能源安全关乎发展大局，电力输藏彰显国企担当。截至5月10日，甘肃电投集团自2016年以来已累计向西藏自治区输送电量超100亿千瓦时，达到104.1亿千瓦时。这超百亿度电量，是甘肃电投集团主动扛起省属能源国有企业政治责任，助力西藏实现从“用上电”到“用好电”的跨越。

西藏地区受自然条件与资源分布限制，季节性、结构性缺电问题曾是制约其发展的瓶颈之一。甘肃电投集团自觉将服务西藏电力保供纳入企业发展核心战略，构建常态化、规模化、稳定化送电机制，开启跨省跨区域保供之路。

Due to the limitations of natural conditions and resource distribution, seasonal and structural power shortages have been one of the bottlenecks restricting the development of the Xizang region. Gansu Power Investment Group consciously incorporated providing power support for Xizang into its core corporate strategy, established a regular, large-scale and stable power transmission mechanism, and embarked on the path of power supply guarantee across provinces and regions.

同时，依托甘肃省“风光水火储”多能互补的独特优势，落实甘藏省际电力互济长效机制，创新探索出“风光水火打捆外送”的跨区送电模式，通过科学调度，将波动性的风电、光伏与稳定的火电、水电进行捆绑输送，有效平抑了清洁能源出力曲线，实现了24小时不间断、稳定可靠的“电力套餐”直送西藏，精准满足了当地民生取暖、重大基础设施建设、特色产业发展及公共服务等关键领域的用电需求，用“甘肃电量”点亮雪域万家灯。

Meanwhile, leveraging the unique advantage of "wind, solar, water, and thermal power storage" in multi-energy complementarity in Gansu Province, we have implemented the long-term mechanism for inter-provincial power mutual assistance between Gansu and Xizang. We have innovatively explored the cross-regional power transmission model of "wind, solar, water, and thermal power bundled transmission". Through scientific scheduling, we bundled and transmitted the fluctuating wind power, photovoltaic power, and stable thermal power and hydropower, effectively smoothing out the output curve of clean energy and achieving 24-hour uninterrupted, stable and reliable "electricity packages" directly delivered to Xizang. This precisely met the electricity demands of key areas such as local people's livelihood heating, major infrastructure construction, characteristic industry development, and public services. With "Gansu electricity", thousands of households in the snowy region have their lights lit up.

多年耕耘，硕果累累。甘藏两省区的电力合作，既是跨区能源互补的务实之举，更是两省（区）守望相助、互利共赢的生动实践。特别是随着青海—西藏交直流联网工程（柴拉直流）等关键通道能力的提升，以及两省区中长期供电协议的扎实落地，送电规模已步入稳定增长通道。

Years of hard work have yielded fruitful results. The power cooperation between the two provinces (regions) of Gannan and Xizang is not only a practical move for cross-regional energy complementarity, but also a vivid practice of mutual support and mutual benefit between the two provinces (regions). Especially with the improvement of the capacity of key channels such as the Qinghai-Xizang AC-DC interconnection project (Chali DC), as well as the solid implementation of the medium and long-term power supply agreement between the two provinces (regions), the power transmission scale has entered a stable growth channel.

对于甘肃而言，这不仅是履行政治责任，也为甘肃省日益增长的清洁能源装机找到了稳定的外送市场，形成了“送得出、接得住、双方受益”的良性循环，成为区域能源优化配置的典范。

For Gansu Province, this not only fulfills its political responsibilities, but also finds a stable market for the increasing clean energy installations in the province, forming a virtuous cycle of "being able to supply, being able to receive, and benefiting both parties", and becoming a model for regional energy optimization allocation.
