2026年一季度,国内共计17个海上风电项目已完成核准(含核准变更),总装机容量6615.8MW,总投资超723.30亿元。

In the first quarter of 2026, a total of 17 offshore wind power projects in China have been approved (including approval changes), with a total installed capacity of 6615.8 MW and a total investment exceeding 72.33 billion yuan.


从项目所属地区来看,一季度核准项目高度集中于江苏、浙江、福建、广东四大海上风电风资源丰富、开发早的沿海省份,区域集中度极高,且当前海上风电项目“大机组、大基地、大投资”的规模化发展趋势凸显。

From the perspective of the regions where the projects are located, in the first quarter, the approved projects were highly concentrated in the four coastal provinces of Jiangsu, Zhejiang, Fujian and Guangdong, which have abundant wind resources and were developed earlier. The regional concentration was extremely high, and the current trend of large-scale development of offshore wind power projects, characterized by "large turbines, large bases and large investment", is becoming increasingly prominent.


• 江苏省:以8个海上风电项目核准、总规模2993.8MW、302.67亿元总投资,占据一季度核准项目数量、装机规模、投资总额的绝对主导地位,项目装机占比近半超45%。

• Jiangsu Province: With the approval of 8 offshore wind power projects, a total capacity of 2,993.8 MW and a total investment of 30.267 billion yuan, it occupied the absolute dominant position in the number of approved projects, installed capacity and total investment in the first quarter, with the installed capacity accounting for nearly half, exceeding 45%.


从单机容量来看,5个海上风电项目为11MW批量化装机,2个项目单机容量12.6MW,1个单机容量12MW。

In terms of individual unit capacity, the 5 offshore wind power projects have a total installed capacity of 11MW in a batch. Two projects have a single-unit capacity of 12.6MW each, and one project has a single-unit capacity of 12MW.


• 广东省:以3个海上风电项目、1514MW装机容量、148.60亿元总投资,位列第二,汕尾、阳江等海域成为广东海上风电开发的核心承载区。

• Guangdong Province: With 3 offshore wind power projects, a total installed capacity of 1514MW, and a total investment of 14.86 billion yuan, it ranked second. The sea areas of Shenzhen, Yangjiang, etc. have become the core development areas for offshore wind power in Guangdong.


其中,深能汕尾红海湾六海上风电项目核准变更,项目总规划容量为500MW(实际装机510MW),建设34台单机容量15MW的风电机组,建设年限25个月;

Among them, the approval for the Shenzhen Sanxian Honghai Sixth Offshore Wind Power Project has been changed. The total planned capacity of the project is 500MW (with an actual installed capacity of 510MW), and 34 wind turbines with a single-unit capacity of 15MW will be constructed. The construction period is 25 months.


华电阳江三山岛六海上风电场项目核准变更,将原核准的14MW级风电机组方案调整为31台单机容量16.2MW级风电机组,总装机容量仍为500MW。总投资拟由515,351万元调整为453,154万元。

The approval for the Huadian Yangjiang Sanshan Island Sixth Offshore Wind Farm Project has been changed. The original 14MW wind turbine design has been adjusted to 31 single-unit wind turbines with a capacity of 16.2MW each, maintaining the total installed capacity at 500MW. The total investment is proposed to be adjusted from 515,351 million yuan to 453,154 million yuan.


据悉,这是我国目前已开工的离岸距离最远的海上风电项目,场址中心距离陆地82公里,最远端离岸距离89公里。

It is reported that this is the offshore wind power project with the longest distance from the shore that has been under construction in our country. The center of the site is 82 kilometers away from the land, and the farthest point is 89 kilometers offshore.


• 浙江省:以4个海上风电项目、1490MW总装机容量位列第三,值得一提的是,浙江此次均为核准变更项目,装机规模由2101.5MW→1490MW,共计取消安装36台大兆瓦海上风电机组,但用海总面积呈现大幅度扩大。

• Zhejiang Province: Ranked third with 4 offshore wind power projects and a total installed capacity of 1490MW. It is worth noting that all of these projects in Zhejiang were for project approval changes. The installed capacity decreased from 2101.5MW to 1490MW, and a total of 36 large-megawatt offshore wind turbines were cancelled for installation. However, the total area of sea use has significantly expanded.


• 福建省:2个海上风电项目获核准,总装机容量618MW,总投资74.53亿元。

• Fujian Province: Two offshore wind power projects have been approved, with a total installed capacity of 618MW and a total investment of 7.453 billion yuan.


其中,国家电投宁德深水B-1区海上风电场项目场址离岸距离约51-56km,理论水深约48-54m,规划容量300MW。总装机容量300.6MW,拟安装18台单机容量16.7MW海上风力发电机组。

Among them, the site of the National Electric Power Investment Ningde Deepwater B-1 Area Offshore Wind Farm Project is approximately 51-56 kilometers offshore, with a theoretical water depth of about 48-54 meters, and the planned capacity is 300MW. The total installed capacity is 300.6MW, and 18 single-unit capacity of 16.7MW offshore wind turbines are planned to be installed.


我国“十五五”规划纲要明确提出,在渤海、黄海、东海、南海海域建设海上风电基地,规范有序推进深远海风电开发,推动海上风电累计并网装机规模达到 1 亿千瓦以上。我国海上风电产业正从规模化发展迈入“基地化、集群化、深远海”高质量发展的全新历史阶段。

China's 15th Five-Year Plan Outline explicitly proposes the establishment of offshore wind power bases in the Bohai, Yellow, East China, and South China seas, the standardized and orderly development of deep and ultra-deep offshore wind power, and the goal of achieving cumulative grid-connected installed capacity exceeding 100 million kilowatts.
