自2006年4月中土两国签署天然气合作总协议以来,中土天然气合作从无到有、从小到大,从单一贸易走向全产业链协同,累计输气超4600亿立方米,成为国际能源合作的成功典范。值此20周年之际,4月16日,纪念中土天然气合作总协议签署20周年研讨会在阿什哈巴德召开,中国石油集团董事长戴厚良应邀出席并致辞。

Since April 2006 when China and Turkey signed the comprehensive gas cooperation agreement, the cooperation between the two countries has grown from nothing to something, from small to large, and from single trade to full-chain collaboration. The cumulative gas transmission volume has exceeded 460 billion cubic meters, making it a successful model of international energy cooperation. On April 16th, to mark the 20th anniversary of the signing of the comprehensive gas cooperation agreement, a seminar to commemorate the 20th anniversary was held in Ashgabat. Dai Houliang, the chairman of China National Petroleum Corporation, was invited to attend and delivered a speech.


戴厚良表示,当前世界百年变局加速演进,全球能源格局深刻调整,全面深化中土两国能源合作更具重要战略意义。中国石油愿在两国领导人的战略引领下,稳步推进重点项目建设和运营,进一步拓展多元合作领域,促进人文合作与民心相通,强化沟通协作与风险防控,全力推动中土能源合作向更高水平、更宽领域、更深层次迈进,为构建中土命运共同体作出更大贡献。

Dai Houliang stated that at present, the world is undergoing rapid changes in the century-long transformation, and the global energy landscape is undergoing profound adjustments. Comprehensive deepening of energy cooperation between China and Turkey holds even greater strategic significance. China National Petroleum Corporation is willing to, under the strategic guidance of the leaders of both countries, steadily advance key project construction and operation, further expand diverse cooperation areas, promote cultural cooperation and people-to-people connectivity, strengthen communication and collaboration as well as risk prevention, and fully promote China-Turkey energy cooperation to a higher level, broader scope and deeper depth. This will contribute more to building a China-Turkey community of shared future.


“中土两国友谊根深、伙伴情长,双边关系正处于历史最好时期,能源合作前景广阔、大有可为。”展望未来,戴厚良表示,中国石油愿携手土方合作伙伴,发扬“中国—中亚精神”,共促产业繁荣、共享发展成果、共架友谊桥梁,推动能源合作奔腾向前、再创辉煌。

The friendship between China and Turkmenistan is deep-rooted and the partnership is long-lasting. The bilateral relations are currently at their best in history, and the prospects for energy cooperation are broad and promising. Looking to the future, Dai Houliang stated that China National Petroleum Corporation is willing to work together with its Turkmenistan partners, carry forward the "China-Central Asia Spirit", jointly promote industrial prosperity, share development achievements, and build bridges of friendship. This will drive energy cooperation to advance and achieve greater success.


“加强能源合作,造福中土人民”,是习近平主席对中土能源合作的殷切期望与深情寄语。20年来,中土双边贸易额增长了近20倍,中国连续多年稳居土库曼斯坦第一大贸易伙伴地位。依托鲜明的资源互补优势,天然气合作成为拉动双边经贸往来的核心引擎,更成为共建“一带一路”倡议同土库曼斯坦“复兴丝绸之路”战略深度对接的重要载体。

Over the past 20 years, the bilateral trade volume between China and Turkmenistan has increased by nearly 20 times. China has consistently ranked as Turkmenistan's top trading partner for many consecutive years. Leveraging the distinct advantages of resource complementarity, natural gas cooperation has become the core driving force for bilateral economic and trade exchanges, and has also become an important carrier for the deep integration of the "Belt and Road Initiative" with Turkmenistan's "Revival of the Silk Road" strategy.


作为中国企业“走出去”开展能源合作的主力军,中国石油与土库曼斯坦相关合作方因一场惊心动魄的抢险攻坚而筑牢深度互信的基石。2006年,奥斯曼3井突发井喷,现场烈焰冲天,裹挟着高温剧毒的高含硫天然气喷涌而出,让险情成为一道世界级处置难题。中国石油精锐抢险团队临危受命,创新采用“压火清障+带火切割”工艺,在高温、剧毒、缺水的极端条件下连续奋战99天,成功制服“火龙”,创造出国际油气抢险史上的灭火奇迹,以专业精神和过硬技术赢得土方的高度信赖。

As the leading force for Chinese enterprises to "go global" and engage in energy cooperation, China National Petroleum Corporation and its relevant partners in Turkmenistan have laid the foundation of deep mutual trust through a thrilling rescue operation. In 2006, well No. 3 in Osman experienced a blowout, with flames shooting up in the air and high-sulfur natural gas with high temperature and toxicity gushing out, turning the situation into a world-class handling challenge. The elite rescue team of China National Petroleum Corporation was entrusted with the mission under dire circumstances, innovatively adopting the "pressure fire clearance + burning cutting" technique. They fought continuously for 99 days under extreme conditions of high temperature, toxicity, and water shortage, successfully subduing the "fire dragon" and creating a fire-extinguishing miracle in the international oil and gas rescue history. With their professional spirit and excellent skills, they won the high trust of the Turkmen side.


2007年,双方正式签署巴格德雷合同区产品分成合同,中国石油阿姆河天然气公司应运而生,中土能源合作迈入规模化、长期化新阶段。

In 2007, the two parties officially signed the product sharing contract for the Bagderay contract area. The China Petroleum Amur Gas Company was thus established, marking a new stage of large-scale and long-term cooperation between China and Turkey in the energy sector.


起步即攻坚。面对阿姆河右岸盐下复杂地质构造与西方公司“勘探禁区”的判定,阿姆河天然气公司以技术突破为利刃,成功发现并探明6个千亿立方米级大气区,累计新增天然气地质储量超万亿立方米。

Start with tackling the toughest challenges. In the face of the complex geological structure beneath the Amur River's right bank and the Western Company's determination to classify it as an "exploration Restricted Area", the Amur River Natural Gas Company used technological breakthroughs as a sharp weapon, successfully discovering and confirming 6 trillion cubic meters-class gas fields, with a cumulative increase in natural gas geological reserves exceeding one trillion cubic meters.


在此基础上,高质量建成千万吨级油气当量的现代化大气区、2座大型天然气处理厂及完善的集输配套体系,天然气年处理能力达170亿立方米。投产以来,项目高效稳产、屡创佳绩,连续多年超额完成供气任务。

Based on this, a modern gas field with a production capacity of tens of millions of tons of oil and gas equivalents was successfully constructed, along with two large-scale natural gas processing plants and a complete pipeline transportation support system. The annual processing capacity of natural gas reached 17 billion cubic meters. Since its commissioning, the project has achieved efficient and stable production, achieving numerous remarkable results and consistently exceeding the gas supply targets for consecutive years.


汩汩蓝金通过横跨中亚、全长约1800公里的中国—中亚天然气管道,惠及国内22个省区市5亿多人,为保障国家能源安全、推动绿色低碳转型、助力“双碳”目标实现作出重要贡献。

The gurgling blue and gold gas, through the China-Central Asia natural gas pipeline that spans Central Asia and is approximately 1,800 kilometers long, benefits 500 million people in 22 provinces and regions across the country, making significant contributions to ensuring national energy security, promoting green and low-carbon transformation, and facilitating the realization of the "carbon neutrality" goal.


多年来,中国石油驻土企业深入落实两国元首重要共识,各展所长、协同发力,以技术突破瓶颈、以服务赋能发展、以协同释放效能,推动双方合作由单一勘探开发向涵盖勘探开发、管道运输、工程建设、技术服务、油气贸易“五位一体”全链条格局跃升。

Over the years, the Chinese oil companies operating in Turkmenistan have earnestly implemented the important consensus reached by the heads of the two countries. Each has showcased its strengths and worked together to break through technological bottlenecks, empower development through services, and release efficiency through collaboration. This has led to a significant transformation in their cooperation, moving from a single focus on exploration and development to a comprehensive "five-in-one" full-chain model covering exploration and development, pipeline transportation, engineering construction, technical services, and oil and gas trade.


在卡拉库姆沙漠腹地,巨厚盐膏岩层、不均匀裂缝发育、超高压地质条件等世界级开发难题,曾长期制约气田产能释放。“对于一般气藏,我们用地震勘探技术给地下储层这块蛋糕做‘X光扫描’,就能看到糖果在蛋糕的哪个位置。但阿姆河右岸地层中的巨厚变形盐膏岩,就像给蛋糕套了金属罩,糖果在哪里看不清、认不准。

In the heart of the Karakum Desert, the world-class development challenges such as thick salt rock layers, uneven fractures, and ultra-high pressure geological conditions have long hindered the release of the gas field's production capacity. "For ordinary gas reservoirs, we use seismic exploration technology to conduct an 'X-ray scan' of the underground reservoir, allowing us to determine where the 'candies' are located within the 'cake'. However, the thick deformed salt rock layers in the right bank of the Amu Darya River are like a metal cover over the cake, making it impossible to clearly identify or determine the location of the 'candies'."


”阿姆河天然气公司勘探事业部副经理龚幸林说。不服输的中国石油地质专家系统梳理各类勘探资料,反复推演、深化研究,创新提出“台缘斜坡缓坡礁滩复合体”沉积理论,成功破译了这片特殊地质区域的成藏“密码”,使探井成功率从19%跃升至88%,节省勘探成本超2亿美元,显著提升了资源发现效率。

Gong Xinglin, the deputy manager of the Exploration Department of Amur River Natural Gas Company, said. The unyielding Chinese petroleum geologists systematically reviewed various exploration data, repeatedly analyzed and deepened their research, innovatively proposed the "platform-edge gentle slope reef and beach complex" sedimentary theory, successfully deciphered the "code" of reservoir formation in this special geological area, increasing the success rate of exploration wells from 19% to 88%, saving over 200 million US dollars in exploration costs, and significantly improving the efficiency of resource discovery.


围绕不同类型储层,项目团队集成研发特大型整装高含硫气藏高效开发配套技术等四大开发配套技术,成功推动“低产井”向“高产井”转变;针对复杂高压地层钻井难题,攻关形成安全钻完井技术体系,使钻井成功率由之前的不足30%提升至100%,树立起海外“井控安全”标杆。

For different types of reservoirs, the project team integrated and developed four major development supporting technologies, including advanced technologies for the efficient development of large-scale, fully-equipped high-sulfur gas reservoirs. This successfully transformed "low-yield wells" into "high-yield wells". In response to the drilling challenges in complex high-pressure formations, they conducted research and developed a safe drilling and completion technology system, increasing the drilling success rate from less than 30% to 100%. This established an overseas benchmark for "well control safety".


凭借在盐下碳酸盐岩复杂气藏勘探开发、工程建设、安全运营等领域的卓越实践,阿姆河右岸盐下复杂碳酸盐岩气田群开发项目荣获2013年中国国际矿业大会“最佳开发奖”,成为当年全球油气领域备受瞩目的明星项目。该项目还先后斩获国家科学技术进步奖二等奖1项、省部级科技奖10项,凭借核心技术形成独特竞争优势。

Thanks to its outstanding practices in the exploration, development, engineering construction and safe operation of complex carbonate gas reservoirs beneath salt layers, the Amur Right Bank Complex Carbonate Gas Field Group Development Project was awarded the "Best Development Award" at the 2013 China International Mining Conference, becoming a highly regarded star project in the global oil and gas sector that year. The project has also won the National Science and Technology Progress Award Second Prize once and provincial and ministerial-level science and technology awards ten times. It has formed unique competitive advantages through its core technologies.



工程建设铸就产能坚实根基。中国石油工程建设队伍以全产业链EPC总承包能力,高效推进一系列重点工程。阿姆河项目一期工程,仅用18个月便高质量建成投产,较国际常规周期缩短近一半,创造了令人惊叹的“中国速度”;由工程建设公司承建的土库曼斯坦复兴气田第一天然气处理厂,以年处理能力超百亿立方米的规模,跻身亚洲超大规模天然气处理厂行列。

Engineering construction has laid a solid foundation for production capacity. The engineering construction team of China National Petroleum Corporation, with its full-process EPC general contracting capabilities, has efficiently advanced a series of key projects. The first phase of the Amu Darya Project was completed and put into operation with high quality in just 18 months, nearly halving the international conventional cycle, and creating an astonishing "Chinese speed"; the first natural gas processing plant of the Turkmenistan Revival Gas Field, constructed by the engineering construction company, has an annual processing capacity of over 10 billion cubic meters, ranking among the largest-scale natural gas processing plants in Asia.


中国石油建设者们在沙漠腹地创造出一个又一个奇迹,赢得了土库曼斯坦各界的高度赞誉,时任土库曼斯坦总统库尔班古力·别尔德穆哈梅多夫盛赞中国石油人为“英雄般的建设者”。

The Chinese oil construction workers have created one miracle after another in the heartland of the desert, earning high praise from all sectors of the people in Turkmenistan. The then President of Turkmenistan, Kurbanqul Beyberdumahmedov, highly praised the Chinese oil workers as "heroic builders".


土库曼斯坦复兴气田3口高难度疑难探井,曾因高温高压、高含硫、恶性井漏等世界级难题,让西方公司两次进场均以失败告终、被迫封井。川庆钻探公司迎难而上,不仅凭借自主核心技术顺利完钻,更成功打出高产气流,相继刷新当地单井最高测试产量纪录,一举打破了“西方技术不可替代”的行业神话。

The three highly challenging and difficult exploration wells in the Turkmenistan Revival Gas Field encountered world-class problems such as high temperature and pressure, high sulfur content, and severe well leakage. These problems led Western companies to fail twice when they entered the site and were forced to seal the wells. However, Chuanqing Drilling Company overcame these difficulties. Not only did they successfully complete the drilling with their own core technologies, but they also successfully produced high-yield gas flows. They successively broke the local single-well highest test production record and completely shattered the industry myth that "Western technologies are indispensable".


为了给复杂气田提供持续的技术支持,川庆钻探在土库曼斯坦设立了首个海外技术专家工作室——“吉永忠工作室”。作为工作室的带头人,吉永忠带领团队完成10余项科研成果的应用,成功解决了缝洞型气藏复杂井漏治理等多项技术难题。

In order to provide continuous technical support for complex gas fields, Cangjing Drilling established the first overseas technical expert studio in Turkmenistan - the "Ji Yongzhong Studio". As the leader of the studio, Ji Yongzhong led the team to complete over 10 scientific research achievements and successfully solved a number of technical problems such as the complex well leakage treatment in fracture-dip type gas reservoirs.


与此同时,该公司依托自主研发的精细控压钻井技术,实现井筒压力精准调控,显著降低了现场作业风险;通过自主研制的CG-STEER旋转导向钻井系统,在阿姆河气田实现智能化钻井新突破。

Meanwhile, relying on its independently developed precise pressure control drilling technology, the company has achieved precise regulation of wellbore pressure, significantly reducing on-site operation risks; through the self-developed CG-STEER rotary steering drilling system, it has made a new breakthrough in intelligent drilling in the Amur Gas Field.


一系列先进技术,让中国石油技术服务成为当地气田开发的硬核底气,也让川庆钻探成为土库曼斯坦主要外国钻井承包商之一。

A series of advanced technologies have made China's petroleum service technology a solid backing for the development of local gas fields, and also made Chuanqing Drilling one of the major foreign drilling contractors in Turkmenistan.


在装备制造领域,中国石油集团济柴动力有限公司自主研制的4兆瓦抗硫电驱往复式压缩机等关键设备,凭借卓越的产品性能与完整的质控体系,战胜长期以来主导市场的欧美产品,实现了中国石油大型往复式压缩机装备在中亚地区的首次应用,不仅降低了项目成本,而且提升了中国石油装备在国际能源市场的竞争力。

In the field of equipment manufacturing, the 4-megawatt sulfur-resistant electric-driven reciprocating compressor and other key equipment independently developed by China National Petroleum Corporation Jiechai Power Co., Ltd., with its outstanding product performance and complete quality control system, overcame the European and American products that had long dominated the market, achieving the first application of China National Petroleum's large-scale reciprocating compressor equipment in Central Asia. This not only reduced project costs but also enhanced the competitiveness of China National Petroleum's equipment in the international energy market.


在贸易领域,中国石油国际事业有限公司充分利用中亚四国协调会平台,加强与气源方和管输方协调合作,搭建稳定高效的天然气贸易保供体系,强化跨国产能协同与保供调度,为保障中亚管道气平稳顺畅运行发挥了关键作用。
