煤矿安全，电力先行。进入7月以来，吕梁地区气温持续攀升，煤矿井下通风、排水、提升等关键设备用电负荷增大，任何电力环节的“小隐患”都可能酿成不可挽回的“大事故”。为深刻汲取沁源县“5·22”煤矿瓦斯爆炸事故教训，孝义公司用电检查班主动配合市能源局、应急管理局，于7月9日组成联合检查组，对辖区内4户高危重要煤矿用户，开展了一次全方位、立体化的用电安全“体检”。

Coal mine safety, starting with power supply. Since July, the temperature in the Lüliang area has been continuously rising. The power consumption of key equipment such as ventilation, drainage, and hoisting in the coal mines has increased. Any "minor hazard" in the power supply process could lead to an irreparable "major accident". To deeply learn from the "5·22" coal mine gas explosion accident in Qinyuan County, the Electricity Inspection Team of Xiaoyi Company actively cooperated with the Municipal Energy Bureau and the Emergency Management Bureau. On July 9th, they formed a joint inspection team and conducted a comprehensive and three-dimensional electricity safety "checkup" for 4 high-risk and important coal mine users within the jurisdiction.

政企协同，不留死角。 联合检查组深入煤矿企业的地面变电所、配电室、备用发电机房等关键场所，重点对双电源配置及切换可靠性、继电保护定值及动作灵敏度、备用电源容量及启动时间、防雷接地系统有效性、井下电缆选型及绝缘状况、防爆电气设备完好率等六大类核心指标进行逐项核查。同时，详细查阅了用户电工持证上岗情况、设备预防性试验报告、应急预案及演练记录等安全管理资料，确保“硬件可靠、软件到位”。

Government and enterprise collaboration, without any omissions. The joint inspection team conducted in-depth inspections at key locations such as the surface substations, distribution rooms, and backup generator rooms of coal mining enterprises. They focused on verifying six core indicators, including dual power supply configuration and switching reliability, relay protection settings and action sensitivity, backup power capacity and startup time, effectiveness of lightning protection and grounding systems, selection and insulation status of underground cables, and the integrity rate of explosion-proof electrical equipment. At the same time, they carefully reviewed safety management materials such as the certification status of user electricians, equipment preventive test reports, emergency response plans and drill records, to ensure "hardware reliability and software completeness".

有患必治，闭环管理。 经全面排查，共发现部分安全工器具过期、自备发电机油料储备不足等各类用电安全隐患12处。对于能够现场整改的，工作人员立即协助用户完成处置;对于无法当场消除的隐患，公司依法依规向用户逐一下发《用电安全隐患整改通知书》，详细列明隐患内容、整改建议及整改时限，同步将隐患清单及整改要求报备市能源局，形成“排查—告知—备案—督促—复核”的全链条闭环管理模式，确保隐患治理件件有着落、事事有回音。

For any illness, treatment must be provided and a closed-loop management system must be implemented. After a comprehensive investigation, a total of 12 various electrical safety hazards were identified, including some outdated safety tools and insufficient fuel reserves for self-provided generators. For those that could be rectified on-site, the staff immediately assisted the users in completing the handling; for the hazards that could not be eliminated on the spot, the company issued the "Electrical Safety Hazard Rectification Notice" to the users in accordance with the law and regulations, detailing the hazard content, rectification suggestions, and rectification time limit. At the same time, the list of hazards and rectification requirements were reported to the Municipal Energy Bureau for record, forming a "Inspection - Notification - Record - Supervision - Recheck" full-chain closed-loop management model, ensuring that every hazard has a solution and every matter has a response.

以心换心，赢得认同。 检查过程中，工作人员主动向煤矿负责人及电工讲解隐患可能引发的严重后果，耐心解答技术疑问，提出优化用电方案的合理化建议。某煤矿机电负责人感慨道：“说实话，刚开始觉得你们是来找茬的，但经过一天检查和交流，发现你们是真正在帮我们堵塞安全漏洞。井下几百号兄弟的安全，每一个细节都不敢马虎。你们指出的问题实实在在，建议也很专业，太感谢了!”

In exchange for hearts, one gains recognition. During the inspection process, the staff members took the initiative to explain to the coal mine manager and the electricians the serious consequences that potential hazards might bring about, patiently answered technical questions, and proposed reasonable suggestions for optimizing the power usage plan. The mechanical and electrical manager of a certain coal mine expressed his feelings: "To be honest, at first I thought you were just looking for faults, but after a day of inspection and communication, I realized that you were truly helping us plug the safety loopholes. The safety of hundreds of workers underground cannot be careless about. The problems you pointed out are very real, and the suggestions are very professional. Thank you so much!"

此次政企联合专项检查，是孝义公司践行“生命至上、安全第一”理念的具体行动，也是供电企业主动融入地方安全治理大局的责任担当。下一步，公司将持续跟进隐患整改情况，配合政府部门开展复查验收，同时完善高危重要用户用电安全档案，建立定期巡检与应急联动长效机制，以更严标准、更实举措守护煤矿用电安全，为地方经济社会高质量发展筑牢电力“安全底座”。

This joint inspection by the government and the enterprise is a concrete action taken by Xiaoyi Company to implement the concept of "life first, safety foremost". It is also the responsibility and commitment of the power supply enterprise to actively integrate into the local safety governance framework. In the future, the company will continuously follow up on the rectification of hidden dangers, cooperate with the government to conduct re-examination and acceptance, and at the same time improve the electricity safety archives for high-risk and important users, establish a regular inspection and emergency linkage mechanism, in order to safeguard the electricity safety of coal mines with stricter standards and more practical measures, and lay a solid "power safety foundation" for the high-quality development of the local economy and society.
