问：近期，中东战事引发的能源危机波及诸多国家。我国目前油气资源的供应保障情况如何？

国家能源局综合司副司长张星表示，“十四五”以来，国家能源局坚持以能源安全新战略为指引，从战略性思考和系统性思维出发，立足世界能源生产、消费和进口大国的国情，统筹利用国际国内“两个市场、两种资源”，积极推进油气行业高质量发展，确保各种情形下的安全保供能力。

Zhang Xing, the deputy director of the Comprehensive Department of the National Energy Administration, stated, "Since the '14th Five-Year Plan' period, the National Energy Administration has been guided by the new energy security strategy. From a strategic perspective and with a systematic mindset, based on the national conditions of being a major energy producer, consumer, and importer in the world, it has comprehensively utilized both international and domestic 'two markets and two resources' to actively promote the high-quality development of the oil and gas industry and ensure the security and supply capacity under all circumstances."

一是大力提升油气勘探开发力度，稳步提升国内油气产量，原油产量持续保持年产2亿吨以上并创新高，天然气产量连续9年超百亿方增产。

First, we will significantly enhance the intensity of oil and gas exploration and development, steadily increase domestic oil and gas production, with crude oil output maintaining an annual level of over 200 million tons and reaching new highs, and natural gas output increasing by more than 10 billion cubic meters year after year.

二是加快推动油气基础设施规划建设，长输油气管道里程突破20万公里，油气“全国一张网”进一步拓展，液化天然气（LNG）总接收能力超过1.2亿吨/年。

Second, efforts have been accelerated to promote the planning and construction of oil and gas infrastructure. The mileage of long-distance oil and gas pipelines has exceeded 200,000 kilometers, further expanding the "national network" for oil and gas. The total receiving capacity of liquefied natural gas (LNG) has exceeded 120 million tons per year.

三是持续巩固完善多元油气进口体系建设，与全球近50个国家开展油气贸易合作，进口来源涵盖全球主要油气出口国，始终保持油气资源进口稳定可靠。此外，还持续开展油气消费可靠有序替代。

Thirdly, we continue to consolidate and improve the diversified oil and gas import system. We have established oil and gas trade cooperation with nearly 50 countries around the world, and our import sources cover major oil and gas exporting countries globally. We have maintained stable and reliable oil and gas resource imports. Additionally, we have continuously carried out reliable and orderly substitution of oil and gas consumption.

在上述工作的共同支撑促进下，我国油气行业产业韧性和灵活应对风险挑战能力不断增强。

With the joint support of these efforts, the industry resilience and the ability to flexibly respond to risks and challenges in China's oil and gas sector have been continuously enhanced.

今年以来，国家发展改革委、国家能源局认真落实党中央、国务院决策部署，会同有关方面积极应对外部环境变化，全力做好油气保供工作，通过稳产、多元化进口、价格临时调控等确保油气供应平稳有序，有效保障了经济平稳运行和民生需求。

Since the beginning of this year, the National Development and Reform Commission and the National Energy Administration have earnestly implemented the decisions and arrangements of the Central Committee and the State Council. In conjunction with relevant parties, they have actively responded to changes in the external environment and made every effort to ensure the supply of oil and gas. Through measures such as maintaining stable production, diversifying imports, and implementing temporary price control, they have ensured the stable and orderly supply of oil and gas, effectively safeguarding the stable operation of the economy and the needs of people's livelihood.

据行业监测，1-3月，我国原油产量5480万吨，同比增加1.3%；原油进口量14683.8万吨，同比增加8.9%；原油加工量预计达到18170万吨，同比增加3.1%。

According to industry monitoring, in the first three months, China's crude oil production was 54.8 million tons, an increase of 1.3% year-on-year; crude oil imports were 146.838 million tons, an increase of 8.9% year-on-year; and crude oil processing volume is expected to reach 181.7 million tons, an increase of 3.1% year-on-year.

问：今年4月，国际煤炭价格一度快速上涨，对我国煤炭安全稳定供应有何影响？

Question: In April this year, international coal prices rose rapidly. How did this affect the stable supply of coal in our country?

张星表示，今年4月以来，国际煤炭价格一度快速上涨，3月为传统煤炭消费淡季，但国际四大煤炭指数逆势上涨，最大涨幅达20%。

Zhang Xing stated that since April this year, international coal prices have risen rapidly. March was the traditional off-season for coal consumption, but the four major international coal indices still rose against the trend, with the maximum increase reaching 20%.

国家能源局持续跟踪分析中东局势对我国煤炭市场和能源安全保供的影响，紧盯煤炭生产、进口、需求等重点指标变化趋势，会同有关方面全力做好煤炭稳产稳供稳价，发挥好煤炭在能源供应体系中的兜底保障作用，圆满完成迎峰度冬煤炭保供任务。

The National Energy Administration has been continuously tracking and analyzing the impact of the situation in the Middle East on China's coal market and energy security supply. It closely monitors the changing trends of key indicators such as coal production, imports, and demand. In collaboration with relevant parties, it has made every effort to ensure stable coal production, supply, and pricing, playing a crucial role in providing a stable guarantee for the energy supply system. It has successfully completed the task of ensuring coal supply during the peak winter period.

1—3月，全国规上原煤产量12亿吨，同比增长0.1%。3月份，秦皇岛港5500大卡动力煤中长期合同价格为682元/吨，较2月上涨2元/吨，稳住了全国电煤供应基本盘，3月底，环渤海港口5500大卡动力煤现货平仓价753元/吨，较2月末上涨28元/吨，涨幅3.9%，较国际煤价增幅低10个百分点以上，有力保障了国内能源安全稳定供应。

From January to March, the national output of规模以上 raw coal reached 1.2 billion tons, with a year-on-year growth of 0.1%. In March， the long-term contract price of 5500 kcal thermal coal at Qinhuangdao Port was 682 yuan per ton, rising by 2 yuan per ton compared to February, stabilizing the basic supply of national thermal coal. By the end of March, the spot settlement price of 5500 kcal thermal coal at the Bohai Rim ports was 753 yuan per ton， up by 28 yuan per ton from the end of February， with an increase of over 3.9%， which was more than 10 percentage points lower than the increase in international coal prices， effectively ensuring the stable supply of domestic energy.

4月以来，全国煤炭日均调度产量持续处于1250万吨以上的较高水平，4月23日全国统调电厂存煤1.9亿吨，可用32天，处于历史较高水平，总的看国内煤炭市场总体呈现“价格微涨、库存充足、供需平稳”的特征，煤炭兜底保障作用显著。

Since April, the daily dispatch production of coal across the country has remained at a relatively high level of over 12.5 million tons. On April 23rd, the total coal reserves of all national dispatching power plants reached 190 million tons, sufficient for 32 days, which is at a historically high level. Overall, the domestic coal market has shown the characteristics of "slight price increase, sufficient inventory, and stable supply and demand", and the role of coal as a guarantee has been significantly demonstrated.
