据国家矿山安全监察局湖南局公布的《湖南省煤业集团马田矿业有限公司新星煤矿“1•17”顶板事故调查报告》，2026年1月17日13时01分，湖南省煤业集团马田矿业有限公司新星煤矿（以下简称新星煤矿）发生一起顶板事故，造成2人遇难，直接经济损失240.84万元。

According to the "Investigation Report on the Roof Collapse Accident at Xinxing Coal Mine of Maitian Mining Company of Hunan Coal Industry Group" released by the Hunan Bureau of the National Mine Safety Supervision Administration, on January 17, 2026 at 13:01, a roof collapse accident occurred at Xinxing Coal Mine of Maitian Mining Company of Hunan Coal Industry Group (hereinafter referred to as Xinxing Coal Mine), resulting in 2 deaths and direct economic losses of 2.4084 million yuan.

　　经调查认定，新星煤矿“1•17”顶板事故是一起因作业人员违章作业、现场管控不到位等导致的一般生产安全责任事故。

After investigation, it was determined that the "1•17" roof collapse accident at Xinxing Coal Mine was a general production safety liability accident caused by the violation of work procedures by the workers and the inadequate on-site management.

　　事故直接原因是：2167A切眼掘进工作面上山掘进遇地质构造，煤层松软、厚度变厚、倾角增大，容易垮塌冒落；作业人员违章作业导致工作面垮冒，2名作业人员被埋压窒息遇难。

The direct cause of the accident was as follows: During the uphill excavation of the 2167A tunnel, the geological structure was encountered, resulting in a soft coal layer, increased thickness, and a greater inclination angle, making it prone to collapse and caving. The workers violated operating procedures, causing the working face to collapse and cave in. Two workers were buried and suffocated to death.

　　间接原因则包含：现场安全管控不力、技术审批管理不严、安全教育培训缺位、内部监督管理失效、管理机构人员不健全等。

The indirect causes include: inadequate on-site safety control, lax technical approval management, absence of safety training, failure of internal supervision and management, and incomplete management institutions and personnel.

　　报告给出了处理建议：对新星煤矿“1•17”顶板事故15名相关责任人员建议给予行政处罚、党纪政务处分或组织处理，对事故责任单位给予行政处罚。
