According to the China Coal Industry Association, in the first quarter of this year, although electricity consumption in China was increasing, coal-fired power generation declined. The proportion of new energy power generation further rose, and China's energy structure was further optimized.


数据显示,3月份,我国规模以上原煤产量4.0亿吨,同比下降4.2%。一季度,我国规模以上原煤产量11.1亿吨,同比减少4700万吨,下降4.1%。与此同时,可再生能源发电量稳步提升。一季度,全国可再生能源发电量达6875亿千瓦时,约占全部发电量的30.7%。其中,风电光伏发电量达4253亿千瓦时,同比增长25%。我国将建立煤炭产能储备制度新能源发电具有季节性和波动性的特点。在我国新能源发电占比不断提高的同时,为了保障电网安全,让煤电企业具有更加灵活的用煤渠道,我国近日发布了《关于建立煤炭产能储备制度的实施意见》(以下简称《实施意见》),在火电需要煤炭的时候用得上、发得出。

In the first quarter, the total power generation from renewable energy across the country reached 687.5 billion kilowatt-hours, accounting for 30.7% of the total power generation. Among them, the power generation from wind and photovoltaic was 425.3 billion kilowatt-hours, a year-on-year increase of 25%. China will establish a coal production capacity reserve system. The power generation from new energy has seasonal and fluctuating characteristics. As the proportion of new energy power generation in China continues to increase, to ensure the safety of the power grid and to provide coal-fired power enterprises with more flexible coal supply channels, China recently issued the "Implementation Opinions on Establishing a Coal Production Capacity Reserve System" (hereinafter referred to as the "Implementation Opinions"), enabling the use and generation of coal when thermal power needs it.


在山东泰安的这个新建成的煤炭储备基地记者看到,通过铁路从产煤区运来的煤炭在这里储备以后,可以通过公路、水运送往周围的电厂和耗煤企业,当附近有能源缺口的时候可以调动储备煤炭,实现煤炭的弹性供应。目前这里已建成5个千吨级泊位、23.4公里的铁路专用线,同时具备50万吨储煤能力,年货物吞吐量可达3200万吨。

在《实施意见》中提出,到2027年,我国将初步建立煤炭产能储备制度,有序核准建设一批产能储备煤矿项目,形成一定规模的可调度产能储备。到2030年,产能储备制度更加健全,产能管理体系更加完善,力争形成3亿吨/年左右的可调度产能储备。

In the "Implementation Plan", it is proposed that by 2027, China will initially establish a coal production capacity reserve system, orderly approve the construction of a number of coal production capacity reserve projects, and form a certain scale of controllable production capacity reserves. By 2030, the production capacity reserve system will be more complete, the production capacity management system will be more refined, and efforts will be made to form controllable production capacity reserves of approximately 300 million tons per year.


我国少人化智能化矿山占比将进一步提高安全生产是煤炭工业发展的前提和保障,也是近几年煤矿建设改造的重点,和安全生产相关的少人化、智能化矿山已经成为煤炭行业发展的趋势。

近日,国家矿山安监局等七部门发布《关于深入推进矿山智能化建设促进矿山安全发展的指导意见》,指出到2026年,我国将建立完整的矿山智能化标准体系,针对重大灾害可以智能预警,全国煤矿智能化产能占比不低于60%,煤矿、非煤矿山危险繁重岗位作业智能装备或机器人替代率分别不低于30%、20%,全国矿山井下人员减少10%以上,打造一批单班作业人员不超50人的智能化矿山。到2030年,矿山本质安全水平将大幅提升。

By 2030, the intrinsic safety level of mines will be significantly improved.
