安全稳定供应筑牢根基。不完全统计，不到两个月时间，我国煤炭产能释放近5000万吨。

3 月，国家发改委批复内蒙古呼伦贝尔伊敏露天矿产能核增申请，产能由 2200 万吨 / 年大幅提升至 3500 万吨 / 年，新增 1300 万吨 / 年产能，作为蒙东煤电联营核心保供矿。

In March, the National Development and Reform Commission approved the application for increasing the production capacity of the Yimen Open-Pit Coal Mine in Hulunbuir, Inner Mongolia. The production capacity was significantly raised from 2.2 million tons per year to 3.5 million tons per year, with an additional 1.3 million tons per year added to the capacity. This mine is the core supply guarantee mine for the coal-electricity joint venture in the northeastern region of Inner Mongolia.

3 月 31 日甘肃庆阳九龙川矿井及选煤厂项目获环评批复，该项目产能 800 万吨 / 年，目前正稳步推进建设。

On March 31st, the environmental impact assessment approval for the Qingsanglongchuan Mine and Coal Preparation Plant project in Gansu Province was obtained. The project has an annual production capacity of 8 million tons and is currently being steadily constructed.

4 月 8 日，内蒙古鄂尔多斯苏布尔嘎煤矿正式开工，该项目为国家 “十五五” 重点工程、“蒙电入皖” 关键煤源，设计产能 800 万吨 / 年。

On April 8th, the Su'ubula'ga Coal Mine in Ordos, Inner Mongolia officially started construction. This project is a key coal source for the "Mengxi Electricity Entering Anhui" initiative and a major national project during the "15th Five-Year Plan" period. The designed production capacity is 8 million tons per year.

4 月，国家能源局正式核准新疆塔城铁厂沟一号煤矿项目，产能 300 万吨 / 年。同月，黑龙江鸡西合作煤矿新井获生态环境部环评批复，产能 150 万吨 / 年。

In April, the National Energy Administration officially approved the Taicheng Tiefanggou No.1 Coal Mine project in Xinjiang, with an annual production capacity of 300 million tons. In the same month, the new well of the Heikexi Cooperation Coal Mine in Heilongjiang received an environmental impact assessment approval from the Ministry of Ecology and Environment, with an annual production capacity of 150 million tons.

4月21日，新疆天业集团新疆兵能煤业有限责任公司塔城白杨河矿区达拉布特一号矿井及选煤厂获环评批复，设计建设规模为1000万吨/年，5月初，获批采矿许可证，项目快速推进。

On April 21st, the Da Labutou No.1 mine and the coal preparation plant of the Taicheng Baiyanghe mining area of Xinjiang Tianye Group Xinjiang Bingnan Coal Industry Co., Ltd. received the environmental impact assessment approval. The designed construction scale is 10 million tons per year. In early May, the mining license was approved, and the project has been advancing rapidly.

5 月初，生态环境部复函同意宁夏固原南湾煤矿规模调整，产能由 300 万吨 / 年增至 400 万吨 / 年。

In early May, the Ministry of Ecology and Environment replied in favor of the scale adjustment of the Nanwan Coal Mine in Guoyuan, Ningxia, increasing its production capacity from 3 million tons per year to 4 million tons per year.

业内人士表示，2026 年以来密集批复的煤矿项目，既是应对能源供需形势、保障电力稳定供应的关键举措，也是推动煤炭行业转型升级、实现安全绿色高效发展的重要路径。下一步，随着新建项目陆续投产、核增产能逐步释放，我国主要产煤省区煤炭产量有望稳中有增。预计我国煤炭产量或将有所增长。
