为全面贯彻落实上级关于安全生产、生态环保及消防工作的系列部署要求，深刻汲取近期事故教训，切实防范春季气候多变、复工复产叠加引发的安全环保风险，3月24日，铁路运销组织开展2026年春季安全环保消防综合大检查，统筹推进安全隐患排查、环保合规管控、消防风险整治三大重点，全力筑牢春季安全生产防线。

In order to fully implement the series of deployment requirements on safety production, ecological environmental protection and fire prevention issued by the higher authorities, deeply learn from the recent accident lessons, and effectively prevent the safety and environmental risks caused by the changeable spring climate and the combined effect of resumption of work and production, on March 24th, the railway sales organization carried out a comprehensive spring safety, environmental protection and fire prevention inspection in 2026. It comprehensively promoted the three key tasks of safety hazard investigation, environmental compliance control and fire risk rectification, and made every effort to build a spring safety production defense line.

本次检查坚持按照“全覆盖、零死角、严排查、重实效”的原则，聚焦装车站、铁路专用线、储煤场、抑尘制剂库、行政办公区域等关键作业场所及重点环节，展开拉网式、地毯式排查。

This inspection adhered to the principles of "full coverage, zero blind spots, strict investigation, and high effectiveness", focusing on key operation areas such as loading stations, railway dedicated lines, coal storage yards, dust suppression agent warehouses, and administrative office areas, and conducting a comprehensive and thorough investigation.

检查内容紧扣春季安全特点，重点涵盖四大方面：

The inspection content closely aligns with the characteristics of spring safety, and mainly covers four aspects:

一是安全管理方面，重点核查设备设施运维、现场作业规范、吊装作业、用电安全、警示标识设置等情况，严查设备带病运行、作业流程不规范、隐患整改不到位等问题；

In terms of safety management, the focus is on verifying aspects such as equipment and facility operation and maintenance, on-site work procedures, lifting operations, electrical safety, and the setting of warning signs. We will strictly investigate issues such as equipment operating with faults, non-compliant work procedures, and inadequate rectification of hidden dangers.

二是环保管控方面，重点检查抑尘剂使用、废水处置、煤泥清理、轨道及道床污染物清理等工作落实情况，强化扬尘防控、生态环保闭环管理，杜绝环保隐患；

Second, in terms of environmental protection control, the focus is on checking the implementation of tasks such as the use of dust suppressants, wastewater disposal, coal sludge removal, and cleaning of pollutants on tracks and ballast. We will strengthen dust prevention control and implement closed-loop management for ecological and environmental protection, and eliminate any environmental protection risks.

三是消防管理方面，重点排查消防设施维保、安全出口指示、消防器材巡检记录、动火作业管控等内容，整治消防设施失效、管理不规范等问题；

Thirdly, in terms of fire safety management, the focus is on checking aspects such as the maintenance of fire-fighting equipment, the indication of safety exits, the inspection records of fire-fighting equipment, and the control of hot work operations. Issues such as the failure of fire-fighting facilities and non-compliant management will be addressed.

四是复工复产方面，重点核实节后设备重启检查、人员安全培训、岗位责任落实等情况，确保复工复产衔接有序、安全可控。

Fourth, in terms of resumption of work and production, the focus is on verifying the situations such as equipment restart inspections after the holiday, personnel safety training, and the implementation of job responsibilities, to ensure that the resumption of work and production proceeds in an orderly and safe manner.

针对排查发现的隐患问题，建立隐患整改台账，明确整改责任人、整改措施和完成时限，实行闭环管理。同时向现场作业人员普及春季安全环保消防知识，强化岗位人员风险防范意识，提升应急处置能力。

For the identified potential hazards, a detailed ledger for rectification should be established, specifying the person responsible for the rectification, the rectification measures, and the completion time limit. A closed-loop management system should be implemented. At the same time, spring safety, environmental protection and fire safety knowledge should be popularized among on-site workers, enhancing their awareness of risk prevention and improving their emergency response capabilities.
