外媒:日本计划解除煤炭火力发电限制

    据日经中文网报道,日本政府作为应对中东局势动荡的紧急措施,将解除对煤炭火力发电的运行限制。

    According to the Nikkei China website, as an emergency measure to address the turmoil in the Middle East, the Japanese government will lift the operational restrictions on coal-fired power generation.


    报道称,此前为减少二氧化碳排放而被限制运行的老旧设备,将从4月起在一年内临时恢复运行。日本政府希望通过提高不依赖中东资源的煤电比例,确保电力稳定供应,但这一举措也被认为与脱碳政策相悖。

    It is reported that the outdated equipment that was previously restricted from operation to reduce carbon dioxide emissions will be temporarily resumed from April and will continue for one year. The Japanese government hopes to ensure stable power supply by increasing the proportion of coal power that does not rely on resources from the Middle East. However, this measure is also regarded as contradicting the decarbonization policy.


    据报道,日本经济产业省计划最快27日向省内审议会提出该方案,并协调由日本首相高市早苗正式对外宣布。该措施被定位为继释放石油储备之后的能源供需稳定对策,旨在降低因燃料采购困难导致电力供需紧张的风险。

    It is reported that the Ministry of Economy, Trade and Industry of Japan plans to submit this plan to the internal review committee as early as on the 27th and coordinate with Japanese Prime Minister Koizumi Masako to officially announce it to the public. This measure is positioned as an energy supply and demand stability strategy following the release of oil reserves, aiming to reduce the risk of power supply and demand tension caused by difficulties in fuel procurement.


    据悉,日本电力结构中,火力发电占比接近七成,其中三成多使用液化天然气(LNG),近三成使用煤炭,不到一成使用石油。日本进口原油约九成依赖中东,LNG也有一成多来自中东。

    It is reported that in Japan's power structure, thermal power accounts for nearly 70% of the total. Among this, over 30% uses liquefied natural gas (LNG), nearly 30% uses coal, and less than 10% uses oil. Japan imports approximately 90% of its crude oil from the Middle East, and over 10% of its LNG also comes from the Middle East.


    报道提到,日本采购的大部分原油都需经过霍尔木兹海峡,而该海峡目前实际上处于封锁状态。虽然多数LNG通过不经过霍尔木兹海峡的长期合同获得,但日本政府仍在推进中长期的风险分散。

    The report states that most of the crude oil purchased by Japan has to pass through the Strait of Hormuz, which is currently actually under blockade. Although most of the LNG is obtained through long-term contracts that do not involve the Strait of Hormuz, the Japanese government is still promoting medium- and long-term risk diversification.
