近日，国家能源局正式印发《关于新疆塔城白杨河矿区铁厂沟一号煤矿项目核准的批复》(国能发煤炭[2026]33号)，由新疆平煤天安电投能源有限公司主导的铁厂沟一号煤矿项目获国家层面核准。

Recently, the National Energy Administration officially issued the "Approval on the Project Approval of the No.1 Coal Mine of Taiyanghe Mining Area in Taicheng, Xinjiang" (Document No. 33 of 2026 from the National Energy Administration), and the No.1 Coal Mine of Taiyanghe, led by Xinjiang Pingmei Tian'an Electric Power Investment Energy Co., Ltd., has been approved at the national level.

此次批复标志着项目从规划论证阶段全面转入实质性建设阶段，将为新疆煤炭供应保障基地建设注入核心动力。

This approval marks the complete transition of the project from the planning and argumentation stage to the substantive construction stage, and will inject core impetus into the construction of the Xinjiang Coal Supply Guarantee Base.

该项目选址新疆塔城地区托里县，是国家推进新疆煤炭供应保障基地建设，保障煤炭稳定供应，优化煤炭产业结构的重要举措。项目总投资35.57亿元、设计年产能300万吨，其中常规产能210万吨/年，储备产能90万吨/年，同步配套同等规模选煤厂。

This project is located in Tori County, Tacheng Prefecture, Xinjiang. It is an important measure taken by the country to promote the construction of a coal supply guarantee base in Xinjiang, ensure stable coal supply, and optimize the coal industrial structure. The total investment of the project is 3.557 billion yuan, with a designed annual production capacity of 3 million tons. Among them, the conventional production capacity is 2.1 million tons per year, and the reserve production capacity is 0.9 million tons per year. Simultaneously, a coal preparation plant of the same scale is also being equipped.

项目采用斜井开拓方式，集成综采放顶煤、智能干选等先进技术，将打造“本安、智能、生态型”矿井，投产后煤炭产品将重点保障发电供热及民生用能需求，对推动“疆煤外运”“疆电外送”战略落地、促进新疆经济社会高质量发展具有重要意义。

The project adopts the inclined shaft development method and integrates advanced technologies such as comprehensive mining with top coal caving and intelligent dry sorting. It aims to build an "intrinsic safety, intelligent, and ecological" mine. After commissioning, the coal products will mainly meet the demands for power generation, heating, and daily life energy. This is of great significance for promoting the implementation of the "transportation of coal from Xinjiang to outside the region" and "transmission of electricity from Xinjiang to outside the region" strategies, and for promoting the high-quality development of Xinjiang's economy and society.

据该公司相关负责人介绍，项目核准后，公司已启动后续关键工作：

According to the relevant person in charge of the company, after the project was approved, the company has already initiated the subsequent key tasks:

一是加快办理采矿权、建设用地规划许可证、安全生产许可证等法定手续，确保建设程序合法合规;

First, expedite the processing of legal procedures such as mining rights, construction land planning permits, and safety production permits, ensuring that the construction process is legal and compliant;

二是同步推进勘察设计、设备采购、施工队伍招标等前期筹备工作，力争早日实现开工建设;

Second, we will simultaneously advance the preparatory work for surveying and design, equipment procurement, and bidding for construction teams, aiming to commence construction as soon as possible;

三是与当地政府部门对接，落实水源、电力、交通等外部配套条件，为项目建设提供支持。按照计划，项目将严格遵循核准内容推进，预计28个月建成投产，为国家能源安全和区域经济发展贡献力量。

Thirdly, we will coordinate with local government departments to ensure the availability of external supporting conditions such as water sources, electricity, and transportation, to provide support for the project construction. According to the plan, the project will strictly follow the approved content for implementation. It is expected to be completed and put into operation within 28 months, contributing to national energy security and regional economic development.
