4月22日，中共中央办公厅、国务院办公厅发布《关于更高水平更高质量做好节能降碳工作的意见》，强化节能降碳全流程监管。其中提到，常态化开展煤炭、石油、电力等能源消费相关指标跟踪监测，加强同类型地区指标比对分析，对目标进展滞后、指标不合理增长的及时提醒预警，视情精准采取调控措施。

4月21日从自然资源部了解到，我国绿色矿山建设取得积极进展，目前已建成省级以上绿色矿山超5500家。我国还将持续健全标准体系，加快推进煤炭、有色金属等绿色矿山建设行业标准升级为国家标准，补充制定露天矿山、地热矿泉水、海上油气等绿色矿山建设标准，并严格绿色矿山名录动态管理，及时移出不符合标准要求的矿山。

海关总署公布的数据显示，2026年3月份，全国出口煤炭38万吨，同比下降18.7%，环比下降32.14%。2026年1-3月份，全国累计出口煤炭138万吨，同比下降2.1%。

国家统计局24日公布的数据显示，4月中旬，全国煤炭价格涨跌平互现。其中：无烟煤（洗中块）价格955元/吨，较上期下降0.7%；山西优混（5500大卡）价格为768.7元/吨，较上期上涨1.2%；焦煤（主焦煤）价格为1500元/吨，较上期持平；焦炭（准一级冶金焦）价格为1404.7元/吨，较上期上涨0.6%。

内蒙古 21日，内蒙古自治区人民政府新闻办公室在呼和浩特市举行开局起步“十五五”内蒙古专题新闻发布会。内蒙古自治区党委常委、自治区人民政府常务副主席黄志强表示，内蒙古煤炭资源保有量超5000亿吨，占全国的1/3。“十四五”累计产量61亿吨、占全国总产量的1/4以上，85%的煤炭用于保供，保供量全国第一。“十五五”时期，内蒙古将继续加强国家煤炭供应保障基地的建设，通过“挖潜一批、新建一批、储备一批”，科学推进煤炭先进产能接续工作，把全区总产能稳定在13亿吨左右，坚决守牢国家能源安全底线。

今年，内蒙古全力加快推进煤矿项目建设，计划核准后新开工3处煤矿，建设规模2300万吨；同时推动2处煤矿顺利投产，新增产能920万吨。自治区还将力争5处煤矿获得国家核准，总规模4700万吨。“十五五”期间，内蒙古将通过“挖潜、新建、储备”并举，到2030年形成每年2360万吨产能的储备规模。

河北 张家口市重要生产资料市场监测系统显示，4月3日-10日，河北省张家口市煤炭均价为650.0元/吨，与基期持平。其中，动力煤（发热量5000-5500大卡）价格为650.0元/吨，与基期持平。预计后期将继续在合理区间内运行。

Hebei: The monitoring system for important production materials in Zhangjiakou City, Hebei Province, shows that from April 3rd to 10th, the average price of coal in Zhangjiakou City, Hebei Province was 650.0 yuan per ton, remaining the same as the base period. Among them, the price of thermal coal (with an ash content of 5000-5500 calories) was 650.0 yuan per ton, also remaining the same as the base period. 河南 据河南省商务厅监测，2026年3月份，河南省煤炭均价为779.61元/吨，环比下跌1.2%，同比上涨5%。从具体品种看，无烟煤环比上涨1.7%；烟煤环比下跌3.3%。

Henan: According to the monitoring by the Commerce Department of Henan Province, in March 2026, the average price of coal in Henan Province was 779.61 yuan per ton, down 1.2% compared with the previous month and up 5% compared with the same period last year. From the specific varieties, the price of anthracite rose by 1.7% compared with the previous month; the price of bituminous coal dropped by 3.3% compared with the previous month.

山东 日前，山东省人民政府印发《山东省国民经济和社会发展第十五个五年规划纲要》。纲要提出，优化煤矿开发和生产布局，科学释放先进产能，保持合理产能规模。完善以铁路、水路为骨干的煤炭多式联运体系。建设完善油气储备设施，强化煤炭实物储备管理，完善能源储备体系，全面提升应急保障能力。到2030年，山东煤炭、原油年产量分别稳定在8000万吨、2200万吨左右。

Shandong: Recently, the Shandong Provincial People's Government issued the "Outline of the 15th Five-Year Plan for the National Economy and Social Development of Shandong Province". The outline states that the development and production layout of coal mines should be optimized, advanced production capacity should be scientifically released, and a reasonable production capacity scale should be maintained. A multi-modal coal transportation system with railways and waterways as the backbone should be improved. Oil and gas reserve facilities should be constructed and improved, physical coal reserves should be strengthened, the energy reserve system should be perfected, and the emergency guarantee capacity should be comprehensively enhanced. By 2030, the annual output of coal and crude oil in Shandong Province should remain stable at around 80 million tons and 22 million tons respectively.

甘肃 近日，甘肃省政府发布《甘肃省国民经济和社会发展第十五个五年规划纲要》。纲要提出，强化煤炭、石油、天然气等传统能源兜底保障作用，加快释放煤炭优质产能，充分发挥煤电支撑调节作用。充分发挥煤炭“压舱石”作用，推动已核准煤矿项目建成投产，争取核准一批先进产能煤矿。持续优化煤炭产能布局，进一步完善生产供应体系，陇东地区重点建设大型现代化矿井，中部地区稳步提升煤炭供应能力，河西地区强化自给保障能力。大力推动煤炭绿色智能开发和清洁高效利用。到2030年，全省煤炭年产能达2亿吨，原煤年产量突破1亿吨。提升新疆煤炭入甘通道运输能力。

Longfeng Coal Mine: Recently, Huajin Coking Coal Longfeng Coal Mine successfully completed the project construction, joint trial operation, full-item acceptance, and production transition tasks, becoming the first transferred mine to be completed and put into operation in Shanxi Coking Coal. The Longfeng Coal Mine is located in Sanquan Town, Fenyang City, with an area of 14.4581 square kilometers. The approved production capacity is 1.2 million tons per year, the recoverable reserves are 53.03 Mt, the service life is 31.9 years, and it mainly extracts the 9+10+11 coal seams. 全国 应急管理部22日举行季度例行新闻发布会。应急管理部新闻发言人、新闻宣传司司长申展利介绍，一季度，全国生产安全事故总量明显下降，大部分地区和行业领域安全形势明显好转。全国共发生各类生产安全事故3258起、死亡和下落不明3122人，同比分别下降26.7%、22.7%，未发生特别重大事故。32个省级统计单位中，26个事故总量同比“双下降”。重点行业领域中，渔业船舶、煤矿、化工、建筑业、铁路运输、道路运输、航空运输等7个行业领域事故总量“双下降”。
