中国石油网消息:晴空万里,绿野无垠,吉林油田35万千瓦风电项目“加速跑”。截至5月9日,该项目所涉及的56台风机已全部吊装完成,项目主体工程取得关键性进展,全面转入集电线路施工与设备调试收官阶段。

China Oil News: Under clear blue skies and vast green fields, the 350,000-kilowatt wind power project of Jilin Oilfield is "accelerating its progress". As of May 9th, all 56 wind turbines involved in the project have been successfully installed. The main project has made a crucial progress and has now fully shifted to the construction of the collection lines and the final stage of equipment debugging.


“35万千瓦风电项目开工时正值冬季,天寒地冻;进入春季,整个施工又面临风大、道路翻浆等重重困难。”在紧张的施工现场,吉林油田新能源建设项目部副经理曲乃涛介绍说。面对诸多挑战,新能源生产建设一线广大员工不等不靠,主动加压,起早贪黑抢进度、要质量,从而保障了项目安全平稳高效推进。

"The 350,000-kilowatt wind power project was initiated in winter, with severe cold and freezing conditions. As spring arrived, the entire construction faced numerous difficulties such as strong winds and road slumping. " Qu Naitao, the deputy manager of the New Energy Construction Project Department of Jilin Oilfield, explained at the tense construction site. Facing numerous challenges, the vast number of employees on the front line of new energy production and construction did not wait or rely on others. They actively stepped up their efforts, working day and night to accelerate progress and ensure quality, thus ensuring the safe, smooth and efficient progress of the project.


作为吉林油田45万千瓦风光发电项目的重要组成部分,该风电项目与10万千瓦光伏项目始终协同推进。截至目前,10万千瓦光电项目已并网运行近3个月,累计外输绿电3619万千瓦时;35万千瓦风电项目2025年12月份正式开工,现已完成了总工程量的90%。其中,56台风机基础桩、承台浇筑、吊装、集电线路挖沟均100%完成,250千米电缆已全部到货,正紧锣密鼓进行着敷设施工。

As an important part of the 450,000-kilowatt wind and solar power generation project of Jilin Oilfield, this wind power project has been consistently advancing in coordination with the 100,000-kilowatt photovoltaic project. Up to now, the 100,000-kilowatt photovoltaic project has been connected to the grid for nearly 3 months, and a total of 36,190,000 kilowatt-hours of green electricity has been exported; the 350,000-kilowatt wind power project officially started construction in December 2025 and has now completed 90% of the total project volume. Among them, the foundation piles, abutment pouring, hoisting, and trench excavation for 56 wind turbines have all been 100% completed, and 250 kilometers of cables have all arrived, and the laying construction is currently in full swing.


项目开工以来,吉林油田在总结以往建设经验基础上,攻坚克难,精准施策,从安全质量、进度管控、季节应对、投资压降等多维度发力,不断加快施工步伐,有效防控各类风险,从而跑出了项目建设“加速度”。

Since the project started, Jilin Oilfield has, based on its previous construction experience, overcome difficulties, adopted precise measures, and exerted efforts in multiple dimensions such as safety and quality, progress control, seasonal adaptation, and investment reduction. It has continuously accelerated the construction pace and effectively controlled various risks, thus achieving a "speed-up" in project construction.


施工中,吉林油田严格规范埋地、敷设、回填等工序,加强现场过程管控,确保项目安全平稳实施。在重点时段,项目现场全面启动升级管理模式,聚焦现场风险管控,坚持“严字当头、实字托底”,增强全员安全意识,不断提升现场安全管理水平。在质量管控方面,从设计、采购到施工全过程,专人负责、严把关口,不断夯实“安全工程”“精品工程”基础。

During the construction process, Jilin Oilfield strictly standardized the procedures of underground laying, installation, and backfilling, strengthened on-site process control, and ensured the safe and smooth implementation of the project. During key periods, the project site fully implemented an upgraded management model, focused on on-site risk control, adhered to the principle of "strictness at the forefront and reliability at the bottom", enhanced the safety awareness of all staff, and continuously improved the on-site safety management level. In terms of quality control, from design, procurement to construction throughout the process, dedicated personnel were responsible and strict controls were implemented, continuously consolidating the foundation of "safe projects" and "excellent projects".


吉林油田实施“挂图作战”模式,统筹作战,责任到人,提前摸排时间节点,进一步优化组织运行,倒排施工计划,集中力量分段施工,最大程度提升有效作业时长,确保各项施工按节点压茬推进,不断提升施工效率。项目部建立日调度、周例会及多方联动机制,高效疏通各施工卡点。针对主机等关键物资,采取通知函、现场催办等方式,保证及时供应。在施工高峰期,25个机位同步施工,创下了日打桩132根的历史纪录,保障了项目高效推进。

Jilin Oilfield has adopted the "map-based operation" model, coordinating operations, assigning responsibilities to individuals, conducting early exploration of timeframes, further optimizing organizational operations, developing a reverse construction plan, concentrating efforts on segmental construction, maximizing the effective working hours, ensuring that all construction progresses in a sequential manner according to the nodes, and continuously improving construction efficiency. The project department has established a daily scheduling, weekly meeting, and multi-party coordination mechanism to efficiently resolve various construction bottlenecks. For key materials such as main equipment, notification letters and on-site urging methods are adopted to ensure timely supply. During the peak construction period, 25 machine positions were working simultaneously, setting a historical record of 132 piles being driven per day, ensuring the efficient progress of the project.


连日来,针对东北地区各类施工难点,吉林油田结合工程建设需要,统筹安排项目建设节奏。抓牢吊装窗口期,各级管理人员利用“全球潮汐”风力预测,时刻关注风力情况,依据气象预报刚性执行错峰施工,优先安排风速平稳时段吊装,坚决做到“不抢工、不冒险、不蛮干”;针对道路翻浆情况,优先完成低洼地带风机吊装,提前修垫进场道路,备足管排、铁板等应急物资;面对春耕影响,吉林油田主动对接乾安县政府,加强与乡镇、村屯及村民的沟通,做好政策宣讲,争取理解支持,及时化解问题,为项目平稳推进营造和谐环境。

Over the past few days, in response to various construction difficulties in the northeastern region, Jilin Oilfield has coordinated the construction schedule based on the needs of the engineering projects. They seized the window period for hoisting, and all levels of management personnel utilized "global tidal" wind force predictions to closely monitor the wind conditions. They strictly implemented staggered construction based on the weather forecast and prioritized hoisting during periods with stable wind speeds. They firmly avoided "overworking, taking risks, and overdoing things". Regarding the road slumping issue, they prioritized the hoisting of wind turbines in low-lying areas, repaired and padded the access roads in advance, and prepared sufficient emergency supplies such as pipes, drainage systems, and iron plates. Facing the impact of spring farming, Jilin Oilfield actively reached out to the government of Gan'an County, strengthened communication with townships, villages, and villagers, conducted policy explanations, sought understanding and support, and promptly resolved problems, creating a harmonious environment for the smooth progress of the projects.

The entire staff of Jilin Oilfield have adopted the concept that "today's investment is tomorrow's cost", deeply explored the potential for cost control, and insisted on exerting efforts throughout the entire process from design, procurement, construction to settlement to achieve effective cost management.
