On October 4th local time, the Organization of the Petroleum Exporting Countries (OPEC) issued a statement saying that the seven major OPEC+ oil-producing countries have decided to maintain their crude oil production levels for November unchanged, at the same level as in October. This decision means that the relevant production levels will remain unchanged for the second consecutive month.

Representatives from Saudi Arabia, Russia, Iraq, Kuwait, Kazakhstan, Algeria and Oman held an online meeting on the same day to assess the current situation and prospects of the global oil market.

与会各国重申，将继续遵守“欧佩克+”合作框架下的相关产量安排，并根据国际石油市场情况按月评估后续产量政策。七国下一次会议将于11月1日举行。

The participating countries reaffirmed that they will continue to abide by the relevant production arrangements under the "OPEC+" cooperation framework and will assess the subsequent production policies on a monthly basis based on the international oil market conditions. The next meeting of the seven countries will be held on November 1st.

“欧佩克+”由欧佩克成员国与俄罗斯等非欧佩克产油国组成。2025年3月，上述7国加上目前已退出欧佩克的阿联酋共同决定，自同年4月1日起逐步增加原油产量。此后，8国每月保持增产直到12月。2026年1月至3月，由于季节性因素8国暂停增产。此后，8国宣布4月起重新开始增产。5月1日，阿联酋正式退出欧佩克及“欧佩克+”。

"OPEC+" is composed of member countries of OPEC and non-OPEC oil-producing countries such as Russia. In March 2025, the seven countries mentioned above, along with the United Arab Emirates which has already withdrawn from OPEC, jointly decided to gradually increase crude oil production starting from April 1 of the same year. Subsequently, the eight countries maintained the increase in production every month until December. From January to March 2026, the eight countries suspended the increase in production due to seasonal factors. After that, the eight countries announced that they would resume the increase in production starting from April. On May 1, the United Arab Emirates officially withdrew from OPEC and "OPEC+".
